However, despite remittances’ growing relevance in overall foreign financial flows in Nigeria, the consumptionoriented nature of the economy of the country presents an intriguing opportunity to consider the connection between foreign remittances and inflation within the country. This study investigates the influence of foreign remittances on inflation in Nigeria from 1990 to 2021. The autoregressive distributed lag technique was employed to scrutinize the long-term behavior of inflation and remittances. The empirical findings indicate that foreign remittances exhibit a negative and statistically insignificant correlation with inflation in Nigeria. The money supply has a satisfactory impact on inflation and is statistically substantial. According to statistical analysis, the exchange rate and economic growth have a negative correlation with inflation, while the exchange rate of the national currency remains stable. Additionally, economic growth has a significant impact on inflation, whereas no correlation has been found between remittances and inflation in the short run. The study argues that in order to ensure price stability, it is important to establish and maintain a mechanism that effectively controls the growth of the money supply and aligns it with economic development goals. This mechanism should promote interaction between financial and fiscal authorities to establish a coherent structure that adjusts monetary policy based on government spending, stimulates sustainable economic growth to reduce inflation, and encourages the creation of jobs and production zones to accelerate economic growth. This may lower inflation by increasing the supply of goods and services. It is necessary to support these efforts by regularly monitoring exchange rate changes and their implications for inflation. The study highlights the main goals and methods of state innovation policy. Two groups of factors influencing the innovative development of the economy (stimulating factors and inhibitory factors slowing down the implementation of innovative activity) are described. The activities of the main institutions for the development of innovations in the Russian Federation are considered, and an analysis of the dynamics of the costs of the innovative activity of organizations is presented. The role of state corporations in the innovative and technological development of the Russian economy is substantiated, and the mechanisms and features of the organization of innovative activity used in these organizations are considered. Practical examples of the participation of state corporations in ensuring the technological sovereignty of the country are presented. It has been determined that the implementation of innovative activity by these corporations makes it possible to develop not only internal innovations and technologies but also to ensure the influx of external developments and to select innovative projects, including taking into account the priorities of the technological independence of our country. {"title":"Methodical Approach to Hierarchization of State Regulatory Measures (The Example of the Marine Economic Complex)","authors":"N. However, with regard to departmental assessments of this kind, a number of methodically ambiguous approaches take place in Russia, which actualizes the need for objectification of estimates and hierarchization of regulatory measures on this basis. The Marine Economic Complex (MEC) of Russia, as a dynamic inter-sectoral complex (maritime transport, port economy, tourism, fisheries, logistics, and seaside industry), today performs the functions of compensating for sanctions pressure against Russia and is the object of implementing a complex regulatory system (sectoral and spatial) in the form of state programs, preferential regimes, and regional development measures. As part of the hierarchy of its control tools, an approach has been proposed that allows you to compare such tools based on the calculation of performance indicators, a complimentary approach to their grouping, taking into account ideas about efficiency as well as the cost of implementing control measures. This approach allows you to quantify the effectiveness of specific programs, special economic zones (SEZ), and other packages of measures. The methodological tools are focused on assessing the effectiveness of industrial clusters, included in the register of the Ministry of Industry and Trade of the Russian Federation, and sectoral territorial and industrial clusters, supervised by the subjects of the Russian Federation. They are differentiated and include three evaluation criteria for each type of cluster. The evaluation system was tested on the example of 191 clusters. Information was collected through GISP and EMISS systems, sites-aggregators of data on companies, telephone interviews with public authorities responsible for the implementation of cluster policy in the regions, official response letters from ministries and cluster development centers in Russia. The work also proposed a system for assessing the performance of industrial clusters, supervised by the Ministry of Industry and Trade of the Russian Federation. The results made it possible to identify clusters with high and low levels of efficiency and effectiveness. The prerequisites for the development of data-based management approaches are described: firstly, the evolution of architectural approaches to working with data from centralized repositories to decentralized data sets (domains, subject areas) over the past two decades; secondly, the dissatisfaction of companies with the existing data processing mechanisms; and thirdly, the importance of data for internal and external consumers (employees and customers) to make decisions and/or create additional value added (in this step, only in a theoretical view, without quantitative measurement). The role of network relations between business structures in the process of using data as a valuable asset and in the field of digital transformation in general is described. As a result of observation, the concept of the value of products based on data for external and internal consumers (customers and employees) is formulated. It is shown that a higher demand for