Such economies are characterised by a substantial amount of external rent with the wealth accrued from these rents centred around a small fraction of the society, the rest of the society engaged in the distribution and utilisation of this wealth. The basic assumption surrounding this characterization is that it creates a specific mentality: rentier mentality. This has led to the juxtaposition of two parallel economies: a rentier economy dominated by nationals and a productive economy largely filled by expatriates earning their living in a more productive manner. However, the experiences of many rentier states like Saudi Arabia and UAE in the last two decades pose a serious question to rentier dynamics operating in these. These countries have witnessed economic diversification through a recognition that a more entrepreneurial state can ensure longevity when compared to exclusive dependence on extremely volatile oil prices. For these countries, oil income per capita no longer matches the levels achieved in the 1970s and 1980s. This has placed the traditional rentier bargain under strain. The paper, in turn, argues from observations from the country-wide economic data and data on expatriates and nationals that these factors do not operate in Kuwait. The idea of a late rentier does not apply to the country. Rents per capita stay high, no economic diversification comparable to UAE or Qatar has happened in the country and the economy is dependent almost completely on oil. Existing studies report a negative relationship between trade and investment flows and labor shares. While we also find that economic flows are often negatively related to labor shares, measures of social globalization tend to be positively related to labor shares. (이하생략) \u0000English Abstract: This study suggests a management plan of temporary separation in the area of labor and social welfare from a medium- to long-term viewpoint in order to minimize socioeconomic impact after reunification of Korea. This suggestion should be analyzed within the two frameworks of economic policy and social policy. In particular, research on the integration of institutionalized systems bears a direct relation to the establishment of future macro-level policies at the national level. Studies on reunification conducted up to recently have been limited mainly to the micro-debate about defectors from North Korea. Therefore, they are limited in analyzing the current system and suggesting future directions in the wider area of social policy. Concerning these limitations, this study compares the current situation of the labor market and social welfare system in North and South Korea, critically examines the contents of social policies carried out in the past by the unified Germany, and applies this to North and South Korea in the areas of poverty, unemployment, and populace migration, which have been identified as the main tasks to address during the process of unification. \u0000Following a collapse of the regime, the core of North and South Korean labor and social policies would lie in dealing with the issues of extreme poverty, unemployment, and rapid migration of the population from the North Korean region. In particular, the problems of poverty and unemployment during the process of unification can have a considerable impact on the scale and nature of future migration. Migration during the unification stage can be largely classified into the phases of \"migration under normal circumstances\" prior to reunification, \"drastic increase in migration\" during reunification and \"conditional migration\" after reunification. Pakistan needs to defend its citizens, better. This requires sovereign action by the government to formulate and execute a grand strategy integrating a counter-propaganda offensive, defence, diplomacy, and an expanded conception of development that includes national security (sovereign development). \u0000By way of context, the paper identifies four emergent trends that have affected Pakistan, and are likely to be of significance in the years ahead: (1) The re-birth of nationalism in the West; (2) The dominance of “War by Narrative” in the war for oil and Israel; (3) The economic emergence of Sino-Russian Eurasia; and (4) The emergence of militant extremism in India. Together they spell the further weakening of international mechanisms of peace-keeping and the consequent end of globalism as the West turns toward greater nationalism and neo-mercantile economics. While the rise of China and Russia may offset the turn to greater militarism in India, contingent threats to Pakistan's security are likely to rise. \u0000To meet these threats, the paper outlines a four-point grand strategy of sovereign development which would provide an overall integrated approach to: (1) Strategic communication; (2) Defence; (3) Diplomacy; and (4) Development. These neglected works tell us important things about how Buchanan's ideas on constitutions evolved through time, because they provided Buchanan with the opportunity to apply his ideas about constitutions and, in return, nurture his theoretical thinking. Two historical developments were of importance in the evolution of Buchanan's thinking: the Southern reactions to the Supreme Court's injunction to desegregate public schools in the late 1950s, and, in the late 1960s, university unrest. We argue that Buchanan moved from a rather optimistic conception that constitutions complement market mechanisms, and constitutional manipulation can be tolerated if market mechanisms were sufficiently important to nonetheless let individuals do what they want, to a really pessimistic view – a constitution is absolutely necessary to control and even coerce behaviors. By conducting an exhaustive literature review and brainstorming sessions with experts, 13 factors were identified that would positively affect m-government initiatives. These variables known as enablers were modelled using interpretive structural modelling ISM to develop a relationship model identifying interdependencies among them. Interdependencies among variables would be utilised to structure them into a hierarchy and cluster them into subsystems with corresponding driving power and dependency. The findings of the study show that for a successful m-government model the policy makers should focus on variables that form the base of the model and which are of strategic orientation. Unless the two parties converge completely, election outcomes should have some impact on policy, but the existing evidence for policy effects of party control is surprisingly weak and inconsistent. We bring clarity to this question, using regression-discontinuity and dynamic panel analyses to estimate the effects of party control of state legislatures and governorships on a new annual measure of state policy liberalism. We find that throughout the 1936-2014 period, electing Democrats has led to more liberal policies, but that in recent decades the policy effects of party control have approximately doubled in magnitude. We present evidence that this increase is at least partially explained by the ideological divergence of the parties' officeholders and electoral coalitions.
