The authors draw attention to the fact that the main provisions of Ho Chi Minh's worldview were formed during more than half a century of his activity, in the conditions of a complex and lengthy struggle for the independence of Vietnam. Living and working for thirty years in various European countries, as well as in Soviet Russia, Ho Chi Minh got acquainted with various teachings of contemporary international relations and world politics. The article emphasizes that the formation of his ideology was determined by his acquaintance with the Marxist-Leninist theory, first of all, with the ideas of V.I. Lenin on national and colonial issues at the second congress of the Comintern in 1920, which laid the theoretical foundation for the development of the concept of the liberation movement in Vietnam. The author attempts to give a retrospective analysis of bilateral relations since Myanmar gained independence under different political systems and different political leaders. The article notes that with all the political systems of both countries, relations between them have always been friendly, although sometimes there was restraint and wariness in a difficult political situation in the world. The author concludes that today bilateral relations are on the rise. It is noted that the coro-navirus pandemic has caused significant damage to the tourism and service sector in Southeast Asia, where the majority of Russian expats are employed, which contributed to the return of about 60–70% of their representatives to their homeland. Most of the critical analysis had focused on the violation of human rights as part of Duterte’s campaign against drugs or his appeasement policy towards China in the South-China Sea. However, his support rating has remained unprecedentedly high throughout the whole term. This article demonstrates the achievements of Duterte’s government in economic, social and environmental areas that were supported by the general public and the civil society in the Philippines. Arguably, the ASEAN is far from fulfilling its goals, mostly, in regard to making Southeast Asia a unified manufacturing and doing business area. Concerning the association’s plans to provide intra-ASEAN cooperation with digital support, many obstacles remain in place. In these circumstances, much will depend upon the “down-top” vector. Specifically, Southeast Asian industry and business champions, among which the company Singapore Airlines figures prominently, can lead by example. The article scrutinizes the measures implemented by the Sin-gapore Airlines to digitalize its business activity with an emphasis on the COVID-19 pandemic period and distinguished fundamental factors behind their success. The specificity of current China’s policy is revealed, the reasons for concern from the PIC perspective are outlined, the aftereffects of the on-going political and security initiatives – the Indo-Pacific Region, the Quadrilateral Security Dialogue (Quad) and the pact between Australia, the US and the United Kingdom (AUKUS) – on the regional milieu and the PICs are scrutinized. The author argues that although selected aspects of China’s policy is encountering criticism across the region, Beijing outperforms Canberra and Washington. The formation and the evolution of those systems are scrutinized, the factors behind their transformation are revealed, the influence of the mega-projects Indo-Pacific Region (IPR) and the Belt and Road Initiative (BRI) on both systems is clarified. The academic novelty of the paper stems from a synergy of analyzing the specificity of the Asia-Pacific security systems and the evolution of the Indo-Pacific Region and the Belt and Road Initiative, which has not been sufficiently explored to date. The authors argue that the IPR leads to a decrease in efficiency of both the US-led alliances and the ASEAN-led multilateral venues, while the BRI, bringing a dividing effect on relations between the members of US-led “hub-and-spoke system”, improves positions of ASEAN as the coordinator of ARF, ADMM+8 and the EAS.
