Bueno","doi":"10.4013/ARQ.2018.142.11","DOIUrl":"https://doi.org/10.4013/ARQ.2018.142.11","url":null,"abstract":"The study of Brazilian urban policies indicates that, from 1980 onwards, the cities sought other intervention solutions for informal settlements, different from those previously practiced, and that were implemented in the urbanization of some slums. The actions concerning physical mobility and accessibility are part of the infrastructure system to be approached for the promotion of the urban and land regularization of these places. In Brazil this period also marks the beginning of the movement of discussion and strengthening of measures for the benefit of people with disabilities and of regulatory instruments to guarantee their accessibility and autonomy. This paper aims to understand the treatment of accessibility issues in precarious settlements, especially in the slum urbanization programs in the metropolitan areas of Sao Paulo and Rio de Janeiro from 1996 to 2012. A bibliographical review and analysis of the available official documents were undertaken. The programs were analysed comparatively, based on “intervention concepts” of the Morar Carioca Program. Some similarities are pointed out. The guidelines for interventions only refer to aspects of urban mobility, transport policy, etc. with impact on the surroundings. However, the allusions to accessibility are indirect, especially in the improvement of facilities for pedestrians, which is primordial in those settlements and justifies, therefore, the need for continuity in the study of this subject. Campos","doi":"10.4013/ARQ.2018.142.08","DOIUrl":"https://doi.org/10.4013/ARQ.2018.142.08","url":null,"abstract":"The article discusses the process of deconcentration of productive activities in the Metropolitan Region of Porto Alegre (Brazil) in order to investigate variables implicated in the emergence of new centralities and their interactions with commutation (home-work displacements). By adopting a multivariate analysis, conurbation processes and commutation census data were related to the morphological properties of the spatial configuration, described by the Spatial Syntax methodology. Through Spatial Syntax, which is the main methodology used, trends of movement potentials and probability of flows in the metropolitan network are identified. The following was verified: (i) intensity and direction of commutation flows; (ii) hierarchies of relative accessibility/integration of the system; (iii) centrality hierarchies in the network/routes with higher probability of flow. It is assumed that there is a relation between the deconcentration of economic activities, changes in regional accessibility patterns, the emergence of functional centralities, density and direction of metropolitan commuting flows. Sin embargo, este trabajo pone el acento en un analisis espacial, por medio de la caracterizacion del trazado urbano, en base a la movilidad peatonal en la pendiente natural, en el caso de Valparaiso, Chile. Se describen distintas tipologias de pasajes urbanos, sus posibilidades de propiciar espacios de sociabilidad y de como estos conforman el paisaje urbano de Valparaiso. Este caso presenta una ocupacion legal y legitima de sus cerros, pero no planificada y de trazado irregular en la ocupacion de la pendiente. La metodologia tiene un enfoque cualitativo, que utiliza herramientas de recoleccion de informacion propias de la arquitectura, constataciones y observaciones arquitectonicas y analisis planimetricos. En este contexto, observar la movilidad peatonal en el caso de Valparaiso permitio ahondar sobre las transformaciones territoriales, identificando y comprendiendo sus distintos escenarios: urbanos, vecinales, domesticos, historicos y actuales; de modo de rescatar aquellos elementos constitutivos de los espacios urbanos en pendiente. Meister","doi":"10.4013/ARQ.2018.142.09","DOIUrl":"https://doi.org/10.4013/ARQ.2018.142.09","url":null,"abstract":"This paper discusses the understanding revealed by the media about five World Fairs held in the United States: Centennial Exposition, Philadelphia, 1876; World’s Columbian, Chicago, 1893; Pan American Exposition, Buffalo, 1901; Louisiana Purchase Exposition, St. Louis, 1904; and Panama-Pacific International Expo, San Francisco, 1915. The main source of data for the case study is the Chronicling America Project, with two thousand newspapers online. The objective of this article is to compare reactions to these events