In our opinion, studies of economic processes undoubtedly affect the social side of the development of the territory. In this connection, attention is paid to the results of efficiency in the management of the national economy of the territory, while focusing on the indicator of human capital development. The article provides an assessment of the current state of affairs in a particular subject of the Russian Federation, but some aspects raised in the study require an additional information block. The scientific novelty of this study lies in the addition to the theoretical and practical substantiations of the evaluation criteria of the national economy, aimed at determining the effectiveness of the processes of territorial development of the standard of living of the population. The results of the study: the need for innovative modernization of secondary vocational education is evident in the context of a shortage of highly qualified personnel of working specialties, necessary for the creation of innovative production facilities and competitive jobs. The article discusses approaches to the formation of a smart city management system, participants in the management system and communications between them, as well as other elements that ensure the effectiveness of management in the world's smart cities. The scientific novelty lies in determining the similarity of the approaches of smart leading cities to management, key principles and elements of the management system of a modern city. In the process of research it was found that the value of innovative technologies is that they simultaneously reflect not only a practical problem, but also actualize a certain set of knowledge, which is important to learn in solving this problem, as well as successfully combine learning and analytical activities. Scientific novelty of the received results consists in a detailed description and formalization of the possibilities of modern digital technologies, advanced pedagogical practices and communication techniques for teaching schoolchildren at the lessons of computer science and the formation of their actual skills of the XXI century. The article focuses on the fact how the process of the analyzed game should be built, what are the pros and cons of the technology, as well as what results can be obtained if it is introduced into the educational process. The scientific novelty lies in the consideration of the yard game described above, familiar to many in its modified digital form, as a full-fledged element of education, which is able to give a tangible result in the study and consolidation of the new studied lexical material in any foreign language. The article substantiates the relevance of setting and solving the problem of preventing manipulative behavior among future teachers. Behavioral signs of manipulative behavior of teachers, typical situations of its manifestation and characteristic emotional reactions of students to pedagogical manipulation are revealed. The scientific novelty consists in presenting the value-target guidelines of actualizing pedagogical activity as a humanistically acceptable, personally and socially expedient, pedagogically effective alternative to manipulative behavior. The article discusses the problematic issues of the use of psychological and pedagogical technologies of neuropedagogy in the process of teaching motor actions of female cadets of educational organizations of the Ministry of Internal Affairs of Russia. The scientific novelty lies in the fact that neuropedagogics has not been used before in the framework of training and improving the motor actions of female cadets. The article focuses on the essence of man, whose purpose is manifested in the development of his creative and transformative power, and the role of spiritual values in this comprehensive process.
