Chinese traditional culture contains excellent concepts of the Chinese nation, so it can further promote the development and progress of modern enterprises to apply traditional culture in the development process of enterprises in an appropriate and innovative way. Chinese traditional culture is characterized by universality and deeply rooted in daily behaviors and ideas of Chinese people. Applying Chinese traditional culture in enterprise management can make employees cognitively recognize the enterprise management method and more easily accept the innovative management mode. For a Chinese enterprise, if it completely adopts western management mode, it needs to do a lot of preparatory work to adapt to western culture due to cultural adaptability, while the application of Chinese traditional culture can greatly shorten the adaptation period and thus improve work efficiency. Taking a university in the west as an example, such proportion reaches 70% of poor students and 18.75% of the total students in the school. From wide view, the mental health status of Chinese college students is not optimistic, especially that of poor students is more concerned. Moreover in private undergraduate universities serving as a key part of higher education, the mental health status of poor students tends to be more serious especially in private undergraduate universities with relatively high tuition fees. To make this research, poor students in a private undergraduate college in Northwest China as the sample was taken as the sample and investigated by using the symptom checklist (SCL-90) questionnaire. Data of the investigation result is analyzed in this paper in quantitative and qualitative analysis methods. Compared with the data of the youth norm provided by Jin Hua and et al, it is found that the overall mental health status of poor students in private undergraduate colleges is far from reaching the average level of youth in the nationwide, their difference in obsession, anxious, horrible and mental disease factors is extremely obvious and thus need to be paid more attention; they still have sense of inferiority although there is no obvious difference in somatization performance and interpersonal relation factors and no obvious difference in the sense of inferiority closely related to interpersonal relation with other groups; meanwhile, there are researches proofed that the sense of shame is in positive relation with each factor of SCL-90. As indicated in this sampling data, the scores of such rural poor students in private undergraduate universities as on each factor of SCL-90 are relatively high and the difference between the eight factors (except interpersonal relation and somatization performance) and youth norm is obvious. As can be seen, such group of students has relatively high sense of shame. In the 1990s, it can be said that the influence of Japanese companies far exceeded that of other Asian companies. However, it is pointed out by some experts that since China joined the World Trade Organization in 2001, especially since the outbreak of the world financial crisis in 2007, Japanese companies in China have long been in the state of recession. The associations in China and Japan and the Japanese companies have also discussed in depth the reasons for this phenomenon. This paper analyzes the previous researches of predecessors and the survey data of foreign-funded enterprises in China to conclude that the lack of localization has become an important reason for Japanese companies to lose competitiveness in China. And among the localization of many aspects the most important one is the localization of talents. This thesis mainly analyzes the localization of talents in the Japanese companies in China, and mainly analyzes the problems existing in the localization of talents of the Japanese companies in China, focuses on the factors that must be considered by companies when they are implementing the talent localization strategy, and proposes suggestions for Japanese companies in China in the localization of talents.
