Política de Assistência Técnica e Extensão Rural no Brasil: um caso de desmantelamento?

Abstract

In the context of the dismantling of rural development public policies in Brazil, the article analyses the recent trajectory of the National Policy for Technical Assistance and Rural Extension (PNATER) to consider if the theorical notion of dismantling is adequate in this case. This study used a methodology based on the systematic analysis of news, official documents, and legal texts to characterize the proposal of the Ministry of Agriculture for rural extension policy post-2018. This allowed us to conclude that the case under study involves a political reform informed by conservative reframing. The analysis highlights the complexity, contradictions, and conservative nature of the changes underway, indicating future concerns about equity and sustainability agendas.
