Todavia, a maior parte das pesquisas é direcionada para cenários de regularidade social. Ou seja, pouco se sabe sobre o fenômeno da transparência nos momentos em que as organizações governamentais brasileiras lidam com crises e incertezas, como é o caso da atual pandemia gerada pela Covid-19. Logo, o objetivo deste ensaio é promover reflexões sobre questões já evidentes em torno de como a transparência governamental, na atual conjuntura, tem se desenvolvido. The data from bulletins released by OKBR were analyzed, based on a descriptive and documentary research, with qualitative and quantitative approaches. Advances have been observed in most states in terms of score and level. However, even though the data may reveal a concern by some governments to build better conditions for making information available about the new coronavirus, it is clear that the states must still improve on information transparency. After a month of weekly evaluations, the initial rate in the opaque, low and medium categories, which was 90%, went to 39% in this last evaluation, in addition to no state being more in the opaque range and only one being in the low level. Through a literature review and secondary data from Comunication and Information Technology Studies Center (CETIC), it was verified that the selected sociodemographic variables represent an incomplete source to understand internet use. By means of management and public policy action, it is suggested to rethink the way that this phenomenon should be framed. Based on one in a sample of 193 individuals, the study is characterized by its quantitative nature, of analytical character, in which it uses the modeling of structural equations. The results confirmed that: (i) there is a positive influence of the values of social relations related to work on job satisfaction; (ii) there is a positive influence of prestige values on job satisfaction, although less expressive; (iii) there is a positive influence of the values of stability at work on satisfaction; and (iv) there is no influence of values of professional achievement on job satisfaction. To that end, the effects of FPM on municipal development were analyzed through the estimation of quantile regressions with panel data for the period from 2008 to 2012. The results demonstrate that, overall, FPM had a positive influence on the development of Brazilian municipalities, except for those already considered highly developed (q.90), whose coefficients were negative, indicating that these resources contribute to the improvement of socioeconomic indicators up to a certain level of development. The results point to negative effects in several sectors of economic activity, both those directly related to the activity and indirectly, based on derived demands and the income generated by the payment of wages and salaries. The book is part of the Development and Public Policy series, published by the Celso Furtado International Center for Development Policies. Over time, the introduction to the new edition has become an important reference in the national literature on economic development, as it represents a preface to the study of development economics. The paper begins with a brief discussion of the idea of economic development within the economic thought, having as background the historical determinants of the emergence of development theory in the second half of the 20th century. Then, the book’s main concepts and analytical axes are discussed in detail, in order to show how they emerge in each of the author’s contributions. Finally, the article succinctly lists some criticism as well as subsequent important theoretical contributions to situate the current relevance of the contribution of the pioneers of development economics. To meet the objectives, 1542 observations of municipalities were used and a multiple regression was performed, using the IDEB as a dependent variable. The results showed that the improvement in the socioeconomic condition and the income of the population positively affects students' grades, as well as Fundeb resources. Data collection was performed through interviews with managers and documentary analysis of the institutions' innovation policies. As a result of the research, it was noticed the full support of the NITs in the elaboration of the Innovation Policy in the institutions. The participation of the internal and external community in the construction took place through the discussion of drafts prepared by the NITs and published on their websites.
