The strategic task of the Romanian Transmission Electricity Company - TRANSELECTRICA - is to perform in the next years (2002-2005) the interconnection of the Romanian power system to the western European countries system, well known as union for the coordination of transmission of electricity-U.C.T.E. This task is to be realized in order to increase the static and dynamic stability, and to increase the reliability of the Romanian power system. In the year of 1996 was approved by the Romanian government a loan from the European bank for reconstruction and development for acquisition of modern equipment for these substations, such as: circuit breakers, disconnectors, instrument transformers, surge arresters, post type insulators, string insulators, batteries, battery chargers, protection, control and operating systems, telecommunication systems, etc. The paper shows the problems related to the criteria for choosing the new equipment, its technical specifications, and the works of replacing the old equipment with the new existing one. Optimization for neutral grounding methods is discussed in the paper. Petersen-coil in parallel with high resistance earthed technique has a better performance in safety and power quality than other neutral point grounding techniques. To improve power quality, a novel method for measurement of zero sequence impedance in distribution systems is presented, Petersen-coil inductance is adjusted to compensate the total capacitance, and the resistor which is in parallel with the Petersen-coil is adjusted to control the over-voltage; some other novel techniques for grounding fault feeder protection based on testing the fault resistance or the energy dissipated in the fault point are also presented. The method of Petersen-coil tuning has been developed. The ATC calculation is performed through an optimal power flow approach. The objective function is to maximize the sum of the receiving-end load in a specified area as well as to send generation to other control areas while a minimum cost of generation is continuously achieved. The constraints are AC power flow equations and system operation limits. It is assumed that the generation cost curve of each generator is available. A genetic algorithm is used for the optimization process. The power demand of the growing Chinese industries requires an economical solution for an increase of power transfer capability and stability with the existing lines. A combination of fixed and controlled series compensation has been found as the appropriate choice not only to enable the desired power increase, but also to stabilize the two interconnected strong networks by reducing the connecting line impedance. Both capacitors, located in the two parallel lines, are operating since mid of November 2003. {"title":"Electricity industry reform in Western Australia","authors":"J. It plans to split Western Power, the dominant government owned integrated electricity utility, into four entities by July 2004 and to implement a competitive wholesale electricity market in the South West of WA by July 2006. The four successor entities representing the current networks, generation, retail and regional power business units of Western Power will remain government owned and will initially be the dominant players in the electricity marketplace. Because of the isolation and the relatively small size of the South West System, to design a competitive market that will provide real benefits from greater competition in trading electricity without compromising security is not an easy task. The solution that has been proposed is unique to Western Australia and will provide for five separate trading mechanisms. Initially it will substantially replicate the current limited electricity trading in which the dominant supplier. Western Power provides access to its networks for third parties to undertake bilateral trading. The point of collapse method, due to its special advantages, has attracted many attentions. However, as the dimension of its equations is almost twice the ordinary power flow equations and it is not easy to make use of the advantages of sparse matrix technique, it is difficult to apply the point of collapse method to large systems. An algorithm is proposed in this paper to solve these problems. Modifying a standard power flow program can develop the program. It becomes important to express the reactive cost if the reactive power electricity market is built. The design of fundamental features ensure that the market is robust and competitive, the market mechanisms promote liquidity in the markets and the market economic incentives drive the convergence of the day-ahead and real-time market prices. The power exchange market, running parallel to NETA since its implementation, allows market participants to adjust their contract positions in real time to avoid any excess or shortfall in the balancing mechanism (BM) by submitting bids or offers. With bids and offers present in PXs, generating companies have opportunities to gain profit from this market. A proposed methodology is able to optimise power exchange and generation scheduling problems simultaneously, thereby assisting generating companies to decide which bids or offers should be carried out, and to commit and dispatch their units to meet their net contract positions.
