Nenin","doi":"10.47598/2078-9025-2023-2-59-128-134","DOIUrl":"https://doi.org/10.47598/2078-9025-2023-2-59-128-134","url":null,"abstract":"The article is devoted to the assessment of the harmonizing potential of social partnership in the context of the potential use of its mechanisms to update the current version of the social contract between the government and the citizens of Russia. The need to address the stated problem is due to the urgent need to revise the dominant approach to the distribution of public resources in conditions of the threat of destabilization of the political situation in the country. According to the authors, the best way to prevent the settlement of inter-class conflicts in the conditions of long-term confrontation between Russia and the collective West is the use of neo-corporatist mechanisms for coordinating interests to bring the social contract in line with the current realities and challenges of the time. Its conceptual basis should be the predominance of socially conservative values over neoliberal ideologems. In this context, social partnership can be considered as a fundamental factor in ensuring national accord. The spread of the coronavirus pandemic has promoted the introduction and active use of a wide range of digital technologies. The activities of charitable organizations and their strategic development depend on their readiness for the digital transition, that is the development and implementation of digital technologies in almost all spheres and areas of work. In his article, the author provides an overview of the most striking examples reflecting the advantages of implementing charity digital technologies in the work of non-profit organizations engaged in various types of charitable activities in different countries. Based on his review, the author concludes that since charitable institutions are inevitably integrated with the digital economy, it is important for them to use new technologies and prepare for a digital transformation strategy in order to ensure the prosperity of the digital charity sector and to withstand the upcoming uncertainties. The author pays special attention to a fundraising technology. Since online donors usually donate less, fundraisers should work more carefully on the development of platforms and provide various channels for donations. The main hypothesis is the relationship between the level of selfsufficiency of the region and the fulfillment of consumption norms. According to the results of the study, it was revealed that there is a bias in most regions towards exceeding rational consumption standards for bread and bread products, potatoes, meat and meat products. There is also a shift of some regions towards consumption of vegetables, fruits, milk and dairy products below average. Cluster analysis allowed us to identify three groups of regions. In the group of regions with the best consumption characteristics, they correspond to rational norms of consumption of bread and bread products, meat, potatoes. The second group of regions in most cases fulfills the consumption standard for bread and bread products, meat. The third group includes regions where the actual consumption of products corresponds to the normative values only for the consumption of bread and bread products. Fiscal federalism is an independent formation of budgets of individual levels of government, the relationship between these budgets based on clearly formulated norms.
