This is an exploratory, qualitative study, instrumentalized through secondary data, available in databases of public institutions, based on theories of regional development and public spending. The result shows the influence of the University in the local economic system, due to the advantages arising from the agglomeration and the externalities produced (spillovers), verified through the multiplier effects of spending on personnel, costs and investments on the municipalities. This work seeks to highlight the perspectives of these interpretations, pointing out their divergences and affinities not with regard to the colonial period, political independence and the abolition of servile labor To sum up it was possible to observe the convergence of these authors on the meaning of colonization. However, they differ on the maintenance of this sense in the Brazilian evolution. The consequences of the trade treaty between Portugal and England in 1810 are analyzed differently by the two authors, as well as the first decades after independence. Prado Jr. synthesizes this period under the perspective of contradiction that permeates his work: change with continuity. In turn, Furtado does not deny the limitation imposed on the autonomy of the Portuguese-Brazilian government, but delegates other reasons to the unsatisfactory level of development of the economy. The article aims to analyze the organizational dimension of work in companies participating in the incubation process of the Rio Criativo program. To fulfill the objective, a qualitative field research was carried out. As data collection, documentary research and semi-structured interviews were adopted. The analysis was based on content analysis. The main results obtained are related to the relevance of an incubator for the consolidation of companies in the creative economy sector, the incentive to develop projects, the work performed virtually or in a coworking space, the importance of social networks and the relationship of work with innovation. In addition, opportunities for creative businesses are growing, but the domestic market needs to be developed and stimulated. About them, the debates have questioned their future, from the existence and execution of their directive plans. In this context, Picos (PI), stands out, because regarding its strong spatial interactions and its quality as functional urban area, in Sertoes of Piaui, there have been in the intra-urban strong transformations, which the directive plan cannot handle regulating, nor the induction of its development. Therefore, this article aims at analyzing the urban dynamism of Picos (PI) based on the legal characteristics of the directive plan and the law of uses of the municipal soil, regarding the conceptions for the location and spatialization of the economic activities in the city, including in the non-central urban area. Methodologically, it was used a qualitative approach, based on selection, interpretation, and technical analysis of legal documents of the municipality of Picos (PI): current Directive Plan and municipal Law of the Use of Soil. What results from this is the observation that the laws analyzed have many shortcomings with the organicity of the city. Dentro do universo composto pelas interpretacoes do subdesenvolvimento, o objetivo e analisar a ressignificacao de subdesenvolvimento na teoria de Celso Furtado e na tese de Fernando Fajnzylber. Para o balanco desse fenomeno foram selecionadas as categorias de analise realizada em suas producoes bibliograficas: a) de formacao do subdesenvolvimento na America Latina; b) a dependencia economica; c) a dependencia cultural; d) a renovacao da concepcao de desenvolvimento no seculo XXI. O dialogo e mobilizado para Furtado sob a enfase de que a transformacao para o desenvolvimento transita do Estado, pela racionalidade do planejamento, para o individuo e a cultura como epicentro das transformacoes e mudancas estruturais. Black men and women with their work, whether in sugar cane, in the tobacco plantations or in the manioc orchards contributed to consolidate some of the most prosperous regions of Brazil. First region of Brazil to undergo a process of urbanization. For almost three centuries it was the most important region of Brazil. In the Reconcavo an important sugar industry was developed. Sugar cane mills helped to shape the economy and society of the Reconcavo with its extensive production, landlord and slave labor, first indigenous and then black. At the threshold of the 21st century, the Reconcavo received important investments in the education sector that caused important changes in the profile of the worker. There are in fact multiple \"reconcavos\" in which the changes impacted each one of a different form.
