The aim of the paper is to identify and present the main theories that influence the governance of state-owned enterprises (SOEs), providing the theoretical framework for future studies that analyze the application of corporate governance theories in the case of the mentioned organizations. The theories discussed in the current paper are the agency theory, the stakeholder theory, the resource dependency theory, and the institutional theory. Virtually all organisations try to eliminate the cyber risks that arise from the use of various ICT tools by using various security tools. The implementation of these techniques entails costs that need to be justified and evaluated from the perspectives of different stakeholder groups. This text will present selected indicators assessing cybersecurity in terms of he resources invested. In addition to these metrics, selected models evaluating security investments with respect to, among other things, the existence of vulnerabilities and threats will also be presented. From this point of view, those involved in waste management, no matter they are legal persons or individuals, especially in rural area, might have a passive failure to comply with the legislation. Starting from the inventory of the normative acts regarding waste management, a minimum of them was identified, needed to be known and applied. Therefore, it is necessary to develop new tools for easier and adequate understanding of the legislation, especially of the waste management obligations. Four schemes were developed aiming the obligations systematization: two schemes for local administration, one legal person and one for individuals. As a result, the study will investigate the topic of consumers behavior, inflation rise, financial unpredictability and overall economic stability of the country. In effect, the research shows that both the European countries, as well as the two countries involved in the current political confrontation have experienced high-levels of inflation rates, which affected their economic situation. Additionally, this paper develops an investigation based on a sample of 109 respondents, regarding their current economic situation. In this context, we attempted to decipher which are the most significant demand-related obstacles that influence the existence of small and medium firms. Using the autoregressive distributed lag (ARDL) method on panel data on the number of firms and self-reported difficulties in the 8 development regions of Romania during 2002-2019, we intended to analyze which demand-related difficulties are the most significant factors influencing the density of firms in the long and short run. We identified apparently paradoxical relationships in the long run, in that some difficulties (competition) have an expected, unfavorable effect on density, while others (not being well-known) are associated with increases in the density of firms, but with minimal regional variation. In the short term, demand-related difficulties have a smaller impact on density on a national level and vary significantly between regions. Investigating the weights of the multiple dimensions of logistic performance appears very relevant and strengthens the literature in the field in terms of studies carried out in abnormal times that impact society and the economy at their core. From a methodological standpoint, this study uses a structural equations approach, revealing a complex mediating chain linking pollution with logistics performances. Potatoes, the most consumed vegetable product in Romania, will show a decrease in both areas, by around 57% in 2021 compared to the reference year 2014, and total production by 60%. Calculating the Gini coefficient, it can be seen that in the case of imports, the degree of concentration is low, while in the case of exports, the degree of concentration is high. The article uses a qualitative research approach combined with a questionnaire survey and analysis of four personal protective equipment companies.