in their contemporary societies and identify possible distinctions and convergences when compared to ours. Its conclusions reveal an intriguing and ubiquitous apology for these events and the dormancy of controversies they may have generated: The hypothesis that current criticism would be similar in content, form and volume to the analyzed period (1876-1915) was thus not confirmed. The theoretical reference permeates the text and prioritizes distinctions between the perception of the five selected fairs at the time they were held and those more commonly found nowadays concerning large urban events. Essa tematica se desenvolve na perspectiva da nocao de paisagem ocidental, que nasce no seculo XV atraves da pintura, por meio da representacao da natureza. Na arquitetura, a janela assume o papel da moldura a semelhanca do quadro na pintura, enquadrando porcoes da paisagem. Nesse sentido, as janelas proporcionam um meio a compreensao da nocao de paisagem dada sua posicao de mediacao entre espaco exterior e interior. Ao enquadrarem uma cena externa trazendo-a para o interior do edificio, as janelas permitem que o observador atribua significado ao espaco externo, percebendo-o como paisagem. E atraves da janela, portanto, que a natureza e enquadrada e transformada em paisagem, permitindo que o infinito caiba no finito, o invisivel se ache no visivel, e, assim, a paisagem seja vislumbrada entre as linhas da moldura. O enquadramento, permitindo que determinada porcao da natureza seja recortada, torna-se o meio imprescindivel a percepcao da paisagem. Tal analise parte de pesquisa da recente politica habitacional rural do Governo do Maranhao, que, inspirada no Plano Nacional de Habitacao Rural (PNHR), integra o plano estadual de desenvolvimento de municipios com baixo indice de desenvolvimento humano (IDH), buscando enfrentar o grave quadro das moradias precarias do Estado. Sob a otica da divisao social do trabalho e da lei do desenvolvimento desigual e combinado, a primeira secao analisa os dispares resultados regionais do PNHR para, em seguida, contextualizar a realidade do campones maranhense, que, vivendo a margem do sistema economico, pratica o extrativismo e tem a moradia como forma de sobrevivencia. Com base nas especificidades do deficit habitacional rural do estado e fundamentada em pesquisa nos povoados selecionados pelo programa, a terceira secao avalia os processos de producao e apropriacao da moradia pelas familias contempladas, constatando o nao atendimento das metas fisicas e sociais da proposta. Conclui que incompativel com os modos de vida e praticas tradicionais de autoconstrucao, o programa contraria metas de desenvolvimento local e nao contribui para a afirmacao cultural de grupos sociais marginalizados, grande presenca populacional no Estado. {"title":"A bordo do Guaspari","authors":"Raquel Rodrigues Lima, Anna Paula Moura Canez","doi":"10.4013/ARQ.2018.141.04","DOIUrl":"https://doi.org/10.4013/ARQ.2018.141.04","url":null,"abstract":"This article presents part of the process of the modernity of the city of Porto Alegre in the mid-1930s through the analysis of the Guaspari building, designed by Fernando Corona in 1936, and the overlapping of times throughout the existence of this building. The great event of the Farroupilha Revolution’s Centennial Exhibition in 1935 and the construction of buildings with pure volumes and facades devoid of ornamentation are some of the indications of the arrival of the new times in the capital of Rio Grande do Sul. The Guaspari building has a light of its own that condenses the spirit of the thirties, as one of the reminiscences of the Exhibition’s ephemeral pavilions, remaining in the imaginary of the city. The reference of the ship was present both in the architecture of Le Corbusier and in expressionism, particularly in the works of Mendelsohn. With more or less intensity, the Guaspari building resembles naval engineering, with the intention of translating the laws of motion architecturally, as if they were floating in the sea of the flow of people and cars or accompanying their movement. The history of the Guaspari building has three phases: the first consists in the elaboration, articulation of references, approval and construction of the architectural project – anchored; the second registers the building submerged in luxalon for a long period, totally unrecognizable – covered; and the third registers the resurgence of the Guaspari building in center of Porto Alegre – in sight.
