To this end, the Q methodology which is easy to grasp human subjective perception was used. Since the implementation of the local autonomy system conflicts over the location of non-preferred facilities have continued to arise in the region. With the revision of the Enforcement Rules of the Waste Management Act revised in 2021, each local government is speeding up the construction of waste incineration facilities to replace them. At this point conflicts over the location of waste incineration facilities may continue to increase and collective action by residents will also accelerate. As a result of the analysis of the study there were differences in the characteristics of respondents and the perspective of approaching incineration treatment facilities by type. In particular it was found that both the construction and operation of incinerators are important indicators of local resident's acceptance in terms of the location and operation of incinerators rather than the two aspects of approval and opposition. {"title":"The Effect of Social Conflict Perception on Satisfaction with the Level of Democracy: Focusing on the Moderating Effect of Economic Situation Satisfaction","authors":"M. Scholars saw that the increase in social conflict could be a hindrance to national economic growth and a barrier to democracy. However, in previous studies, there is a limitation in that various aspects of social conflict in modern society have not been contained by connecting citizens' satisfaction with the level of democracy and economic situation. Therefore, in this study, the effect of social conflict-related perceptions on democratic level satisfaction was examined, focusing on the effect of economic situation satisfaction. The study conducted statistical analysis using multiple regression analysis using data from the 2021 Social Integration Survey by the Korea Institute of Public Administration. As a result of the study, it was confirmed that social conflict-related perceptions had a significant effect on democratic level satisfaction, but their influence differed depending on the pattern of conflict. From this, it has the following research and policy implications. First, the conflict of material needs is found to be caused by conflicts involving economic interests, requiring fairness-oriented policies such as guaranteeing equality of opportunity. Second, the value conflict resulted from cultural differences, and policies to prevent cultural polarization should be considered in that if cultural and value conflicts are alleviated, democratic satisfaction can also be increased. Third, in the case of ideological conflict, ideological conflict can be seen as an opportunity to lead to participatory democracy in that stakeholders of ideological conflict show efforts to resolve the conflict. However, ideological conflicts appear to have more political factors than economic interests than other conflicts, so it is necessary for the government to play the role of coordinating and resolving ideological conflicts. Fourth, the government's efforts to resolve conflicts can lead to a positive evaluation of democracy. In order to solve the problem of social conflict in capitalist society, it should act as an active conflict resolution role of the government. Overall, the influence of social conflict on democratic satisfaction was revealed differently depending on the type and characteristics of the conflict. In addition, along with the economic situation satisfaction variable, it has a statistically greater influence. This proves that social conflict is strongly related to economic interests rather than simply independently caused. In order to respond to welfare needs, the social security system seeks to improve efficiency and effectiveness and promotes redesign by adopting new digital technologies. In particular, the adoption of real-time information system that can more accurately and quickly respond to the increasing welfare needs is emerging as an ideal form of social assistance. Since 2012, the United Kingdom has adopted and operated integrated assistance called Universal Credit and Real-time Information System as part of welfare reform. However, unlike the expectation that Universal Credit and Real-time Information can reduce poverty by enabling efficient social assistance, side effects are occurring such as reducing salary stability and increasing uncertainty in future income. The Urban Regeneration New Deal Project is an urban regeneration policy that activates urban declining areas in terms of society, economy, and physics. Therefore, this study analyzes the impact of the urban regeneration New Deal project on the industrial diversity and industrial specialization of local industrial cities. To this end, the research subjects were composed of regions selected as special industrial response areas among local industrial cities, and the analysis unit was composed from 2015 to 2020. In addition, it was intended to increase research reliability through the propensity score matching, and difference-in-difference models were conducted to derive policy effects between regions where the project was put and regions where it was not. As a result of the analysis, it was confirmed that the urban regeneration New Deal project did not affect industrial diversification in local industrial cities and negatively affected industrial specialization in specific sectors. The government recognizes the usefulness of social enterprises as a voluntary subject of social value creation and provides support policies for them, but the implementation level of support policies for social enterprises varies considerably from local governments. Therefore, in order to promote the implementation of social enterprise support policies, it is necessary to diagnose what factors cause differences across jurisdictions. The political and socioeconomic environment and conditions have been considered important as factors affecting the activism at the local government level. In this study, citizenship held by members of the local community is presented as one of the main environmental variables that affect the implementation of social enterprise support policies. As a result of analyzing local governments' social enterprise product purchases and citizen awareness survey data, it was confirmed that the solidarity factor of active citizenship had a positive effect on the execution of social enterprise support policies. Despite the prioritization of “fairness,” which is considered the most important value by the younger generation, and efforts to secure their votes, political circles have failed to gain their sympathy. Numerous surveys have shown that the younger generation perceives society as unfair, which leads to a decline in trust in the government and society. \u0000This study attempted to analyze the relationship between the political efficacy of the younger generation, social fairness, and trust in the government and society. To accomplish this, descriptive statistical analysis, exploratory factor analysis, reliability analysis, and covariance structure analysis were conducted. The results indicate that the internal and external political efficacy of young people has a positive effect on government trust and social trust through social fairness. Thus, enhancing the political efficacy and social fairness of the younger generation is necessary to increase their trust in the government and society. By conducting a comparative analysis on the 2015 and 2021 ‘Public Employees Perception Survey’ conducted by Korea Institute of Public Administration, this research found that MZ generation had lower levels of perceived distributive justice than old generation in the public sector. Furthermore, their perception on distributive justice changed lower after COVID-19. With considering the fact that the empirical analyses of this research found three types of perceived organizational justice(i.e., distributive justice, procedural justice, interactional justice) were significantly associated with four types of reactive organizational behaviors(i.e., exit, voice, loyalty, neglect), personnel management system for improving public employees perception on organizational justice should be introduced. To the end, this article first examined the backgrounds, operation structure, and advantages and limitations of the SIB project, and established the analytical framework to conduct an empirical study. The next chapter delved into the contemporary situations and underlying problems the SIB projects in Korea, with reference to the first SIB project of Seoul Metropolitan City. The first SIB project showed not a few limitations throughout the whole processes of the SIB project enactment. In addition, the UK's Peterborough Prison SIB project, the world's first SIB project, was analyzed to derive some appropriate implications. The local economy can grow by increasing the input of production factors (e.g., capital, labor, and productivity). Productivity can occur through knowledge diffusion and technological innovation, which are closely related to local industries. The development of industries in the region has continued following the central government's industrial policy, and regional economic growth has been pursued through priority fostering strategic initiatives in the region. In this regard, previous studies have been analyzed, focusing on the specificity and diversity of local industrial structures. This study aims to policy implications by examining how diversity or differentiation of industries in the region has a relationship with economic growth and estimating the degree of specialization of industries. The study results show a higher economic growth rate as local industries vary, suggesting similar results to previous studies. This shows a similar pattern in both industries and manufacturing industries. {"title":"Do Bureaucrats Change Their Behavior During Electoral Cycles? To understand the effect of electoral incentives on bureaucratic behavior, this study uses the case of the city mayor election and its effect on local governments’ crackdown rates on illegal parking. Specifically, this study evaluates whether and how local governments’ crackdown rates on illegal parking changes before and after the reelection of incumbent mayors and whether changes in those rates are more prominent with competitive reelections. Analyses show no evidence that mayors’ electoral cycles and competitiveness significantly influence crackdown rates on illegal parking.
