{"title":"Advocacy Coalition and Strategic Interaction in Korean Health Policy-making: Debates on the Privatization of Medical Services under the Park Geun-hye Government","authors":"Soon-yang Kim","doi":"10.26847/mspa.2022.32.2.91","DOIUrl":"https://doi.org/10.26847/mspa.2022.32.2.91","url":null,"abstract":"The purpose of this article is to analyze the political dynamics of The debates on medical services privatization under the Park Geun-hye government through the integrative analytical framework combining diverse components such as environmental contexts, belief systems, policy interests, strategic interaction and policy outputs. The Park Geun-hye government propelled medical services privatization centering the establishment of subsidiary companies of medical corporations and the introduction of the tele-medicine system. Business interest groups and hospital associations supported this idea. Proponents of medical services privatization put forward the economic value of privatization as its belief systems. Meanwhile, opponents of medical services privatization consisted of medical associations, opposition parties, and progressive- mined civic groups and trade unions. Some opponent members formulated an advocacy coalition, whereas medical professionals solely undertook collective actions to block medical services privatization. Opposition parties effectively made use of the filibuster institution to frustrate the legislation of the relevant laws for medical services privatization. Environmental context impacted the debates as a policy window. The policy intention of Park Geun-hye government to introduce medical services privatization was frustrated going through a series of political dynamics of policy debates. Theorists under the hermeneutical tradition mainly focus on ‘praxis’ as a self-interpretation within the historical contexts of social actors. A vital factor of the hermeneutical logos is thus contextualized self-interpretation. This article attempts to explain the application of Hans-Georg Gadamer’s ‘philosophical hermeneutics’ to the realms of public administration by focusing on the framework of ‘local narrative.’ This framework might consist of meaning, action, agency, structure, institution, and even power. Its ultimate goal never aims to make the “grand” narrative. Rather it attempts to reach the deeper understanding of the things within the realm of public administration. On the basis of the person-organization and person-job fit theories, we examined the impact of public services value on organizational citizenship behavior and how goal and job clarity condition the relationship between public service value and organizational citizenship behavior, building on the contingency theory in the Korean government. To test our hypotheses, we analyzed data from the 2020 Public Employee Perception Survey administered by the Korea Institute of Public Administration, using the hierarchical linear regression method. The statistical results showed a positive association between public service value and organizational citizenship behavior. Further analysis revealed that goal and job clarity enhanced the positive relationship between public service value and organizational citizenship behavior. Second, analyzed the impact of perceived risk on online citizen participation. Finally, analyzed the moderating effect of individual ICT skills. \u0000The findings of the study indicate that: Perceived risks have a positive impact on online citizen participation. And confirmed that the effects of perceived risks on online citizen participation differ depending on the level of ICT skills. This study presented the new national classification criteria for comparative administration as a social integration and political-administrative relationship, and classified 56 developing countries into four types through the fuzzy set ideal analysis method. As a result of the analysis, 10 countries with “integrated/administrative state” (Type A), 17 countries with “integrated/legislative state” (Type B), 16 countries with “non-integrated/administrative state” (Type C), and 10 countries with “non-integrated/legislative state” (Type D) were derived.
