The Sea also features stunning mega biodiversity and rich fishing ground and is believed to contain prolific deposits of hydrocarbon energy resources. Several nations in the region are involved in overlapping territorial claims in the Sea. Some claimants have defended their interests in a vigorous manner which have led to conflicts and in the Sea. It is feared that if not managed and settled amicably, these claims may turn the Sea into a flashpoint that will threaten regional prosperity and stability. This paper highlights the economic and strategic importance of this strategic body of water as a prelude to discussing the overlapping claims by several nations on parts of the sea. It warns against overzealous acts by nations to stake their claims that may pose a threat to security, stability and prosperity in the region and may invite the presence of outside powers keen to capitalize on such situation. It strongly advocates using trade and economic development as a common denominators to foster cooperation among the nations as a way to ease tension arising from their claims in the sea. The paper recommends several policy options - including introducing a binding Code of Conduct, exploring joint exploration and increasing cooperation in are s such as navigation safety and resource management - towards making the Sea a platform of prosperity for its littoral nations.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130657642","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It then analyzes the complicated elements and causes which lead to this phenomenon. It elaborates on the efforts made by the community of states to combat the Somali piracy. It also points out the problems yet to be solved in the fighting against the Somali piracy. Finally it gives some suggestions on how to better combat the Somali piracy. It handles the issue of the Somali piracy from the different perspectives and it emphasizes the importance of international cooperation and the use of multi-measure in combating the Somali piracy.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"94 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127348179","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using the survey data collected from the Japanese fishery management organizations (FMOs) in 2005, we focused on two management measures employed by FMOs: fishing effort coordination and revenue pooling arrangement. We found that FMOs with both effort coordination and pooling arrangement outperformed those with neither or only with either one. The specific activities that these FMOs are engaged in that had positive impacts on their economic performance include marketing and harvest control. Marketing in general had a significant positive effect for FMOs with both measures, but we also found that no single specific marketing activity is a silver bullet, suggesting that the specifics vary from case to case. Our analysis provides a hint of what a fishery comanagement group can do in order to be successful in their management effort.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"51 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126544841","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A Cobb-Douglas production function with inefficiency represented by a half-normal distribution was set up; and the output variable was the total production value and the input variables were physical production factors directly related to fishing activities of vessels, i.e. the numbers of tons, fishing days and crew size. The average technical efficiency of the sample vessels, estimated by SFA, was 60%, which meant there was a relatively high degree of inefficient production in the vessels. The technical efficiencies for each vessel were observed to spread evenly over a wide range between 14% and 100%. In addition, there was statistically significant difference in the technical efficiencies by vessel size: the technical efficiency was highest in the vessels of 5 tons and more, followed by those of less than 3 tons and those of 3-5 tons.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122371372","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Where one of the parties expressly objects to the single delimitation, the international tribunal to which the particular dispute has been submitted, will have no competence to undertake a single delimitation. The international rules on the continental shelf delimitation consist of delimitation by agreement, delimitation on the basis of international law, and achieving an equitable solution. Maritime delimitation, including the establishment of the provisional arrangements, must be effected through the agreement of the states concerned. One basic requirement of equity is to giving equal treatment to states with equal natural situations, while giving unequal treatment to states with unequal natural situations. An equidistance line is not appropriate for the delimitation of a disrupted continental shelf, for it will cause areas which are the natural prolongation of the territory of the wide-margin state to be attributed to the narrow-margin state, thus violating the nonencroachment principle. Coastal geography is the most important relevant circumstance and the geological and geomorphological factors of the relevant seabed area should be considered in the continental shelf delimitation. In order to demonstrate the equity of the delimitation line, the test of proportionality may be a useful means.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116329441","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The rapidly increasing world trade in the last decade has brought about a new round of port (especially, container port) development and caused the restructuring of the world port network as well as more intensive inter-and intra-port competition. This phenomenon again requires a new approach towards port development and related planning. This paper aims at, in a holistic way, providing an overview of the recent developments in maritime transport and logistics in the global scale and discussing strategic implications for the container port industry in the Asian context.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131377883","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

