This study used a methodology based on the systematic analysis of news, official documents, and legal texts to characterize the proposal of the Ministry of Agriculture for rural extension policy post-2018. This allowed us to conclude that the case under study involves a political reform informed by conservative reframing. {"title":"Ameaças, fragilização e desmonte de políticas e instituições indigenistas, quilombolas e ambientais no Brasil","authors":"Anderlany Aragão dos Santos, Marcela Menezes, Acácio Zuniga Leite, Sérgio Sauer","doi":"10.36920/esa-v29n3-7","DOIUrl":"https://doi.org/10.36920/esa-v29n3-7","url":null,"abstract":"Focusing on neo-extractivism, this article analyzes the institutional weakening and dismantling of indigenous, quilombola and environmental policies. The reduction of budgets, weakening of management and removal of responsibilities (or deviation from function) of Funai, Fundacao Palmares, Incra and ICMBio in the recent period were subjected to analysis. Studies show that public agencies faced managerial instability, deepening institutional dismantling and loss of operational capacity, especially with the reduction of budgets and restrictions. The indigenous agency had to work with only a third of its normal workforce, due to a restriction of 90% of the budget, while the agency responsible for recognizing quilombola communities had its budget reduced by 58% in 2019 the lowest budget of the decade. The budget allocated to the demarcation and entitling of quilombola lands was reduced by 89% between 2014 and 2019. The ICMBio suffered less budget reduction, but experienced a process of militarization and the emptying of its powers. To provide a broader understanding of this process, the article emphasizes the problematization of the entitling of quilombola territories by using the concept of public arena, created by Pragmatic Sociology, as an instrument to analyse actors’ collective action. The data collected was obtained from the agencies responsible for these policies and other sources available in electronic media. We also examined the empirical results of research conducted in Rio Grande do Sul, which had as its object the entitling processes of quilombola territories in the area. We argue that the analysis of policies related to entitling quilombola territories is inseparable from their construction as a publicly debated social problem. At the same time that they represent the beginning of a period, these traditions are detached from the process from which they emerged, establishing continuity with a past, whose meanings are changeable. In this sense, the article analyzes conflicts and exclusions in the reinvention of the so-called traditional still-made, (alambique), cachaca. Through qualitative research, the practices and narratives used over four decades (1982-2020) in Minas Gerais were examined. The findings showed a network of actors who established themselves as the guardians of tradition, based on technical and scientific knowledge. The mixture of old and new elements played the role of situating cachaca as a new drink (as distinct from the old cachaca known as “pinga”), but also as “traditional”. It addresses the interaction between the formulation and implementation of the SAN National Policy (PNSAN), the construction of the National SAN System (Sisan) and the strategies used to promote intersectionality and social participation in government actions. The theoretical framework brings together approaches on food politics and analyses of public policies in order to identify the political nature of food and the conflicts it expresses, the social actors, interests and institutions involved, aspects of the construction of SAN as a public problem and its incorporation into the Brazilian political agenda, and the making and implementation of public policies. The analysis was based on the influence of State interventions, carried out since 1970, which aimed to promote local economic and touristic development. Methodologically, it was based on qualitative analysis, using oral history, open response interviews and participant observation. The farm had already been the scene of occupations in 1961 and 1963, and its occupation was expressive once again at a time of redemocratization in Brazil. Through interviews with leaders and peasants and analysis of union, repression and journalistic documents, we sought to reconstruct the moment of the occupation and its meanings for the group of actors who occupied, linking the organizational strategies with the local and national contexts. The objective of the study was to verify the conditions in which two innovation ecosystems were structured and operated in Mato Grosso do Sul, which emerged at the encouragement of the Banco do Brasil Foundation during the Covid-19 pandemic, working through short chains, in the search for urgent solutions to supply healthy food to the most vulnerable populations. The object of this investigation was the ecosystems articulated by the Central dos Trabalhadores/as da Economia Solidariain Campo Grande and the Associacao dos Produtores Orgânicos de Mato Grosso do Sul (APOMS) in Gloria de Dourados, with an area of activity in several surrounding municipalities, involving suppliers and the beneficiary population. The research, of a descriptive and exploratory type, was based on an initial bibliographic review, followed by the collection of information from bibliographic and documentary sources and also the application of semi-structured interviews to those responsible for the entities that articulate each ecosystem. It was possible to verify that the structure and functioning of the two innovation ecosystems responded in great part, not only to the context of the circumstances and territories in which they were manifested, but also to the nature of public incentive policies. We analyze how coffee growers build their strategies for adapting to the new context and the relationship of these strategies with the reconfiguration of forms of market control. A case study was carried out in the Matas de Minas region, typically an area of family production, considering the post-1990 period, being a region still little considered in the literature. Based on the qualitative data obtained through the research, we propose an analytical model focused on the construction of a typology of producers, which aims to describe the diversity of ways of adapting to the new economic and institutional context defined by liberalization. The analysis is based on the neoinstitutional perspective of economic sociology, focusing on the processes of social construction of market strategies and structures, in this case guided, fundamentally, by the issue of the social construction of quality.
