This study is based on data from the IMF, Rosstat, the Bank of Russia, and the Rand Corporation. This study is based on the publications of a number of foreign and Russian scientists. It analyzes the dynamics and structure of investments in fixed assets, GDP, money supply (monetary aggregate M2), the rate of inflation, and the key interest rate. In the course of the analysis, the dynamics of GDP growth, money supply, and the monetization coefficient of the leading economies, including Russia, were analyzed. In the course of the study, the regularities, features and limits of monetization were established. The results of the study can be used to further substantiate the necessity and expediency of the monetary policy vector, as well as to develop tools for channeling the money supply. The study revealed that the sanctions regime is formed by noticeable problems with attracting foreign investment. The latter leads to a decline in investment activity and stagnation in the economy. An individualized path of personnel development is natural when there is a clearly defined system of a closed set of knowledge and skills, because everyone has their own pace of development, a line according to the type of problem acceptance and decision. The purpose of the article is to identify the constraints that inflationary processes impose on the temporary structure of debt financing for capital-intensive companies. During the study, such scientific methods as analysis, synthesis, longitudinal method, as well as methods of quantitative analysis were used. The authors showed that companies take the service life and payback of their assets into account when choosing the time structure of long-term debt, which confirms the hypothesis that the service life of assets and the time structure of financial liabilities are consistent. At the same time, the uncertainty of inflationary expectations in developing countries has a statistically significant negative impact on the ability of companies to attract long-term financing. Port special economic zones represented by Murmansk and Ulyanovsk regions, as well as the Khabarovsk Krai were selected as the object of research. The indicated special economic zones are analyzed from the perspective of their similarities and differences in terms of the initial conditions of development, target guidelines, as well as types of economic activities. As a result of the analysis of the indicated economic entities of the Russian Federation, the problems and development prospects of each of them were identified. The directions for improving the functioning of free economic zones (of institutional and economic nature) have been determined, which can be introduced into reality through the interaction of the business sector with public authorities, and, accordingly, resolving the contradictions between their heterogeneous interests within the framework of achieving a common goal – increasing the efficiency of some territories of the abovementioned regions. This process is impossible without attribution of the entrepreneurial universities format, focused on consolidation of the interaction between universities, government and business in matters related to the provision of educational services, as well as in the aspect of generating fundamental knowledge and innovations in the interests of the sectoral and regional economy. The establishment of regional universities as entrepreneurial ones is associated with a number of financial problems, the solution of which is impossible without the participation of the state. The institutional reform proposed today reveals the existing problems and does not completely solve the problem of the development of regional entrepreneurial universities. The economic nature and reasons for criminalization of the economy are considered in accordance with the views of leading scientists, the interpretation of the theory of criminalization of the economy in terms of its influence on the disclosure of the potential of its economic development is carried out. The framework economic problems arising in response to the criminalization of the economy are identified, and the specifics of the manifestation of these problems in Russian realities are considered. The article assesses the scale of criminalization of economy in Russia in comparison with foreign economies and the resulting assessment of the impact of criminalization of domestic economy on parameters that are important from the standpoint of the global economy, as economic security, competitiveness of national producers and investment attractiveness of the economy in the global market is proposed. The most typical challenges for the Russian economy, associated with criminalization, have been identified. Significant differentiation of the problem under consideration on a regional basis has been proved. Statistical data for a homogeneous in terms of the degree of development region of the economic system were collected and analyzed, the dynamic impact of excesses of criminal nature on its economic development was determined. The purpose of the study is to analyze interregional interaction between the subjects of the European North of Russia. The article presents a theoretical overview of the works of domestic and foreign authors on this topic. The strategies of socio-economic development of the regions of the European North of Russia are considered in order to reflect the issues of interregional interaction in them. The existing cooperation agreements between the regions are analyzed. Content analysis of action plans for the implementation of these agreements is carried out on the example of the Republic of Karelia, Arkhangelsk and Murmansk regions. A brief overview of interregional projects implemented in the considered constituent entities of the Russian Federation is presented. Conclusions are drawn that the state authorities of the regions recognize the importance and necessity of developing interregional cooperation, but the main form of interaction is still the exchange of experience, as well as the holding of joint cultural and sports events. Not all regional socio-economic development strategies fully reflect the issues of interregional cooperation and possible prospects for its development. The obtained results contribute to the study of issues of interregional cooperation, can be used in the framework of the implementation of the state policy on the development of interregional ties, cooperation of regions to solve common problems in the economic and social spheres. Digital transformation has affected the financial system, on the one hand, by modifying concepts, models, methods, mechanisms, tools, and providing convenience, saving time, and security on the other. Contactless interaction becomes the basis of tax relations. The tax administration system, based on strict norms of the law, operates in a digital environment, which simplifies the procedures of interaction with taxpayers. The purpose of the work is to consider the processes of digitalization of tax administration, which will allow us to form a model and principles of the current tax administration system. For this purpose, the article examines the existing electronic services and tax administration programs, presents their classification, and identifies development prospects. The maximum effect of increasing the efficiency of production processes can be achieved with the introduction of a complex of new technologies, best practices, approaches and innovations (standardization, unification, effective design solutions, improving production efficiency, multi-level decomposition design, digital technologies, etc.). Both domestic and foreign scientists pay special attention to the theory and methodology of evaluating the effectiveness of enterprises. The publication provides general formulas for calculating economic efficiency, typification coefficients, reduction of the complexity of creating project products using standard solutions and the economic effect of using standard design solutions. The analysis of the innovative development programs of the largest companies of the complex allows us to determine its priority areas: cost reduction, development of new methods of energy extraction, discovery of new methods of equipment design, introduction of digital technologies, improving the efficiency of design solutions, search and implementation of innovative ones. The tasks of introducing innovative technologies and effective design solutions into the production process of oil and gas producing enterprises are solved by improving the methodological base, optimizing design solutions and managing design technology. Examples of effective design solutions are given. The development of standard design allows us to realize the qualitative and economic advantages of replicating effective design solutions, which is expressed in improving the quality of design solutions, reducing costs and timing of design and construction and installation work. Due to the development of typification and the analysis of technical solutions carried out on a constant basis, within the framework of large fuel and energy companies, it becomes possible to build an effective management platform and synthesis of best practices in a single solution. The author identified trends in the dynamics of gold prices over the past five years, its demand by investors and industry, policies of central banks and developed countries. The significance, reasons and consequences of the refusal to prolong the cartel agreement of the central banks on the control of the price of gold (CBGA) are determined. The article identifies exclusively geopolitical (not financial and economic) risks that underlie a sharp and radical change in the structure of Russian gold and foreign exchange reserves and the refusal to place the National Wealth Fund assets in dollars. The prospects for gold that are opening up in this connection have been identified. The reasons for the sharp decrease in the intensity of the replenishment of Russian gold and foreign exchange reserves with gold until its virtually complete cessation have been identified. A critical analysis of the allegedly “new” functions of gold in the information economy is given, it is shown that in reality it is only a transformation (adaptation) of traditional functions.
