Alongside government, renowned organizations and NGOs (Non Government Organization), many small organizations are working with street children in the field of education and health care. In this literature, we have proposed a novel system especially designed to facilitate street children by establishing effective communication among concerned organizations, donors, and common viewers. By exploiting the dynamic nature of the proposed system any concerned people can attain a slot in the system to showcase the activities of corresponding organization. The proposed system acts as a binding body between the common people and concerned authority and thus aims to improve the overall condition of street children.","PeriodicalId":411099,"journal":{"name":"2017 IEEE Region 10 Humanitarian Technology Conference (R10-HTC)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129198750","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Discovering the attributes becomes more complex because voluminous factors are associated. We have tried to find out the specific attributes and made a cumulative dataset depending on the reliable sources allied to Bangladesh. In the study, we have evaluated a meticulous survey on various classification techniques to achieve casualty for textile & garments accidents. We have presented a comparative analysis of accuracy between base and AdaBoost Meta classifier using base classifiers, such as: OneR, J48, REPTree, SimpleCART & Naïve Bayes. The analysis unfurl that using ensemble method with the base classifiers improve accuracy level between 1.8%-6.36%. The distribution of data matrix follows the standard Gaussian distribution according to central limit theorem, which has not been seen in practical scenarios. In this context, a simple and effective method called transformation of a data matrix to Gaussian matrix (TDG) is proposed. The TDG transforms an arbitrarily distributed data matrix to a Gaussian distribution. This transformed data matrix is then processed through Principal Component Analysis (PCA) and Independent Component Analysis (ICA). Experiments on a benchmark face database IRIS are demonstrated that the proposed transformation process could notably improve the accuracy rates than state-of-art methods.","PeriodicalId":411099,"journal":{"name":"2017 IEEE Region 10 Humanitarian Technology Conference (R10-HTC)","volume":"8 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132373421","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With the development of technology, where automation system plays a vital role in daily life experience and also it is being preferred over the traditional manual system today. The main purpose of this project is to invent an intelligent system which can make decisions for luminous control (ON/OFF/DIM) considering the light intensity. Here the day and night mode can be identified by fixing a particular intensity value on LDR sensor and street light can be controlled by IR sensor. The interesting part of this paper is the installation of solar cell for the power supply but in course of circumstances, if the solar cell is unable to do so, a secondary backup DC current will maintain the situation immediately. Another remarkable part of this project is to maintain the traffic signal automatically without any help of traffic police and monitor the entire system through internet by installing surveillance camera. All the components of this project are very simple and cost effective but efficient to make a reliable intelligence system.","PeriodicalId":411099,"journal":{"name":"2017 IEEE Region 10 Humanitarian Technology Conference (R10-HTC)","volume":"37 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134057535","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

So, removal of haze appearance in a scene should be the first priority for clear vision. Previously a dehazing mechanism was developed based on dark channel prior which cannot automatically set the patch size and the sky-region's transmission value. The current paper tries to fill this gap to automate these values. Experimentation has been conducted to find the performance on the basis of subjective as well as objective metrics. In this regard, a Bangla handwritten character recognition method is proposed in this paper. The key challenges of this work are line segmentation, word segmentation, and character segmentation. For that in this paper, distance-based segmentation (DBS) method is used to segment the sentence, word, and character individually. To implement the DBS method efficiently, initially, the input Bangla document is pre-processed to resize and eliminate the noise. After that, adaptive thresholding method is utilized to remove the shadows from the input image. Furthermore, the proposed DBS method is applied to the processed image to segment the sentences, words, and characters. To segment words from a sentence, firstly segment the lines from the document. Based on these lines, the words in each line are segmented. Finally, characters are segmented from individual words. These segmented characters are used as ROI to extract the features and send to SVM to classify. To evaluate the performance of the proposed method manuscripts of Rabindranath Tagore and different peoples Bangla handwritten documents are considered.","PeriodicalId":411099,"journal":{"name":"2017 IEEE Region 10 Humanitarian Technology Conference (R10-HTC)","volume":"64 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133041377","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The success of each internal or external release highly depends on properly prioritized requirements. However, requirements prioritization is considered as one of the most challenging phases in software development life cycle (SDLC) due to the absence of a simple, highly customizable, and time savings prioritization technique. Furthermore, as the existing prioritization techniques were not designed to handle issue starvation situation, so a new prioritization technique is required that can handle the issue starvation situation effectively and overcome the limitations of the existing techniques. In this paper, we have proposed a new requirements prioritization technique that is easy to use and understand, highly customizable, scalable, saves time and can handle the issue starvation scenario. Furthermore, we have shown the effectiveness of our proposed approach using a fictional scenario.","PeriodicalId":411099,"journal":{"name":"2017 IEEE Region 10 Humanitarian Technology Conference (R10-HTC)","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132284951","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

If the detection of the tumor region is done manually, it is a very prolonged task to analyze a single case. Often it is erroneous as well. This can create adverse effect on planning the treatment of the patient. Therefore, in this work, a completely automated method of detection of the brain tumor has been proposed. Human brain size being huge, and often the characteristics of tumor tissues and non-tumor tissues having similarity, it is very difficult and time consuming for a classifier to work with the entire brain data. This paper deals with detecting the brain tissue so accurately that the classifier will require only a very small volume to work on. This method takes out 2D slices of images from the 3D data and then detects the tumor by investigation of the features derived from the histograms of the slices. At first, 2D slices have been taken along the XY plane and the tumorous hemisphere is detected from the intensity histogram of the two hemispheres. A threshold intensity is determined by analyzing the histogram of the detected hemisphere. After applying the threshold, median filtering is performed and a second threshold value is applied if needed. After that, a connectivity checking is performed on the image and the biggest cluster is selected as pixels representing the tumor. Finally, the 2D slices containing the detected tumor are stacked upon and unified together. The proposed method, with Dice Similarity Coefficient Metric of 0.8056, has surpassed many other algorithms.","PeriodicalId":411099,"journal":{"name":"2017 IEEE Region 10 Humanitarian Technology Conference (R10-HTC)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127413389","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
