The article examines in detail the restrictions that exist both at the level of national legislation of the PRC and on the part of other states concerning the exercise of the right of innocent passage of foreign warships through the territorial sea. In addition, it shows how the implementation of various types of naval activities, including reconnaissance activities, within the exclusive economic zone of a coastal state has become the stumbling block that has divided certain countries into two opposing camps. The PRC and the United States, in this case, are the main antagonists on this issue. The author examines in detail how Philippine education was changing during the Third Philippine Republic period, with what effect five Philippine presidents, who succeeded each other in years 1946–1965, managed to transform the education system in the Philippines, how their policy at the national level was reflected in the ideas which in their steed were propagated via the educational system in schools and other educational institutions. For the administration of each of the five presidents during the Third Republic the author gives a brief description of the state the country was in. A general short list of innovations and changes in the education system of the Philippines that occurred during the era of the Third Republic is provided. Starting from an outline of benefits and disadvantages the Fourth Industrial Revolution brings ASEAN, the author proceeds with exploring digital support that the association gives its multilateral economic initiatives, as well as ASEAN’s efforts to intensify digital cooperation as a self-sufficient direction across Southeast Asia. Finally, the paper assesses directions and measures that can strengthen ASEAN-Russia ties. Although extant research on ASEAN-Russia dialogue reveals the extent of progress and remaining problems, as well as defines major substantive issues and areas with true potential, mainstream views on its strategic directions remain stagnant in the paradigm of energy, arms transfers, agriculture and space exploration. The academic value of the article is that it takes a step forward in specifying and assessing real possibilities of ASEAN-Russia interaction offered by the increasing digitalization.
