{"title":"Conceptualisation of the phenomenon of war in contemporary Russian military thought: General Gerasimov’s contribution","authors":"Nebojša Vuković","doi":"10.2298/medjp2102259v","DOIUrl":"https://doi.org/10.2298/medjp2102259v","url":null,"abstract":"The paper conducts research on the understanding of war in Russian military\u0000 thought from 2013 to 2019, during which time General of the Army Valery\u0000 Gerasimov was (and still is) the Chief of the General Staff of the Armed\u0000 Forces of the Russian Federation. Also, the subject matter of the research\u0000 study is his personal stimulus to the intensification of the studies of the\u0000 nature, character, physiognomy and types of contemporary war in the Russian\u0000 military-scientific community, as well as the theoretical results obtained\u0000 by Russian authors in that particular field in recent years. Essentially,\u0000 the research effort made by the author of this paper focuses on the analysis\u0000 of the formulations used by Russian authors to explain/define the content\u0000 and scope of the term ?war?, as well as the interpretation of the typology\u0000 of wars devised by some of them. A special reference has been made regarding\u0000 the understanding of the so-called hybrid war in contemporary Russian\u0000 military thought. For the purpose of the analysis, studies/monographs or\u0000 scientific papers published in eminent Russian military scientific or\u0000 professional journals by the relevant authors (most frequently retired\u0000 military personnel, primarily those with the rank of colonel or general)\u0000 from the Armed Forces of the Russian Federation were chosen. {"title":"The free trade agreements of North America","authors":"I. The\u0000paper focuses on the analysis of the status of three countries in North\u0000America during the period from 1980 through 2022. By using the comparative\u0000method, content analysis from a legal point of view, and historiographical\u0000and statistical methods, the paper offers an answer to the research\u0000question: Can Canada, Mexico, and the United States nourish the idea of\u0000North America as a common area? Divided into two periods - before and after\u00002001, the paper points to the importance of the bilateral Canada-United\u0000States Free Trade Agreement (CUSFTA), which was superseded by the North\u0000American Free Trade Agreement (NAFTA) as a trilateral agreement involving\u0000Canada, Mexico, and the US. Further on, NAFTA was substituted by the\u0000Canada-United States-Mexico Agreement (CUSMA) as the final version. CUSMA\u0000was created in the years of the growing trends towards the weakening of\u0000democracy in Mexico and the US. {"title":"The political (in)stability of the central American countries","authors":"I. Dujic","doi":"10.2298/medjp2004733d","DOIUrl":"https://doi.org/10.2298/medjp2004733d","url":null,"abstract":"The paper analyses a correlation between the political (in)stability of the\u0000 Central American countries and the inequality of the countries in relation\u0000 to the development of capitalism from the aspect of international politics\u0000 and economics in the case of the Central American countries. Such a status\u0000 of the Central American countries is opposed to the fact that they have\u0000 achieved equality in public international law. The Introduction also\u0000 indicates that political stability depends on functional public authorities,\u0000 and the success in macroeconomic policy. The main part of the paper deals\u0000 with the factors which led to political (in)stability during the Cold War\u0000 and afterwards. The internal factors include lack of communication and trust\u0000 between government and opposition, weak democracy, serious violations of\u0000 civil and political rights, dangerous activities of paramilitary forces,\u0000 economy depending on illicit drug dealers, the underdeveloped legal system\u0000 as well as the lack of modern, equipped police. The above shortcomings refer\u0000 especially to Guatemala, Honduras, and Nicaragua. This is verified by their\u0000 ranking in the Human Development Index. On the other hand, countries like\u0000 Belize, El Salvador, Costa Rica and Panama are among higher-ranked\u0000 countries. The most important external factor is the US economic and\u0000 political impact. In that sense, capitalism can be seen as a recognisable\u0000 stabilising force due to its ability to adapt itself to occasional economic\u0000 and political crises. However, China?s growing economic, technical and\u0000 technological influence on the world could determine a different course of\u0000 capitalism?s development, as opposed to the US efforts to maintain a leading\u0000 position in defining the role of capitalism in international relations. The first goal of this research is the\u0000 analysis of the main thesis from the abovementioned authors in order to test\u0000 them on contemporary examples. The second goal is consisted of the\u0000 contemporary phenomena analysis, from the media critique to a wider societal\u0000 critique, as well as their influence on the self-evolution of the\u0000 discipline, especially in the area of popular geopolitics. This review\u0000 streams towards the state of the art analysis, defining and positioning this\u0000 (inter)discipline in frames of old/new geopolitics, international relations,\u0000 and human geography. The main thesis is that contemporary phenomena (as a\u0000 cause) narrowed down the focus of research areas in some scientific fields,\u0000 while in others it made unavoidable to skip interdisciplinary perspective\u0000 both in theoretical as well as in methodological sense. The rise of these actors\u0000 has sparked a continuing debate within the field of international relations\u0000 on how they influence state action. This emergent literature on\u0000 ?transnational studies? within international relations has mainly pitted\u0000 advocates of an approach that views states as the dominant force in world\u0000 politics versus those who see the rise of transnational actors as empirical\u0000 proof that the primacy of states as actors in the international system is\u0000 being replaced. New literature in the mid-1990s tried to move transnational\u0000 studies beyond these debates of the past. What both sides failed to grasp\u0000 was that, because both looked to how transnational actors could affect\u0000 domestic state behavior, they really in the end shared the same research\u0000 question (it was only their approach to the question that differed). As time passes, the exploitative\u0000 aspect of this