The urban-rural dual system in China is blamed as the main cause of this abnormal phenomenon, but as the dual system is fundamental to China’s socio-economic development and China’s central government adopts institutional reform in a step-by-step fashion, local governments have to work around this dual system. Many municipalities are planning and implementing smart shrinkage of rural settlements and Chengdu is among the best practices in the Chinese context. This research describes the latest SGME (small-scale settlement, group arrangement, micro pastoral scenery and ecological construction) model, which was initiated in 2013 to implement planned consolidation of rural settlements that fits the local development culture. In order to better allocate public service facilities and improve the efficiency of resource supply, six modes of spatial agglomeration are planned to consolidate villages scattered all over Chengdu. The SGME model achieved sound results, but with some problems still awaiting solution, including unsustainable funding and obscure rural characteristics. The findings of this study shed light on the planning of similar areas in other developing economies, especially those with a distinct urban-rural dual system. Abstrak. Seiring urbanisasi yang cepat di Tiongkok, sebuah paradoks muncul ketika populasi perdesaan di Cina berkurang, tetapi permukiman di perdesaan masih berkembang dalam bentuk perumahan perdesaan yang telah direnovasi dan bertambahnya lahan konstruksi, terutama di daerah pengirim migran. The Yangtze River Delta region is one of the most advanced and balanced regions in China. With the rapid development of China’s high-speed railway construction, its regional spatial structure supported by the high-speed railway network has also undergone a series of changes. Based on the data of high-speed trains in the Yangtze River Delta region collected from the official website of the Ministry of Railways, the OD connection matrix between cities in the Yangtze River Delta was constructed, using some indexes such as network correlation degree, network density, central degree, to describe the characteristics of the city network in this region. The results show that, firstly, under the lead of Shanghai, the core corridor in the Yangtze River Delta region has been further strengthened. Secondly, as an important network hub in this region, the regional network status of Nanjing even exceeds that of Shanghai, and cities such as Hangzhou and Hefei also have the function of organizing sub-regional traffic. What is more, under the influence of the high-speed railway, the reach range of the metropolitan area has been greatly improved. A case comparison with the Ring-Bohai and Guangdong-Guangxi area showed that the Yangtze River Delta area is the most balanced among those three. Finally, some prospects for the future development of the Yangtze River Delta are discussed in this paper. Abstrak. The establishment of a number of university campuses at the end of the 1980s in Depok caused a significant transformation of the architecture of the city. This paper focuses on the process and pattern of the transformation of the architecture of Depok city that have occurred in the areas surrounding the university campus, and the effect on its physical environment. The method of urban typo-morphology study was used to investigate the transformation process and pattern of transformation in the study location and the factors influencing them and their effect on the quality of the physical environment. This research revealed that the existence of university campuses had multiple effects on the physical environment of their surrounding areas. Uncontrollable changes in the elements of the architecture of the city have caused various unsafe conditions and a decline in the quality of its physical environment. The result of this research can be applied to deal with changes in the physical environment around the university campuses, and also for comparison to other cities with similar cases. Abstrak. Keberadaan universitas di suatu kota tidak hanya mempengaruhi kegiatan warganya, tetapi juga lingkungan fisiknya. Kehadiran beberapa kampus universitas pada akhir 1980-an di Depok, secara signifikan menyebabkan transformasi arsitektur kota. Makalah ini berfokus pada proses dan pola transformasi arsitektur kota Depok yang terjadi di kawasan sekitar kampus universitas dan pengaruhnya terhadap lingkungan fisiknya. Metode studi typo-morfologi perkotaan digunakan untuk menjawab masalah proses transformasi dan pola di lokasi penelitian dan masalah faktor-faktor yang mempengaruhi proses transformasi arsitektur kota di daerah