The research methodology consists in the application of general scientific and special research methods: analysis, synthesis, classification and systematisation of theoretical data, as well as bibliographic, analytical, and documentary analysis. These research methods provided an opportunity for a comprehensive study of the problem of the formation of digital competence of students and draw relevant conclusions and generalisations. The scientific novelty of the work is that: 1) the emphasis is placed on the fact that in developing specialised courses, the teacher should be guided by the state standards of higher education; 2) the necessity of forming digital competence in students of information, library and archival affairs within the framework of studying a cycle of specialised disciplines is substantiated; 3) the experience of forming digital competence in students of speciality 029 \"Information, Library and Archival Affairs\" of Ivan Franko National University of Lviv is summarised. Conclusions. At the present stage, there is a significant expansion of the boundaries of the use of the latest information technologies in the activities of documentary and information institutions. The research methodology is based on the application of general scientific and special methods of cognition, in particular, terminological, systematic approach, analysis, synthesis, and logical method. The theory of active systems and theoretical approaches to the formation and functioning of the information and educational environment of the university are also used. The scientific novelty of the article lies in expanding the concept of the university library as a technological system and its contribution to the formation of the information and educational environment of a higher educational institution through such web tools as video streaming and video hosting. Conclusions. In the twenty-first century, university libraries are becoming catalysts of innovation and key structural units of higher educational institutions and “active systems” that increase the efficiency of educational and research activities of faculty and students by creating physical and virtual centres for the consumption and production of knowledge. Based on the analysis of the activities of American universities and colleges at the present stage, it is found that they are actively mastering video streaming and video hosting to support research, teaching and sharing their video collections. The American experience has revealed many progressive steps in the use of video streaming and video hosting by university libraries, as well as current problems related to copyright protection, licensing terms and costs, availability of streaming formats, and image quality. Research methodology. The article uses general and special research methods aimed to highlight the legislative and regulatory support for the activities of higher education institutions, situational and action analysis of legal regulation, analytical monitoring of legislative and regulatory acts and publications on the topic of research. The scientific novelty of the study lies in the generalisation of theoretical knowledge regarding the regulation of legal relations in the field of educational services, updating of regulatory and legal documents and outlining of the main tasks for improving the legislative and regulatory framework for ensuring the quality of higher education. Conclusions. As a result of the analysis of the legislative and regulatory framework of Ukraine, which regulates the activities of higher education institutions, it is shown that important directions of its further development are reforming, modernisation, introduction of new standards and creation of healthy competitiveness in the international arena. The author outlines the trends in the development of higher education sector, the main challenges and the main shortcomings in the system of legal regulation, in particular, the financial problem — reduction of the state budget and the special fund; financing of the educational sector on the basis of the excess principle leads to problems of reduction of higher education institutions, falling prestige of the scientific and teaching profession, and departure of leading scientists abroad. It is determined that promising areas for improving higher education are the introduction of innovations and implementation of the Strategy for the Development of Higher Education of Ukraine for 2021-2031 in the field of higher education institutions. Research methodology. The research uses general scientific (generalisation, comparison, induction, and deduction) and empirical-theoretical methods (analysis and synthesis). The use of system-structural analysis helped to distinguish the main features of optimising a university library website to improve access to information resources. The scientific novelty of the results obtained in the article is due to the solution of an important scientific task, which is to develop theoretical provisions and practical recommendations for the formation of a system to ensure the optimisation of the university library website to improve access to information resources. The article further develops the research on the strategy of optimising the university library website. Conclusions. It has been established that the website of a university library is an integrated resource that has information, search, educational, advertising, and navigation functions and can be a powerful tool for promoting information and library products and services, as well as for shaping the image of a university library. It has been determined that access to information resources of the university library is an essential component of the educational process and research, and optimisation of the university library website is a necessary element for improving the availability of information resources. It has been found that to ensure convenient communication with users, differentiated communication tools can be installed on the website of a university library, which should be accessible and visible to users on all pages of the site. It has been determined that an essential place in providing remote user service is given to the library website, since it contributes to the expansion of library capabilities in terms of informing about the range of information and library resources and services. The research methodology is based on the use of general scientific and special research