According to the statistics about ethnic groups across the country, the Kinh make up 86,0% of the population, and the next respective largest groups are Tay, Thai, Muong, Khmer, Nung, Mong and Dao, which collectively account for about 10% of the total population [1]. The Muong ethnic group has the most concentrated population in Hoa Binh province, they are interspersed with Kinh and other ethnic groups, mainly in mountainous districts such as Mai Chau, Kim Boi, and Cao Phong,… Despite the support from the State's policies, the lives of a number of households in these regions still face many difficulties. However, this task which requires huge resources is a challenge for all countries. In fact, besides the state resources, the private sector in many countries has emerged as the main driver in efforts to reduce greenhouse gas emissions over the last two decades. This article explains the above trend and analyzes the content of mobilizing private resources for GHG emission reduction. The paper then analyses the ways in which these countries have promoted the SME sector in their countries to integrate deeply and widely into the international economy and draws five important lessons for Vietnam: Firstly, support trade promotion for SMEs. Secondly, support Vietnamese SMEs to boost exports through e-commerce. Thirdly, support SMEs to participate in industry clusters and global value chains. Fourthly, implement solutions to improve the product quality of SMEs, creating competitiveness in the international market. In the last 20 years, the Socio-Ecological theory has developed on a global scale and is widely applied in many fields for sustainable development. Currently, Vietnam is having many innovations in the direction of rapid and sustainable development, nature-based/harmonization development, and planning based on integrated ecological functions, etc. In this direction, the Center for Eco-Community Development (ECODE) conducted a case study based on the Socio-Ecological system approach in 3 coastal districts (Tien Hai district, Thai Binh province, Giao Thuy district, Nam Dinh province, and Cat Hai district, Hai Phong city), typical for the Red River Delta – one of the areas in Vietnam most vulnerable to climate change, and has obtained significant results about: i) Zoning of social - ecological functions; ii) Assessing the impacts of climate change and development resources/climate disaster resilience of sub-regions; and iii) propose solutions and models of climate-adaptive livelihoods based on ecosystems. Through studying domestic and foreign documents, compared to the specific context of Vietnam, the article was systematized, analyzed and discussed urgent issues of social life for the social development management in Vietnam from the perspective of national digital transformation, the orientation of building a digital society and super smart society. It also proposes ideas and suggests models for reference to help solve these challenges well. This research shows that the revolution in science and technology, recently the 4th Industrial Revolution has created a basic foundation of technology and engineering, promoted an objective transition of state and properties modern society towards digitization and super intelligence.
