Appendages resistance is significant for high speed vessel. This paper discusses the significant increment of appendages resistance of high speed vessel. The model was tested with appendages and without appendages in the Ship Model Towing Tank at Marine Hydrodynamics Centre, Myanmar Maritime University. CFD analysis is also carried out and the results are compared for ship with skeg. Results reveal that the Three Islands of Tangshan Bay have in general a resilient ecosystem with moderate disturbance. Therefore, the Three Islands of Tangshan Bay are suitable for proper development and utilization activities. This paper argues that safety is an element of service quality and it has also been revealed that there are five contemporary issues that have impacts on the management of safety in the maritime transport industry, namely, human factor, effective communication, safety culture, commerciality versus safety and chain of safety links. Safety culture, as part of the quality and organisational culture, is the most important factor and deemed to be the root of other issues. Factors affecting the contemporary issues of maritime safety are also discussed. It is argued that these issues, viewed from the quality management approach, are of critical importance to the management of safety and thus a clear comprehension in this respect will contribute to the cause of maritime safety improvement. {"title":"An Analysis on the Problems and Improvement of using ECS for Coastal Ships","authors":"Hwayoung Kim","doi":"10.54007/ijmaf.2016.8.2.31","DOIUrl":"https://doi.org/10.54007/ijmaf.2016.8.2.31","url":null,"abstract":"The electronic chart system(ECS) is a navigational equipment with a simple electronic chart and is used in small and medium sized vessels such as coastal cargo ships, fishing boats. For the purpose of preventing marine accidents of oil tanker ships in the 1990s, the prohibition of passage of oil tankers was set up, and also forced to install the ECS to record and save the track of the ship at the same time. However, regulations for the installation of AIS (Automatic Identification System) for ships corresponding to the Ship Safety Act were newly introduced, and the enforcement regulations for the installation of ECS were deleted in 2009. However, the operators of small vessels such as barges in which there is no chart and operated without electric and navigational system, and fishing boats of less than G/T 50 tons, which are not the vessels to be installed AIS, are using the ECS as navigational equipment due to the convenience of operation. However, marine accidents such as collision, aground are occurring due to the lack of follow-up service for the customers of ECS and safety awareness of the ship operators. In this paper, we analyzed the case of marine accidents such as aground and collision caused by the misuse of ECS in the small and medium sized ships with the coastal area of the Republic of Korea. Providing intermodal transport routes between the Caspian Sea and the Black Sea, the country is a critical part of the Euro-Asian Transport Linkage that joins Central Asia and the Caucasus. As the trade between Asia and Europe grows, there is a great opportunity for countries in Central Asia and the Caucasus, including Georgia and Azerbaijan, to transit some of this trade and to develop themselves as regional trade and logistics hubs. The Governments of Korea and Georgia concluded a bilateral maritime agreement in 2014 and an agreement on reciprocal recognition of certificates of seafarers in 2015. The present paper attempts to identify areas and projects for enhanced cooperation under the framework of the agreements. Through a series of interviews and an Analytic Hierarchy Process (AHP) questionnaire, the paper finds that Korean shipping and logistics service providers suggest ‘customs clearance and freight forwarding’ as the most preferred area for cooperation and investment, whereas the Georgian maritime agencies wish to induce investment in ‘construction and operation of port terminals’. Globally, there are common issues of seafarers: continual reduction of seafarers in developed countries such as the UK, Norway, Germany, France, and Korea; aging of seafarers; multi-nationalities on board a ship; and hence globalization of manning. The case of Korea adds a peculiarity in supply of seafarers: high separation rate and alternative service for compulsory military service as a main reason of becoming seafarer. Colombia) the International Court of Justice decided that it has jurisdiction to carry out the maritime delimitation of the continental shelf beyond 200 nautical miles requested by Nicaragua. In its Judgment the Court stated that in the case of Nicaragua – as a State party to the Convention on the Law of the Sea - the only prerequisite, prior to seeking judicial delimitation of the continental shelf beyond 200 nautical miles, is having complied with its obligation under Article 76, paragraph 8 of said Convention, which states that “[i]nformation on the limits of the continental shelf beyond 200 nautical miles [...] shall be submitted by the coastal State to the Commission on the Limits of the Continental Shelf […]”. In the same Judgment the Court reinforced the difference between the delineation of the outer continental shelf and the delimitation of the continental shelf thus establishing that the latter can be undertaken independent of a recommendation from the Commission. Thus the governance system becomes an important instrument in global value chains. Taking LG Display’s new plant in China as a case study, this paper analyses the structure of LG Display global value chain, and explores the governance strategies of LG Display in the view of global value. So what are the best policy options to reconcile the coastal and user states, and how can they all be brought squarely within the remit of the United Nations Convention on the Law of the Sea (UNCLOS)? The concept of Asia-Pacific Region Maritime Confidence Security Building Measures (APR-MCSBM) is the only productive approach available, with the primary aims being to preserve freedom of navigation, to ensure the free flow of commerce, and to uphold international law. First, despite the military posturing between coastal states and user states, there is no appetite for a serious military confrontation. Moreover, the regional nations, when not being intimidated by either of the great powers, make it clear that they are eager to discover a less volatile and more practical means of preserving stability in the disputed seas.