East Asia is the center of this relationship because the ports in this region are connected in competitive or complementary relationship related to a number of container throughputs. This study shows the competitive relationship by cointegration test with time series data to prove the broad expansion of port competition. East Asian ports keep Hub & Spoke relationship for the past 20 years and multiple transshipment system has been introduced recently. Taiwanese ports are shrinking and Chinese Eastern ports are growing. This study identifies the role of Busan port as the hub port in Northeast Asia and the competitive relationship between Incheon and Chinese ports. This study shows the analysis of the past 20 years but don’t deal with the fierce competition among East Asian ports in recent years in terms of limitation of this study.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"237 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126812050","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Korean authorities have for some time followed a structural adjustment policy in fisheries, largely focusing on buyback of fishing vessels. This policy appears to have a significant contribution to reducing the rate of fisheries resource decline and some fish species, such as squid, Spanish mackerel and Jack mackerel, show signs of recovery. Nevertheless, even though a large number of fishing vessels has been retired for the last 15 years, the effective fishing capacity(i.e. engine power) has tended to increase. Thus, increased engine power has to a certain extent replaced decommissioned vessels. This trade-off, often observed under buyback programs, has occurred because of lack of effective institutional arrangements. In order to make the buyback policy more effective, the central and provincial governments need to develop an integrated policy including buyback, resource enhancement, off-fisheries income promotion, fuel subsidy reorientation and self (or co)-management programs. Also, the package program should be supported by a new R&D system that is focused on enhancing and maintaining the Yellow Sea’s environment and ecosystem. This will require far closer cooperative work among South/North Korea, China, and related international bodies.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"38 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134443443","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Since the economic standards of the countries in a particular international corridor vary from country to country, this can affect the overall performance of the routes due to the lack of interconnections, interoperability and legal framework while delivering cargos. The facilitation of a particular international route largely depends upon the decisions of commercial players who generally select an optimal multimodal transport route with respect to economic principles. Thus, it is important for the policy makers associated with an international route to understand what commercial players want and what kinds of barriers commercial players are facing. In this regard, it is highly justified to utilize analysis tools for systemically investigating the international routes in terms of interconnections, interoperability, legal framework, etc. However, the required data for the analysis is not only vast but also not easily obtained. Considering the complexity of logistics systems and the huge volume of data involved in international routes, this study proposes a decision-aid tool within a decision support system (DSS) using Fuzzy-AHP for the systemic analysis. This can assist countries to develop strategic policy decision making for the facilitation of international intermodal transport routes linking different countries.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"104 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131671694","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In 2001, Russia claimed its sovereign rights to the continental shelf in central Arctic Ocean. Focusing on this Russian submission to the Commission on the Limits of the Continental Shelf (CLCS), this article aims to widely address the historical, legal and scientific aspects of the continental shelf that are necessary to be reviewed by coastal States seeking to claim the extended continental shelf beyond their 200 nautical miles (M) territory. Ridge provisions with the natural prolongation standard can be invoked as a useful tool in order to remove the 350 M constraints for outer limits of the continental margin. Three features should be carefully considered to classify ridges correctly: geological continuity, crustal neutrality and envelop of the foot of the continental slope. Geomorphological data ought to be carefully considered together with geological and geophysical data to prepare the submission to the CLCS. The CLCS has a full responsibility to interpret the provisions and apply the legal and scientific criteria in reviewing the submission by coastal States. Given the high possibility of getting easily rejected due to the heavy workload of the CLCS, a coastal State should expend considerable amounts of time and efforts in claiming its outer limit of continental shelf based on a ridge and natural prolongation.","PeriodicalId":278094,"journal":{"name":"KMI International Journal of Maritime Affairs and Fisheries","volume":"24 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122495217","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