tersebut dan pengaruhnya terhadap kualitas lingkungan fisik daerah tersebut. Penelitian ini mengungkap bahwa keberadaan kampus universitas memiliki efek ganda pada lingkungan fisik daerah sekitarnya. Perubahan unsur arsitektur kota yang tidak terkendali telah menyebabkan berbagai kondisi tidak aman dan menurunnya kualitas lingkungan fisiknya. It takes a historic-institutionalism perspective within the context of changing government responses to flood management, where previous approaches failed to take into consideration existing local ecology, flood patterns and natural drainage systems. Jakarta is slowly moving towards more sustainable and resilient approaches to flood management through pilot programmes aimed at reclaiming or restoring water bodies while creating urban green space to assist with water absorption, despite the local government not having incorporated sustainable flood management systems or mitigation measures into the formal planning system. This paper shows how flooding has influenced spatial development and urban morphology in the city historically, which has led the city administration to the realisation that new approaches are required. The methodology includes document and literature research, GIS as well as satellite based mapping and imagery to determine spatial development patterns and where additional mitigation measures may be required, as well as flooding and drainage documentation. The paper reveals a series of potential strategies for the initial stages of planning policy implementation and a potential framework for developing planning-incorporated measures at a wider scale across Jakarta’s affected areas. This study has wide implications for a number of large developing cities in the Global South that face multiple development challenges in addition to flooding. Keywords. Dibutuhkan perspektif historis-institusionalisme dalam konteks perubahan respons pemerintah terhadap manajemen banjir, yakni ketika pendekatan sebelumnya gagal mempertimbangkan ekologi lokal yang ada, pola banjir dan sistem drainase alami. The rapid development of the Internet makes the connections between cities more dynamic than ever before. The subject of this study are cities in three provincial administrative units in Southern China: Guangdong, Hong Kong and Macao. The development of the Internet provides an opportunity to analyse the relationships between the cities in this region from the viewpoint of information flow. Using the area distribution model in Baidu Index (a website of the Baidu company), this study recorded the web search volume, simulated the information flows, and analysed the network correlation degrees between the cities in Guangdong, Hong Kong and Macau. The conclusions are: (1) from the perspective of information flow, the city network in Guangdong, Hong Kong and Macao has a clear ‘core-periphery’ structure, which amplifies the difference in urban hierarchy between big and small cities; (2) the cities in the traditional Pearl River Delta core region have a stronger ability to aggregate information flows and geographical proximity reflects information flow; (3) information flows between the cities in Guangdong and Hong Kong and Macao are not smooth, and thus needs to be improved. Dalam konteks perkembangan informatisasi dan globalisasi yang pesat, metode teoritis para peneliti perkotaan telah bergeser dari pendekatan ‘ruang tempat’ yang melihat wilayah geografis, ke pendekatan ‘ruang arus’ yang didasarkan pada arus manusia, barang, kapital, dan informasi antar kota. Pesatnya perkembangan internet membuat hubungan antar kota lebih dinamis dari sebelumnya. Subyek penelitian ini adalah kota-kota di tiga unit administrasi provinsi di Cina Selatan: Guangdong, Hong Kong, dan Macao. Perkembangan Internet memberi kesempatan untuk menganalisis hubungan antara kota-kota di wilayah ini dari sudut pandang arus informasi. Dengan menggunakan model distribusi area pada indeks Baidu (sebuah situs perusahaan Baidu), makalah ini mencatat jumlah pencarian web, mensimulasikan arus informasi, dan menganalisis tingkat korelasi jaringan di antara kota-kota di Guangdong, Hong Kong dan Macau. {"title":"The Changing Structure of China’s Pearl River Delta Megacity Region","authors":"Junru Song, Min Zhao","doi":"10.5614/JRCP.2018.29.3.1","DOIUrl":"https://doi.org/10.5614/JRCP.2018.29.3.1","url":null,"abstract":"Based on traditional spatial gravity interaction models, urban quality and the time it takes for people or goods to move between cities are strongly correlated and the extent to which cities are integrated or have the capacity to become integrated into an interconnected urban network changes as