The interpretation of the concept of ”small entrepreneurship” and “small business” by different scientists is given. A thorough analysis of changes in the dynamics of the number of existing small businesses, including micro entrepre-neurship for 2010-2020, is submitted. The main trend is that in 2020 in Ukraine there was a significant reduction in the number of such entities by 206,88 thousand units, or by 10 % compared with 2010. The essence of state support for small business is revealed, the basic principles on which such support is based are defined, namely: principle of efficiency, accessibility, provision, openness, transparency, etc., as well, the arguments about its necessity within economic and social stimulus are provided. The author highlighted the main areas of state support for small business in Ukraine, among which the main ones are as follows: simplified accounting and taxation procedure; involvement of small businesses in the implementation of scientific, technical and socio-economic programs; creation of an extensive infrastructure to support the development of small business; simplification of the procedure for obtaining the necessary documents for the operation of small businesses, etc. The terms and conditions of some programs offered by the Fund of Entrepreneurship Support in Ukraine to support the development of small business in Ukraine today are also revealed, namely: the State program “Affordable Loans 5-7-9 %”, the Microcredit program, “Affordable financial leasing”: The program “DCFTA Initiative East Guarantees Window”, theProgram “The mechanism of the financing of small and medium sized business – Stage 2” The EBRD Credit Line – EU4Business and the WNISEF Social Investment Program. The importance of social responsibility of business for society and the company is clarified and it is shown that the attitude to it in different companies varies from perception to opposition. The Concept of the state policy implementation in the field of social re-sponsibility of business in Ukraine for the period till 2030 is considered. It is shown that domestic enterprises implement social responsibility of business mainly in five scenarios. It is found out that today social responsibility is considered from two sides: both the responsibility of business to its employees (directed to the internal environment) and the responsibility of companies to society (directed to the external environment). Peculiarities of the current stage of the development of social responsibility of business under the influence of the Coronavirus pandemic and lockdowns are analyzed. It is shown that in modern conditions, entrepreneurs around the world buy equipment for hospitals, provide financial assistance, refuse bonuses and surcharges in favor of others, become volunteers, reorient production, pay taxes. The connection between social responsibility of business and the state of the labor market of Ukraine is studied. It is stressed that the need for business survival during quarantine and social distance has led to the fact that many domestic employers have introduced remote forms of work, organized sales of goods and services over the Internet, increased business mobility and flexibility, introduced rational use of labor. It is found that the current situation with the pandemic has significantly affected social responsibility of business, which helps to overcome consequences of the disease, is involved in charity and at the same time needs help in the quarantine implementation. It is shown how govern-ments support business under quarantine restrictions. The dualistic nature of the autonomy of local government is revealed, the essence is that the manage-ment of the territorial community simultaneously performs the functions of the state within the limits of their responsibility and by the same time has to plan its activities as separate economic entities in order to be able to ensure the sustainable development of the territory. The need for further research is outlined and suggestions are given for building a functional-organizational model of managing the sustainable development of the territorial community. The proposed model is based on the resource approach and takes into account the divisionof all functions into two main functional blocks: man-agement support functions and development functions, and also takes into account the main stages of economic activity. The proposed model provides two main components of the economic result of man-aging the sustainable development of the community: efficiency and effectiveness, which corresponds to the dualistic nature of municipal management. The article also reveals the features of a systematic approach to assessing the economic potential of the territory. While the principles of balanced devel-opment orient the management to invest larger amounts of resources in less developed areas of eco-nomic activity, giving preference to the financing of priority areas of economic activity of the region will be able to increase the efficiency of management and the overall economic potential of the region. The proposed model determines the place and key role of innovative activity for the sustainable de-velopment of the region. The issue of monitoring and evaluating theeffectiveness of the economic activity of territorial communities remains insufficiently resolved today. It is justified that cinematic tourism becomes a powerful motivator of international tourism, because a modern person aspires not only to restore physical health, but to physical-emotional unloading due to new impressions associated with the feelings that were carved into memory while watch-ing one’s favorite movies. Based on the generalized world experience, it is shown how the development of this type of tourismcontributes to the intensification of tourist sphere of the country and creates positive synergetic effects for the revitalization of economy of certain regions that have tourist facilities –film locations. The peculiarity of cinematic tourism, which consists of a clear objectivity, since it is about a regionally defined destination associated with the filming of a particular movie, is empha-sized. Tourists that choose this type of vocation fall into the aura of regional specifics; this opens up the opportunity to promote the image of the region, development of the tourism infrastructure. It is proved that cinema tourism, under the conditions of its scientific based organization, can become a kind of a driver of economy of a separate region.Issues of the formation of the domestic film industry in close connection with the development of the relevant direction of tourism are considered. Regionally defined forms of individual destinations of the domestic film