methods, which ensured the comprehensive nature of scientific research. The involvement of regulatory and legal documents contributed to the use of methods of substantive and comparative analysis, additive modelling, deduction, induction, abstraction, structural and logical methodology, systematisation, and generalisation. The scientific novelty of the article lies in the actualisation of the issue of implementing integrated quality management systems in the development of library and archival studies, which is urgent in the context of the development of digitalisation, electronic document management, and provision of electronic services. The availability of quality systems in accordance with the requirements of international standards will contribute to the effective operation of these institutions and improve the quality of service provision. Conclusions. In this article, the author examines and argues for the urgent need to implement relevant international integrated quality management systems in the above-mentioned areas, namely, electronic document management, organisation of websites, management of documentary processes, and information support for the rendering of relevant services. It is stated that the integration of international standards of quality management in library and archival studies will facilitate accessibility of information needs of all users and will contribute to the efficiency and operation of these institutions of consolidated information. The research methodology is based on the methods of analysis, synthesis, comprehensiveness of knowledge, generalisation, abstraction, SWOT-analysis. The scientific novelty of the study lies in the fact that for the first time the SWOT-analysis method was applied to domestic libraries that provide library and information services under quarantine restrictions and martial law. Conclusions. A SWOT-analysis of distant services and information resources of libraries of higher education institutions in Ukraine was conducted. The strengths of the scientific libraries of higher education institutions in Ukraine were found to be the provision of remote services: electronic delivery of documents, virtual reference service, determination of UDC indices and electronic information resources: electronic catalogue, electronic archive of scientific works of university staff (institutional repository), full-text databases and resources available on open platforms. Weaknesses include the lack of the following remote services: online chat; creation and maintenance of a researcher's profile in the ORCID, Google Academy, Scopus Author ID, Researcher ID, ResearchGate services; informing users about new arrivals; editing bibliographies and electronic information services on library websites: book trailers, longreads, podcasts, virtual tours and excursions, audiobooks, virtual exhibitions, digests, new arrivals, virtual reviews, thematic lists. Opportunities include the creation of promising forms of remote services and electronic information resources: creation of digital libraries, introduction of sector-specific recommendation systems, development of a mobile version of the library website and mobile applications of electronic library services, development of specialised applications of electronic library services, development of a system of personal accounts, deployment of blogger and streaming activities, use of new platforms for instant messaging: Telegram, Viber, and social network TikTok. The scientific novelty of the work is to highlight, with an emphasis on key aspects, the obstacles to the addition of AI intellectual resources to the work of libraries in the realities of today. Conclusions. The article reflects the developments, main areas of use and reasons for limiting the intensive integration of AI systems and elements into library practice. Features of the application of AI components, practical potential of ultra-high-frequency technologies in national libraries. The above-mentioned practice in libraries is especially relevant during martial law and the times of profound changes. It will facilitate public access to information and self-education; access to advanced technological developments; allow further steps in the formation of a new digitalisation focus of libraries and modification of library activities; thoroughly form an approach to the vectors of the industry's influence on society; innovations in the model of library-user relations, taking into account civilisation challenges. The studied trends in the addition of intelligent systems and elements of artificial intelligence will contribute to the voluntarisation of technological proposals in library and information institutions. The research methodology is based on the use of general scientific methods of studying social phenomena and processes, and on a combination of the principles of scientific objectivity and systematicity. The use of the classification method helped to summarise scientific sources on the topic of the study. The descriptive-analytical method clarified the specifics of creative management. The systematisation method was used to identify the main components of the system of reading promotion. The generalisation method was applied to draw conclusions. The scientific novelty lies in expanding the understanding of the importance of creative management in the system of reading promotion. Conclusions. Global and Ukrainian creative projects, library activities, publishing, and publishing marketing shape the reader’s interest in books and the person’s interest in reading. The use of creative management, which aims to create a free workspace for generating interesting ideas and developing the creative potential of the team, allows for the development, implementation, and sale of creative cultural products and projects. That is why creative management is an important component of the system of reading promotion. The most effective forms of reading promotion, which cannot be implemented without creative management, include creative events and projects, activities of library institutions and publishers, book forums and festivals. Holding campaigns and implementing projects is one of the tasks of libraries, which draw attention to books and encourage visitors to read. Book forums and festivals create conditions for enriching home libraries. Meetings with authors and new releases from publishing houses encourage readers, help analyse the book market and choose the right product.