travel time between cities changes. This paper analyses China’s Pearl River Delta (PRD) megacity region based on a modified gravity model combined with spatial analysis. It also analyzes economic relations between cities within the PRD megacity region, and compares China’s recent ‘new-style’ urbanization planning in Guangdong Province – the region’s largest and economically most important province – with planning for Guangdong that pre-dated China’s 2014 National New Style Urbanization Plan. The results show that PRD is now a bi-polar megacity region dominated by Guangzhou and Shenzhen and that four out of six cities the province planned to integrate into the core after 2005 have been integrated, but two have not. In order to build a successful global urban region, PRD needs to continue to improve its core, accelerate the integration of city clusters that can realistically be integrated, continue to study the integration potential of cities with less development potential and pay attention to balanced development of peripheral cities. Framed within the urban containment paradigm, the South East Queensland Regional Plan 2017 establishes specific principles and statutory planning controls to direct the spatial distribution of growth while attempting to preserve natural, cultural and productive landscapes and overall liveability. Identification of desired regional growth patterns, coordinated governance, economic and infrastructure development, and plan monitoring are key attributes of a framework that has generally resulted in acceptable regional outcomes. Nevertheless, a number of challenges remain for containing urban growth and maintaining regional resilience and sustainability amidst continuing growth pressures. This paper highlights three contemporary issues of interest: greater recognition and delineation of peri-urban areas, integration of regional planning and disaster management, and growth management of peri-urban master planned communities. Dibingkai dalam paradigma pembatasan perkotaan (urban containment), South East Queensland Regional Plan 2017 menetapkan prinsip-prinsip spesifik dan peraturan pengendalian perencanaan untuk mengarahkan distribusi spasial pertumbuhan diiringi dengan upaya pelestarian lingkungan, lahan budidaya dan lahan produktif, serta tingkat kualitas hidup secara keseluruhan. Based on semi-structured interviews and document analysis, this study reveals that Amsterdam Smart City can be considered an example of a new type of urban innovation system. There are nine actor categories involved with either a one-sided or a bi-directional relationship between them in this innovation system. The actors dynamically interact with each other in different innovation phases based on their interests and resources. Besides, the use of an open web-based platform to connect actors and to exchange information in the innovation system makes the information distributed fairly and transparently among actors. Additionally, more actors can be reached to join the innovation system. There is also no geographical limitation between actors to collaborate and innovate on a specific idea. Therefore, dynamic interactions between actors that are facilitated by an open web-based platform can be a new way of developing an innovation system in urban areas. Keywords. Studi ini membahas sistem inovasi perkotaan dan peran teknologi digital, dengan menggunakan Amsterdam Smart City sebagai sebuah kasus. Berdasarkan wawancara semi-terstruktur dan analisis dokumen, penelitian ini mengungkapkan bahwa Amsterdam Smart City dapat dianggap sebagai contoh bentuk baru dari sistem inovasi perkotaan. Ada sembilan kategori aktor yang terlibat dengan hubungan satu-sisi atau dua arah di antara mereka dalam sistem inovasi ini. Para aktor secara dinamis berinteraksi satu sama lain dalam fase inovasi yang berbeda berdasarkan pada minat dan sumber daya mereka. Selain itu, penggunaan platform berbasis web terbuka untuk menghubungkan aktor-aktor dan untuk bertukar informasi dalam sistem inovasi membuat informasi didistribusikan secara adil dan transparan di antara para aktor. Di samping itu, semakin banyak jumlah aktor yang dapat bergabung dengan sistem inovasi ini. Tidak ada batasan geografis di antara para aktor untuk berkolaborasi dan berinovasi pada ide tertentu. Oleh karena itu, interaksi yang dinamis antara para aktor yang difasilitasi oleh platform berbasis web terbuka dapat menjadi cara baru untuk mengembangkan sistem inovasi di wilayah perkotaan. It also results in sever competition among businesses for city space, leading to street vending and informal business. The overall purpose of this study was to examine the