On the basis of the person-organization and person-job fit theories, we examined the impact of public services value on organizational citizenship behavior and how goal and job clarity condition the relationship between public service value and organizational citizenship behavior, building on the contingency theory in the Korean government. To test our hypotheses, we analyzed data from the 2020 Public Employee Perception Survey administered by the Korea Institute of Public Administration, using the hierarchical linear regression method. The statistical results showed a positive association between public service value and organizational citizenship behavior. Further analysis revealed that goal and job clarity enhanced the positive relationship between public service value and organizational citizenship behavior. 摘要

本研究旨在探讨公共服务价值与组织公民行为之间的关系,并探讨目标和工作清晰度对这种关系的调节作用。本文以韩国政府的权变理论为基础,在人-组织和人-工作契合理论的基础上,考察了公共服务价值对组织公民行为的影响,以及目标和工作清晰度如何制约公共服务价值与组织公民行为之间的关系。为了验证我们的假设,我们使用层次线性回归方法分析了由韩国行政研究院管理的2020年公职人员感知调查的数据。统计结果显示,公共服务价值与组织公民行为之间存在正相关关系。进一步分析发现,目标和工作清晰度增强了公共服务价值与组织公民行为之间的正相关关系。因此,我们的研究结果表明,为了促进公共部门组织的组织公民行为,公共管理者必须实施人力资源管理实践,将公共服务价值内部化,并明确组织目标和工作。
