This participation is especially on empowerment program promoted by the National Program for Community Empowerment in Rural Areas. Social development calls for changes in community conditions towards independence. His true empowerment program aimed at building communities, especially the poor women to be able to develop networking capabilities and capital in order to improve their welfare. This study used qualitative method and descriptive analysis. This study shows that community participation in the national community empowerment program is still apparent. These results conclude that there is a dominanation of certain groups in the decision-making in the participatory development process. Polygamy is allowed by the Qur’an. Illat (because) the permissibility of polygamy is not driven by a sexual motivation or biological comfort, but by motivation religious, social, and humanity for the purpose of religious and social benefit and accompanied by fair condition among the wives. Although polygamy is allowed, but it should be underlined that the Qur’an suggests polygamy great potential to cause injustice. Hence the principle in the Qur’an is a monogamous marriage. It seems that there is an attempt on deletion of the border of gender hegemony. This hegemony is invisible but exquisite because it works on the form of knowledge and power or knowledge and interest. This article tries to search the basis of feminism epistemology and its critical consequences on the component of positivism epistemology, as the basic foundation of hegemonic world perspective. The analysis is begun from the description of racial phenomena which is the root of feminism problems.  The next analysis is on the root of epistemic history as the foundation of gender hegemony. An analysis on western feminism is also needed before coming to the major analysis of deconstruction effort on gender hegemony of positivism. Thus gender perception can be observed by learning output of social science in cognitive domain on students in model class at Junior High School 1 of Gunung Talang. The research says that learning output shows female students’ cognitive competence dominate male students’.  This  statement  also proves  that  common stereotype that is usually labeled to male students is also socially labeled toward female students. Internet helps reconstruct people's views about gender. High encourage women to have equal footing with men; facilitate women to engage in activities in the context of the public sphere, has space for mengaktualisaikan themselves, as well as an opportunity  to  live  more  independently.  On  the  other  hand,  the Internet also raises new problems for women. Internet often becomes a medium for the occurrence of crime and violence against women. Such forms of violence in the form of a message containing the anger and hatred, harassment, threats, fraud, use of false identities, or stalking. From the description, it is necessary encouragement and support for women in order to use the Internet in a healthy and productive. In addition, women also need to be protected from various threats while interacting in the virtual world. In inheritance case, a divorce, either life or death, causes several rights that belong to women such as child custody, property split (community or separate property. This nature resource inheritance status covers an ownership, utilization, and distribution for example in agricultural or hunted resource. However, social changes affect female (batino) role in a domestic field. She takes care not only for women responsibilities such as child care, household task, cooking and serving the husband, but also takes care of men’s responsibilities  such  as  providing  water  from  the  river,  collecting wood, farming and other activities that men should do. It can be seen from the situation and conditions in refugeescamp, the number of women more than the men's group. In addition,women are also experiencing problemsat the evacuation campscomplex than men, it is influenced by the condition of biological,psychological and economical faced by women.The problems facedbywomen in fact have arisingresistance among women during theevacuation, due to frequent problem among women is untouched bythe government policy. This study seeks to reveal and analyze theproblem among refugee women caused by the eruption of MountSinabung in North Sumatere. Apparently, the results showed that therewas some resistance made by women during the evacuation,amongthemis resistance to meet the needs of the issues of womanhood, suchas to get a special needs women, resistance to releasefrustration,economics. This resistance arises as a result rather than theaccommodation is not women's issues in handling disasters, and oftenforgotten problems faced by these women. Woman perception on divorce is not taboo and embarrassing. Divorce as a solution to resolve the problem or the prolonged conflict in the family is not something scary, and the suit to propose a divorce is women’s rights given by the law. An illegal divorce will take effect of her personal and social life such as citizen status or for a remarried action. The single parent  women  were  provided  with  a  law  counseling  in  order  to prepare them as a personal that has law awareness. They were given a partner community before the counseling. Partner group supported them to establish the group which has good law awareness. In case of a family which is about to have divorce, the groups will show their care and is hoped to give the better solution. They should be able to elaborate the knowledge and are able to help the others who have the same problem.
