However, little research using nationally representative data has examined the factors related to LTC services and burden alleviation. Using Andersen’s health service utilization model, this study aims to explore the factors associated with the utilization of LTC services (i.e., home care services and institutional care services) in South Korea. Further, the alleviation of the burden (i.e., emotional, financial, and physical) among the service recipients and their family members are studied. We performed logistic regressions using national data: the 2019 Long-Term Care Survey (N=3,601). The results showed that living in urban areas and having fewer mobility limitations were associated with higher emotional and physical burden alleviation of home care service users. Moreover, living in urban and having longer geographic distances from the families were associated with more elevated financial burden alleviation. In terms of institutional care services, when the service recipient had fewer children, more chronic diseases, and lived in urban areas, the financial burden alleviation was higher. For this, the study adopts a theoretical framework that integrates Kingdon’s multiple streams framework and the path evolution model based on historical institutionalism. We found that, as highlighted in the previous domestic and international studies, the political stream and policy entrepreneurs have greatly influenced the policy-making process for the construction of the baseball stadium. Moreover, there was a significant policy change from the half-dome amateur baseball stadium to a fully domed professional one throughout the policy-making process, which might be regarded as a case of ‘conversion’ as a mode of institutional change. This study will contribute to extending the purview of the original multiple streams framework by revealing the mechanism of institutional change that has been little studied in previous research on public sports facilities. Through the structural equation model (SEM), this study investigated the relationship between hybrid work satisfaction, leadership's effect on performance, and performance through job characteristics. This study demonstrated that hybrid work satisfaction had a positive effect on both work performance and organizational performance. In the case of leadership, transactional leadership had a positive effect on organizational performance but a negative effect on individual job performance, and transformative leadership had a positive effect on both job performance and organizational performance. In addition, both leaderships had a positive effect on work autonomy. This study demonstrated that the higher the workload and work autonomy were recognized, the higher the job performance and organizational performance were recognized. In terms of the mediating effect of job characteristics, work autonomy had a mediating effect between 'hybrid work satisfaction - performance' and 'leadership - performance'. In the case of workload recognition, it had a mediating effect only between 'hybrid work satisfaction - performance'. {"title":"A Study on the City Slogan Strategy of local governments : Focused on the the application of the administrative value","authors":"Hyun-Sil Shin, Jiye Ju, Hyung-jun Park","doi":"10.26847/mspa.2022.32.3.39","DOIUrl":"https://doi.org/10.26847/mspa.2022.32.3.39","url":null,"abstract":"The purpose of this study is to understand the current status and characteristics of city slogans through city slogan analysis, one of the city identity of local governments, and to explore effective city slogan strategies as a marketing tool for local governments. \u0000For research, the scope was limited to 199 basic municipalities maintained from the 7th national local elections to 2021, and analysis method was conducted based on the text data of districts and sections used as slogans based on the degree of aging and political orientation of the head of a local government. \u0000The analysis find out that “citizens-happiness” and “happiness-city” were the most commonly used words in urban slogans, and that the words “happiness” were the most important words in any group. At the same time, it was analyzed that conservative organizational leadership areas mainly utilize means and progressive organizational leadership areas mainly utilize essential values. However, it is not easy to find innovative behavior in the public sector. According to the Public Employee Perception Survey, innovative behavior of Korean civil servants has decreased from 3.44 in 2019 (before COVID-19) to 3.33 in 2021 (after COVID-19). This study aims to examine the innovative behavior of civil servants, especially focusing on impacts of management factors (change management, performance management) and motivation factors (public service motivation, compensation) on innovative behavior. And also, this study analyzes mediation effects of innovative behavior in the causal relationships between management/motivation factors and work performance of civil servants. According to the analysis results, performance management, public service motivation, and compensation have direct and indirect effects. However, only the indirect effect was found to be significant for change management. In other words, at the organizational level, change management does not directly affect individual work performance, but change management activates innovative behavior and can indirectly affect individual work performance. For the analysis, the enactment period of ｢Special Act on Promotion of Information and Communication and Revitalization of Convergence, etc.｣, which is a base law of ICT convergence industry’s regulatory sandbox, into Period 1 and Period 2, and each period is analyzed with the use of Kingdon’s multiple streams model. \u0000The results show that in the presidential elections of the two periods, the window of policy was open to a strong candidate’s campaign and election. The political tendency of the Period 1 showed irrational policy making with the combination of policy alternative and policy problem tendency, and no policy leader appeared. Nevertheless, in Period 2, the president of Korea appeared as a policy leader. \u0000Regarding the theoretical implications, the exactness of multiple streams model was identified in analyzing decision making process of ICT convergence industry regulatory reform policy. There was irrational policy making that political mainstream involved policy problems and alternatives, and the political mainstream was confirmed to become a basis and background of the advent of policy leader and the exertion of competence, so the importance of political mainstream highlighted by multiple streams model was recognized. Regulatory negotiation is a representative regulatory conflict prevention mechanism used in the United States and other advanced countries. The purpose of this study is to explore the possibilities and challenges of regulatory negotiations in Korean society by comparing and analyzing three cases carried out under the name of ‘hangeoreum model’ in 2020. In particular, this study analyzed the conditions for success in regulatory negotiations by focusing on the active role of government agencies based on the strategic choice theory. As a result of the analysis, it was confirmed that regulatory negotiations can be sufficiently subject to strategic choices as one of the regulatory policy decisions that the government can choose from in Korean society. In successful regulatory negotiations, it is necessary to in-depth review of policy characteristics before selecting regulatory negotiations as a method for determining regulatory policy. It was found that sharing a vision and adjusting the level of reasonable performance are very important.
