This participation is especially on empowerment program promoted by the National Program for Community Empowerment in Rural Areas. Social development calls for changes in community conditions towards independence. His true empowerment program aimed at building communities, especially the poor women to be able to develop networking capabilities and capital in order to improve their welfare. This study used qualitative method and descriptive analysis. This study shows that community participation in the national community empowerment program is still apparent. These results conclude that there is a dominanation of certain groups in the decision-making in the participatory development process. Polygamy is allowed by the Qur’an. Illat (because) the permissibility of polygamy is not driven by a sexual motivation or biological comfort, but by motivation religious, social, and humanity for the purpose of religious and social benefit and accompanied by fair condition among the wives. Although polygamy is allowed, but it should be underlined that the Qur’an suggests polygamy great potential to cause injustice. Hence the principle in the Qur’an is a monogamous marriage. It seems that there is an attempt on deletion of the border of gender hegemony. This hegemony is invisible but exquisite because it works on the form of knowledge and power or knowledge and interest. This article tries to search the basis of feminism epistemology and its critical consequences on the component of positivism epistemology, as the basic foundation of hegemonic world perspective. The analysis is begun from the description of racial phenomena which is the root of feminism problems. The next analysis is on the root of epistemic history as the foundation of gender hegemony. An analysis on western feminism is also needed before coming to the major analysis of deconstruction effort on gender hegemony of positivism.