challenges faced by microenterprises pertinent to shortage of working space. A total of 564 samples (304 and 260 enterprise in old but transformed buildings and newly built buildings in the city, respectively) were selected using simple random sampling. For this particular study an embedded mixed research design (EMRD, one methodology within another one) was applied. The data were collected using a survey questionnaire, GIS and interviewes. The obtained quantitative data were analyzed using SPSS version 20 and qualitative techniques, description and narration. The findings presented in this paper show the prevalence of working space scarceness and incongruity in Shashemene city. Thus, it can be suggested that the city need to revisit urban land leasehold proclamation performance, urban renewal initiative progress, and old business premises’ transfer procedures, and also integrate local trade unions/chambers of commerce synergy and firms’ growing working space demand. Di Etiopia, kurangnya ruang kerja/tempat usaha menjadi salah satu hambatan peluang pertumbuhan eksternal bagi usaha-usaha mikro yang mengakibatkan penyerapan yang tidak efisien akan tenaga kerja yang besar yang saat ini masuk ke sektor ekonomi. Hal ini juga mengakibatkan persaingan yang ketat di antara bisnis akan ruang kota yang mengarah ke penjual jalanan dan bisnis informal. Tujuan keseluruhan dari penelitian ini adalah untuk melihat tantangan yang dihadapi oleh usaha-usaha mikro yang berkaitan dengan kurangnya ruang kerja. Ukuran sampel sejumlah 564 (304 dan 260 transaksi di gedung-gedung tua tetapi diubah dan bangunan yang baru dibangun di kota masing-masing) dipilih menggunakan teknik acak sederhana. Khusus untuk studi ini, diterapkan Embedded Mixed Research Design (EMRD, satu metodologi yang terletak di dalam yang metode riset yang lain. Data dikumpulkan menggunakan survei kuesioner, GIS dan wawancara. Data kuantitatif yang diperoleh dianalisis menggunakan SPSS versi 20 dan teknik analisis data kualitatif, deskripsi dan narasi. Temuan yang disajikan dalam artikel ini, menunjukkan bahwa ruang kerja di Shashemene memiliki prevalensi langka dan tidak sesuai. Dengan demikian, dapat disarankan kota tersebut meninjau kembali kinerja proklamasi sewa lahan perkotaan, kemajuan inisiatif pembaharuan perkotaan prosedur transfer tempat usaha lama dan juga mengintegrasikan sinergi antara serikat pekerja/ruang perdagangan lokal dan permintaan akan ruang kerja yang meningkat. Social forestry has shifted the forestry development paradigm from conventional forest management to community-based forest management. The history of community-based forest management in Java began with the Dutch colonial policy on forest production in 1873 and today it has grown widely, both within and outside forest areas. However, social forestry has not been able to overcome population pressure problems in the form of deforestation and forest degradation. Therefore, it is crucial to recognize and elevate the role of local communities in forest management. Success of social forestry can be achieved by developing cooperation through capacity building of local communities with community-based forest management. To develop community capacity, it is necessary to understand the basic concept of community capacity building in the social forestry system. A review of community capacity in social forestry is useful for developing a conceptual framework of local community capacity in the development of the social forestry system. Abstrak. Konsep perhutanan sosial telah menggeser paradigma pembangunan hutan dari pengelolaan hutan secara konvensional ke pengelolaan hutan dengan berbasis masyarakat. Sejarah pengelolaan hutan berbasis masyarakat di Jawa dimulai dengan adanya kebijakan kolonial Belanda tentang produksi hutan pada tahun 1873 dan saat ini kebijakan tersebut telah tumbuh secara luas, baik di dalam maupun di luar kawasan hutan. Namun, kehutanan sosial belum mampu mengatasi masalah kehutanan yang disebabkan oleh tingginya permintaan seperti deforestasi dan degradasi hutan. Oleh karena itu, mengenali dan meningkatkan peran serta masyarakat lokal dalam pengelolaan hutan perlu dilakukan. Keberhasilan kehutanan sosial dapat dicapai dengan mengembangkan kerjasama melalui pembangunan kapasitas masyarakat lokal melalui pengelolaan hutan berbasis masyarakat. Untuk mengembangkan kapasitas masyarakat, pemahaman tentang konsep dasar peningkatan kapasitas masyarakat dalam sistem kehutanan sosial diperlukan. Tinjauan kapasitas masyarakat dalam kehutanan sosial berguna untuk mengembangkan kerangka kerja konseptual kapasitas masyarakat lokal dalam pengembangan sistem kehutanan sosial.
