These questions are considered in connection with a more general issue regarding the law of self-defence: the question of what constitutes an armed attack in international law. This article will try to present a broad definition and context of Russian hybrid warfare and how it is challenging traditional jus ad bellum paradigms. Too few policy-makers have paid detailed attention to the new Russian “lawfare” in Ukraine, using specific military and non-military tactics in order to blur the lines between “armed attack” and mere political intervention. Meanwhile, legal scholars detach their analysis from actual policy-serving considerations and tend to acquiesce to some very restrictive theories of the use force in self-defence. The article introduces the basic concepts of deterrence and discusses the differences between the deterrent capabilities of Ukraine and the Baltic States. Furthermore, the threats that Russia presents, the factors that were responsible for Ukraine’s deterrence failure and the challenges that the Baltic States are facing are analysed. However, EU Treaties in terms of the improvement of military capabilities are not considered as a justification, but the European Union appears to be more of a power-enhancing realist actor rather than a normative one. As a counterexample to the European discourses, I discuss the case of the demilitarisation of the Åland Islands, in which case treaties perfectly justify demilitarization. I conclude that the development of European military integration is justified by political imperatives, but the demilitarization of the Åland Islands is supported with reference to agreements, which illustrate the differences in justifying military force and its absence. It is not entirely clear what is the meaning and value of such a qualification, but it seems that they want to add an extra weight to their condemnation. Still, does it have legal significance? At times, international law demanded that States issued a declaration of war before the commencement of hostilities but the obligation was mostly ignored for varied reasons. Notably, between two world wars, States avoided certain legal obligations (e.g. the prohibition to use war, the rules of warfare) by not declaring or otherwise recognising a state of war. Not surprisingly, the extent of these security issues has motivated scholars to expand the literature on security by writing books and articles on the theoretical implications, issue-specific security challenges, and the security of particular regions and countries. The textbook by Peter Hough et. al. stands out among the aforementioned literature because it does not limit itself to theory, particular security concepts and challenges or a certain region. Instead, it ambitiously attempts to provide: “students with a comprehensive and accessible introduction to the subject of Security Studies, with a strong emphasis on the use of case studies” (p.2). Not only does the book distinguish itself by its wide scope, but also stands out by its ambition. The authors see their work as an essential read for: “all students of security studies” (p.2). These three years demonstrated that the perceptions about security itself have not changed much while comparing with the previous five years. The changes were mostly in the security measures. The security discourse intensified a lot also, which was significant not only for the internal civic mobilisation, but even more importantly, but even more importantly for the mobilisation of the attention of the partners and their increased commitment. It has affected the objective security of the state as well as subjective security of the Lithuanian population. This article analyses subjective security and deals with the subjective perception of geopolitical and military threats, mainly social attitudes towards national security and the willingness to defend the country. Article is based on theories of securitisation and human security and holds that individuals are the primary referents of security. Empirically, the article relies on the original data of the research project “Subjective Security in a Volatile Geopolitical Context: Traits, Factors and Individual Strategies”, funded by the Research Council of Lithuania. Article shows the dynamics of social attitudes towards security. Over the last 15 years, a clear shift towards the understanding of potential military threats has occurred. Nevertheless, the predominant concern about individual security, overshadowing security of the state and security of the global order, found in previous studies, has persisted. The communication between disciplines is also quite sparse, therefore the book edited by Philippe Bourbeau is a timely contribution to the broadening of understanding of security for all the academics working on the issue. The possibility of creating a dialogue between the disciplines is taken seriously by all the authors of the book’s chapters, and thus presents a great map of understanding of security across nine disciplines: such “natural” ones for studies of security as international relations (further – IR), to philosophy, anthropology, geography, sociology, psychology, international political economy, criminology and international law. The four questions that were raised regarding security are quite well answered in each of the chapters. These questions look into the concept, dominant theories, questions orienting research on security and strengths and weaknesses of the discipline when it comes to studying security. Today, terrorist groups know that opinions can be influenced using networked media and this knowledge empowers and enables them to alienate their audience and sometimes provoke them into violent actions. To understand the strategic information manoeuvres used by such groups, e.g., trans-national terrorist groups, we study the channels (blogs, Twitter, etc.) and methods (e.g., influential actors/groups) they use to disseminate messages pertaining to recruitment, radicalization, and raising funds. We collect data from several sources, including over 130 blog websites known for pro-Russian propaganda for events such as the Crimean water crisis and Trident Juncture Exercise (TRJE 15). In addition to blogs, we collect data from Twitter for the above-mentioned events to study the crossinfluence of various social media platforms in conducting strategic information manoeuvres. The study shows that groups are able to spread their opinions and create emotional attitudes for their followers through the sophisticated and blended use of these network media platforms via powerful actors, trolls, and botnets. We design social and network science informed methodologies to study the sociotechnical behaviours of trolls and botnets and develop detection tools ready to be deployed for Cyber operations. The tools have been further tested in the information operations of ISIL, e.g., beheading of hostages in orange jump suits.
