The research method is a survey through the Google Forms website. The study showed that Chinese students in Russia receive information about the world mainly from the Internet sources. Almost all students turn to Russian-language sites for information, and more than two thirds do it frequently. The study made it possible to identify goals and reasons for access to the Russian-language Internet sites, names of popular sites, issues of concern and difficulties that students experience in reading Internet texts. The paper concludes that the Russianlanguage Internet is of a great importance in the life of Chinese students in Russia. Teachers of the Russian language should use it more actively as a tool of teaching the language and take into account special features of Internet texts when making teaching aids, as well as particular aspects of perception of information from Internet sites when teaching reading and listening to foreign students. The study finds that industrial agglomeration is conducive to alleviating the financing constraints of SMEs, and the lagging of financial development, the more significant the mitigation effect of industrial agglomeration on the financing constraints of SMEs. Children with developmental disorders experience considerable difficulties in differentiating similar emotions, controlling emotional manifestations. The aim of the research was to study how preschoolers with developmental disorders understand emotional states of their peers and adults. The study involved 227 children aged 5-7 years: 95 children with no developmental disorders and 132 children with motor, sensory, emotional and speech disorders. In order to study the features of comprehension of emotional states of peers and adults, we used Semago’s “Emotional faces” technique and Veraksa’s method for studying how children comprehend the tasks in situations of interaction. We have revealed the specificity interaction with peers and adults as well as the features of comprehension of emotional states of other people by children from each nosological group. Kuznetsov in the field of innovative development of gyroscopic technology with the involvement of students to participate in the implementation of the state contract using the original pedagogical method. An example of the creation at the institute creative group of three students selected according to the criteria of the “Phystech System”, including a “personal interview” with the team leader (mentor of the “group X”), which worked effectively for five semesters, successfully completed four stages of the contract and the contract as a whole. A record result was achieved each of three students, in parallel with their studies at the university and with the fulfillment of the state contract at the institute, published more than 50 works. The essence of the pedagogical method was the complete trust in the students the “chief designers” of three new gyroscopic directions: gyros on de Broglie waves, Bose-Einstein condensate and helium superfluidity with continuous mentor support. Under the conditions of complicated international relations and absence of active national economy growth, budget financial stability is required from the state. It is necessary to consider that imposing of the additional tax on juridical persons can cause the quantitate reduction and as a consequence the unemployment growth and reduction of population incomes. At the same time growth of the tax load on the citizens can lead to the reduction of consumption. As the result of the reducing the citizens’ paying capacity the production volumes will inevitably take place. The expediency of the selective approach to introduction of tax changes is substantiated in the article. The authors suggest replenishing the budget revenue at the expense of some categories of taxpayers. The aim of research: to evaluate the possibility of permutation of accents in the list of excisable goods for the improvement of the current and perspective situations in the country. Methodological basic of research is general scientific and specialized methods of information processing. Those methods allow understanding better the essence of the problems, analyzing the interaction between the problems under discussion. To provide the complete integrity of the research method of system analysis was used. We also use such methods as theoretical, competitive and statistical. Information – empiric basis of the article is statistical data: Federal state service statistics, Federal tax service of the Russian Federations etc. The main results: 1. Negative effect on economic development and natural resources of the country was substantiated. 2. Alternative sources of the budget revenues not influencing on the great number of tax payers were found. 3. Calculations on finding out the dependence between incomes of the population level and the volume of expensive goods purchase on the example of jewelries were made. 4. The forecast of collection of jewelries excise under the condition of including them into the list of excisable goods was made. The key conclusions of the research. The state should provide the stability of socially important budget items and also to take measures to change the real sectors of economy. The first minimizes social tense in the society. The second provides the conditions for stabilization of the economy and its further development.