prepared data sets is observed from the departments involved in the main business processes compared with the departments that belong to the auxiliary or service departments. The author’s methodology includes three main blocks and an additional one. The assessment of the overall level of socio-economic development of the Volgograd region was carried out on the basis of 67 indicators for eight regional subsystems considered as factors of regional development. The results of the current assessment were compared with the past conditions of the region as well as with the average indicators for the Southern Federal District (SFD), summarized in the assessment of its synthetic region. The evaluation results are presented in tabular, graphical and matrix forms, which significantly increases the analyticity of the probed technique. As a result of approbation of the methodology for calculations and assessments of the Volgograd region socio-economic development management, it was empirically revealed that: there is the Matthew effect; the least weight in the formation of the development level of Volgograd region is contributed by environmental and natural resource factors, the greatest – social, financial and infrastructure factors; socio-economic development of the Volgograd region is most sensitive to changes in the social, innovative and infrastructural factors-subsystems; factors limiting socio-economic development for the Volgograd region and the synthetic region of the SFD are the environmental on the lower boundary and social factors-subsystems – on the upper one. {"title":"The Impact of Unemployment on the Dynamics of New Companies Entry","authors":"A. The article is devoted to the study of this issue on the example of the Russian economic model. The purpose of the article is to eliminate a gap in the Russian scientific literature associated with the lack of research on the impact of the unemployment factor on the entry of new firms. Using the example of statistical data of the Russian federal districts in the period 2005–2021, it was found that the entry parameters of new companies were characterized by a declining trend, with a sharp drop in times of crises (2009 and 2020). However, the multidirectional dynamics at the stages of recovery growth and local recessions were revealed. Modeling in paired regressions showed the nonlinear nature of the impact of unemployment on the dynamics of the entry of new firms. The results of evaluating the model with random effects showed the negative impact of unemployment on the entry of new firms on average for the entire analyzed period. In addition to the unemployment rate, significant factors in the dynamics of companies entry were the growth rates of real GRP, real monetary incomes of the population and the dynamics of the total number of companies in previous periods. The methodology is based on the analysis of a system of indicators classified according to the following criteria: 1) economic indicators characterizing the stability of the system, environmental indicators responsible for balance, and social indicators revealing the inclusive development of regions; 2) outcome indicators, indicators of development conditions, and indicators of efficiency or effectiveness of regional development. The indicators are based on the analysis of statistical data from the Federal State Statistics Service, developed within the framework of the national set of indicators of the Sustainable Development Goals (SDGs), which ensures independence and improves the objectivity of the assessment. The system of indicators is grouped into a matrix in which nine blocks are allocated. Based on the matrix, private indices characterizing one of the analyzed aspects of regional development and an aggregated index of sustainable balanced inclusive growth of the region are calculated. The proposed methodology was tested for the Volgograd region, for which the index of sustainable balanced inclusive development of the Volgograd region was calculated. The purpose of the study is to analyze the specifics of the BRICS countries’ digital development at the current stage, which is characterized by a high level of turbulence, and to identify the areas of public policy that will help them build their digital potential. Research objectives are to analyze the main indicators that characterize the BRICS countries’ digital potential, to assess the impact of the COVID-19 pandemic on the BRICS countries’ digital potential and their position in the global economy, to identify the areas of public policy that contribute to building the BRICS countries’ digital potential in the global landscape. The authors evaluated the available digital potential of the BRICS countries and also carried out a comparative analysis of their capabilities with the potential of the most developed countries under conditions of external turbulence. It was revealed that the digital potential of the BRICS countries is lower than that of the most developed countries due to weaker digital infrastructure, but increasing digital activity in times of turbulence opens up new opportunities for them to realize their potential. The object of the research is the digital currency of the central bank planned to be issued and circulated in Asian countries. Our objective is the systematization of the experiences of Hong Kong and Thailand in terms of introducing the digital currency of the central bank into economic circulation for the purpose of adapting such experiences in Russia. The article analyzes the experience of a number of Asian countries (Hong Kong, Thailand) in designing and using the digital currencies of the central bank: the digital Hong Kong dollar and the digital baht, designed for both wholesale and retail consumers. Special attention is paid to the analysis of the results of the experiment on the introduction of a multicurrency digital currency into economic circulation, which was implemented by Hong Kong, Thailand, China, and the UAE. The authors position on the creation of a central bank multicurrency digital currency is presented using the examples of Russia and Kazakhstan. The advantages of introducing digital currencies for the participating countries are highlighted.