industry, which can be-come a kind of tourist “magnets” for domestic and foreign visitors are systematized.Prospects for the film industry development in Chernihiv region are revealed, the list of well-known films and serials that were shot on the territory of the region in different periods of time is presented. It is shown that these places can become the objects of film tours under the conditions of bringing them into proper state, ensuring a proper advertising company and coordination of logistic schemes of routes. In these conditions, the issues ofensuring the efficiency and assessment of socio-economic consequences of digitalization processes become especially im-portant. The introduction of information technology opens up new opportunities for the company to provide viability and increase competitiveness, as well as new challenges, including staff resistance to organizational change. The purpose of the article is to study the nature of resistance to change and mechanisms for overcoming it in the process of implementing information technology in the context of digitalization of the economy. The essence of the basic concepts in the field of digitalization of the economy is considered in the work, realization features of processes of informatization and digital transformation are investigated. The analysis of contradictions that arise in the innovative process of introduction of information technologies in combination with a stable production process is carried out, its interrelation with organizational changes is substantiated. Based on the generalization of the material of scientific works of domestic and foreign authors, the complex socio-economic phenomenon of resistance to change is characterized, its main forms, factors, manifestations, and consequences in the process of implementing information technology are considered. Resistance is seen as a natural reaction of individuals and groups in the organization to planned changes, which can cause negative consequences in the processes of informatization and digitalization; management of resistance to change involves the development of appropriate management decisionsaimed at preventing or reducing the intensity. Among the main factors that provoke resistance to the introduction of information technology, the lack of necessary digital skills is considered. It is revealed that the dynamics of the number of construction enterprises in Ukraine for the period 2016-2020 has a positive dynamic to growth. The number of construction compa-nies in the city of Kyiv during the period 2016-2020 grew faster. The peculiarities of the functioning of construction enterprises that need to be taken into account when managing the economic security of a construction enterprise are determined. It is determined that the process of economic security management of a construction company is based on the unity and synthesis of all management processes. The following functions of economic security management of a construction enterprise are distinguished: planning, or-ganization, motivation, evaluation and control, regulation, forecasting. A functional model of economic security management of a construction company is proposed. Stages of economic security management of construction enterprises have been developed. Today, this market is developing rapidly around the world, and lending services are among the most important in the income genera-tion of financial institutions. One of the main types of lending is unsecured consumer lending. The article examines the essence of this type of lending, identifies its main characteristics. For this purpose the content of the category was analyzed, scientific approaches to the consideration of its essence were singled out, the analysis of inter-pretations of this definition in normative-legal acts of the domestic legislation of Ukraine was carried out. Defining the essence of the category \"consumer credit\" allowed to establish a complex system of types of such credit and specify the role of unsecured consumer lending in this system. As a result, the author's interpretation of this type of loan was formulated: unsecured consumer credit - one of the types of consumer credit, a set of relations between the credit institu-tion and individuals on lending in the national currency to purchase consumer goods or to finance consumer needs on the borrower's needs, which are specified in the written loan agreement, and subject to compliance with the principles of maturi-ty, payment, intended use and return. The article specifies the main subjects of unsecured consumer lending, which include creditors (banks and non-bank fi-nancial institutions) and borrowers (individuals). The objects of this type of lending are tangible goods (electronics, house-hold appliances, furniture, clothing, building materials, equipment, etc.); services (treatment and rehabilitation, payment for training and refresher courses, tourism, construction, notary, consulting services, etc.); cash (to finance the current needs of the borrower, replenish its working capital). The author defines the system characteristics of the potential-forming space of the regional economy: the resource elements of the regional economic system have locations determined by the regional geography; the economic potential of the region is formed by thespecifics of resource provision; economic communications within the economic space of the region determine the speed of adaptation to changes, resistance to risks, and the effectiveness of modernisation; the spatial factor is based on the physical location of resources, production facilities, population, and institutions in the region. The systemic management of the potential-forming space is based on methodological founda-tions and principles of effective interaction of the elements of the region's potential. In the organisational support of the processes of managing the potential-forming space of regions, adaptability and innovative-ness, as principles of development, determine the strategic guidelines for further regulation of structural changes to form the region's competitiveness in the world markets, the efficiency of reproduction and sus-tainable development of the region's territories, its economic entities and objects. The organisational and economic support of economic systems is coordinated by the author in the mechanism of regulation. The author also formulates the axiom of system management of the potential-forming space of a region -trans-formation takes place under the influence of geographical location, state policy, resource supply and al-location of productive forces, infrastructure development, specialisation of production and industry, com-petitive status in the national and world economies.
