This paper aims to examine the connotation and reviews of the practice of the People-centred Philosophy in Health Communication. It is revealed from the conceptual perspective that Xi Jinping’s philosophy conforms to the transformation of health communication to set the individual subjectivity in the central place and requires the enforcement bodies to serve the people in health communication based on “four consciousness”. To practice Xi Jinping’s philosophy, this paper demonstrates how this guiding ideology asks the enforcement bodies to understand the health demands of the people in order to carry out health popularization and various educational services from five aspects. It facilitated timely and comprehensive disclosure of information related to the epidemic situation, helped to shape a new pattern of joint contribution, shared governance and shared benefits in addressing risks, and helped to promote the smooth development of social life and production in the special period. Additionally, this work put forward innovative communication methods and expanded publicity coverage, such as building a strong team and enhancing the timeliness of propaganda, telling a good story and carrying forward the network positive value and other reasonable suggestions. The participants of a criminal procedure have a wide range of rights, realizing which they can promote their interests, influence the dynamic of criminal procedure relations, the process and the outcome of a criminal proceeding. Procedural rights (including subjective), unlike procedural duties, are combinations of possible legal actions stated and guaranteed by criminal procedural standards for the possible code of behaviour for the participants of a criminal proceeding as well as an opportunity to call for certain law enforcement. The participants can realize the rights or waiver them, without any negative legal consequences, to promote their interests.
