The Arctic Ocean coastal states and other states like China, Japan, and EU have competitively established and announced their development policies for the Arctic including those related to fisheries. And it is no doubt an opportunity for the Korean fishing industries as well as those who are seeking new fishing grounds abroad due to diminishing fishing resources and forthcoming free trade regimes such as FTA and WTO/DDA. Despite the uncertainties in developing the Arctic fisheries and the lack of scientific data or statistics, the Arctic fisheries can become the center of world fisheries in the near future. In other words, there is a recognized growing need for a holistic European approach to transport and logistics questions, focusing on integration and coordination between the different dimensions of transport policy. This paper is willing to investigate the nature and the structure of the EU logistics industry. The study has been carried out analysing the last available confirmed data extracted from a wide selection of statistical sources. Starting from the relevance of the EU logistics industry within the non-financial business economy, our main objective is to evaluate the structure and the trends characterising the major subsectors across various nations. Variables such as turnover, value added and employment will be discussed and compared following a cross-country approach. The originality of the manuscript is to provide a comprehensive view of the industry, also facing methodological difficulties in managing data lacks and non-homogeneous statistical classifications. So, calculating the synchronicity of dry bulk sub-markets by using BDI as reference indicator could lead to mistake. Therefore, for the analysis of synchronicity and idiosyncrasy of dry bulk markets, this paper constructs a dynamic factor model of the change rate of BDI’s constituting indices and then it performs maximum likelihood estimation. One important finding is that, for such larger ships as Capesize and Panamax, there has been a significant increase in their synchronicity with global common factor after the 2008 global financial crisis, but for the other smaller ships, the opposite phenomenon has been observed. This paper suggests two important future research topics. One is extending the suggested dynamic factor model with the structural change (regime switching). The other is constructing a new index for the level, not the change rate, of the status of global dry bulk market. Recently, international tribunals tend to follow a uniform process for delimitation, that is, first drawing an equidistance line, then considering whether there are factors calling for the adjustment or shifting of that line. However, the ultimate goal of maritime delimitation is to achieve an equitable solution, which is the requirement of the governing rule and is of higher rank than the application of equidistance. Where equidistance can not contribute to effecting an equal division of the area of overlapping entitlements, which would happen in some continental shelf delimitation, it is not appropriate to start the delimitation by a provisional equidistance line. {"title":"Community fisheries management What structure and why?","authors":"R. Arnason","doi":"10.54007/ijmaf.2010.2.2.1","DOIUrl":"https://doi.org/10.54007/ijmaf.2010.2.2.1","url":null,"abstract":"Theory has shown and experience has verified that individual fishing rights such as territorial user rights (TURFs) and individual transferable quotas (ITQs) can be effective in overcoming the common property problem and generating economic efficiency in fisheries. Unfortunately, these property rights are not applicable to all fisheries. TURFs only work for species that are sufficiently sedentary to remain largely within individual TURFs. ITQs only work if the individual quota constraint can be sufficiently enforced and it turns out that in many fisheries the cost of this is simply prohibitively high. This applies not the least to the numerous artisanal fisheries around the world. These limitations have drawn attention to the possibility of allocating not individual but collective rights to groups of harvesters. While noting that the type of rights conferred as well as the group receiving them may be quite varied, it is customary to refer to this arrangement as community fishing rights. Community fishing rights, of course, do not constitute a fisheries management regime. They merely endow the community with the formal powers and opportunity to implement an effective fisheries management regime. Obviously, there is no guarantee that this opportunity will be used. This paper is concerned with identifying conditions under which community fishing rights are likely to enhance the economic efficiency of fishing. A potential paradox is created where more attractive sites become more popular and subsequently more degraded due to pollution, which degrades the quality of experience. Although many studies have identified this as an issue, it is unknown how visitors, pollution, and other factors interact with one another. Here the Broker-Local-Tourist (BLT) model is used as a basic framework in an attempt to explore the interactions between tourism and beach pollution. What emerges is a rich description of the different groups contributing to beach pollution, and how this pollution impacts them in turn. This externality topic differs from the conventional literature on the externality of transportation, in that the latter focuses on environmental issues but the former deals with the problem of noncorrespondence of cost-bearing subjects. Inter alia, this paper highlights that, owing to the big gap between the bargaining powers of involved economic agents (i.e. ocean-going companies and short-sea container shipping companies), the transaction cost would be too high to reach an agreement with mutual benefits and thus that the port authorities, especially Busan Port Authority among them, should implement the policy to subsidize the short-sea container shipping companies in order for the externality problem to be resolved. The aquaculture industry has increased in importance since it creates jobs and production for Korean fisheries. This study aims to examine industrial competitiveness among the Korean aquaculture products and farming types using the competitiveness indices, composed of assessment factors like management capabilities of Korean aquaculture producers, infrastructure and distribution, and processing capacities. Assessing different species with the indices will help understand the relative competitiveness of each species and establish more appropriate policies. This research is comprised of surveys, questionnaires, and interviews with specialists on major aquaculture species produced in Korea. In conclusion, future aquaculture policies should be concentrated on highly competitive species such as finfish, abalone, and laver, which are expected to advance globalization of Korean aquaculture. Measures on selecting sites and running pilot programs are needed to advanced into the overseas market.