relationship is getting vaguer through vocabulary changes and\u0000 more subtle economic mechanisms. Each new cooperation framework tried to\u0000 emphasize the importance of equality in the EU-Africa partnership but the\u0000 inequality between the two parties constantly grew. This is the case with\u0000 the newest, Global gateway framework. This investment plan is an adhoc\u0000 initiative designed to counter Chinese interests in the region. The EU tends\u0000 to be a norm creator in the African continent. {"title":"Euroscepticism and the European parliament: The mutual legitimization paradox","authors":"Žaklina Novičić","doi":"10.2298/medjp1902159n","DOIUrl":"https://doi.org/10.2298/medjp1902159n","url":null,"abstract":"The European continent is moving away from a long-term tacit consensus on the\u0000 desirability of deepening of European integration and entering a period of\u0000 uncertainty and turbulence. The rise of the Euroskeptics on the European\u0000 political scene creates without a doubt a discomfort among pro-European\u0000 political forces. This prevents the democratic capacity of this process to\u0000 be perceived, and in particular, the contribution of Euroscepticism\u0000 channeled in the European Parliament, since it is the only organized\u0000 political opposition in the EU institutional order which in terms of\u0000 procedure leaves little room for that. Political movements and parties that\u0000 express doubts about the benefits of the EU are certainly gaining\u0000 legitimization by entering the European Parliament. However, on the other\u0000 hand, this may have one unintended consequence. They contribute to the\u0000 democratic legitimization and the reduction of the democratic deficit of the\u0000 institution which they more or less radically challenge. They do so in the\u0000 context of limited legitimization conferred to the European Parliament\u0000 within the institutional structure of the EU. At first glance, the paradox\u0000 of Euroscepticism being a threat to the EU and at the same time of reducing\u0000 its democratic deficit is explained in this paper by the use of the German\u0000 Federal Constitutional Court expressed in the famous judgment on the\u0000 constitutionality of the Treaty of Lisbon. In addition to normative\u0000 considerations, the paper also contains a shorter political review on the\u0000 rise of Euroscepticism and its perspective. They compare and contrast regional cooperation in the Western\u0000 Balkans (with a particular focus on the period after 2006, when the\u0000 Stability Pact for Southeastern Europe was transformed into the Regional\u0000 Cooperation Council, and after 2014, when the Berlin Process was launched)\u0000 with similar forms of cooperation in Europe, such as the Nordic Council of\u0000 Ministers, the Visegrad Group, and the Benelux. Therefore, the authors\u0000 approach a comparative analysis of the composition of these regional forums\u0000 and their areas of cooperation with the Regional Cooperation Council, the\u0000 Southeast European Cooperation Process, and the Berlin Process. In this\u0000 regard, the authors state that there are more than obvious similarities\u0000 between regional cooperation in the Western Balkans, primarily with the\u0000 Visegrad Group, and to a significant extent with the Benelux. {"title":"Serbia’s approach to the EU and Russia - implications for its internal and foreign policy","authors":"Ana Jovic-Lazic, Ivona Ladjevac","doi":"10.2298/medjp2301039j","DOIUrl":"https://doi.org/10.2298/medjp2301039j","url":null,"abstract":"This article examines Serbia?s approach to European integration and relations\u0000 with Russia and its implications for its internal and foreign policy.\u0000 Serbia?s policy is characterized as a ?small state? foreign policy designed\u0000 to maintain good relations with the EU and Russia, believing that this will\u0000 help it overcome internal and international challenges. In light of the\u0000 tense relations between the West and Russia, the article examines how this\u0000 policy has developed over the last two decades and whether it is sustainable\u0000 in changed international circumstances. It focuses on the fact that Serbia?s\u0000 approach toward the EU and Russia has shown continuity despite the growing\u0000 polarization at the international level caused by the crisis in Ukraine in\u0000 2014. However, due to the rapid and dramatic deterioration of EU-Russia\u0000 relations caused by Russia?s attack on Ukraine, Serbia?s current policy has\u0000 become very difficult to maintain. Serbia?s pragmatic policy, shaped by\u0000 internal and foreign political interests and guided by a series of economic,\u0000 legal, and security arguments, was put to the test. These arguments have\u0000 emerged as new key trends in Serbia and can be traced through the state?s\u0000 response to the war in Ukraine and the EU and Russia?s responses to the\u0000 country?s policy. Serbia found itself under pressure from both sides to\u0000 choose one side over the other, which causes tension and uncertainty and put\u0000 the country in a difficult position. This article shows that despite the\u0000 pressure and expectations of both sides, there was no drastic change in\u0000 Serbia?s policy towards the EU or Russia. However, the fact is that there is\u0000 less space for the fulfillment of the country?s foreign policy priorities,\u0000 which now seem mutually incompatible. The article pays special attention to the ?internet of things,?\u0000 the increasing use of which causes the emergence of new, dangerous, and\u0000 serious threats, further complicating the problem of Internet governance.\u0000 The stated subject of the research is directly related to the aim of the\u0000 paper, which is to present and analyse the activities of various entities,\u0000 international, regional and national institutions and organizations, as well\u0000 as leading states, primarily the United States and Russia, and documents\u0000 that attempt to regulate activities in cyberspace. The basic hypothesis is\u0000 that opposing national interests prevent international bodies, particularly\u0000 the United Nations, from reaching a consensus on the fundamental principles\u0000 of Internet governance, resulting in insecurity in the face of increasingly\u0000 frequent, diverse, and serious threats to the Internet and cyberspace in\u0000 general. Based on the arguments presented in the paper, there have been\u0000 numerous attempts to regulate Internet governance that have not materialized\u0000 in concrete decisions implemented in national legislation and practice.
