Monokin","doi":"10.26653/2076-4650-2022-2-3-10","DOIUrl":"https://doi.org/10.26653/2076-4650-2022-2-3-10","url":null,"abstract":"The article is devoted to comparison of the basic legal documents of the European Union and the Russian Federation, defining their policies towards the Arctic. Having justified the relevance of the study both by growing interest of the international community towards the Arctic region, and by unique status of the EU (legal, geographic), author defines the subject of the research — the newest and fundamental documents of the EU (Joint Communication № JOIN(2021) 27 final) and the RF (presidential decrees № 184 and 645, Governmental Order № 996-r) concerning the Arctic. Both legal nature (status and role in policy regulation) and provisions (structure, contents) are researched. While considering structure and contents, author outlines 3 priority areas, which are common for the EU and the RF documents (ecology, social-economic development, international cooperation), analyzes and compares priority areas (in general), and their particular spheres. For each of the priority areas, features are highlighted, summarizing conclusions are made about the topicality, importance and emphases of the priority areas, about the uniqueness of their particular spheres for the documents of the EU and the RF. In a research context, not only the aforementioned documents, but also topical and relevant acts (treaties, normative legal acts of the EU and the RF) are studied. Based on the research results, author makes several general conclusions regarding the topical differences (role of the legal status, dominance of priority areas, emphasis on international cooperation, reliance on more general documents) and similarities of the EU’s and the RF’s Arctic policy documents.","PeriodicalId":255412,"journal":{"name":"Scientific Review. Over the past five years, there has been a lively scientific discussion in the science of criminal procedural law, which concerns the issues of digital transformation of criminal justice. First of all, we are talking about the digitalization of criminal proceedings. In Russia, as in foreign countries, a large number of scientists pay attention to this problem. A feature of modern life of people and society in the XXI century. information technologies have become, penetrating into all its layers. Any country in the modern world tries to keep up with the times and develop in all directions, and the development of digital technologies is often in first place. The developed digital infrastructure of any country allows solving important problems, one of which is affordable and quick access of citizens to public services. The author highlighted both the pros and cons of digitalization. The study of digitalization issues has shown that due to the introduction of new digital technologies in the sphere of Russian criminal justice, there is a certain positive development towards the automation and simplification of many procedures related to paper workflow. On the other hand, the country does not yet have certain technical and organizational capabilities for a universal transition to 100% use of digital technologies.","PeriodicalId":255412,"journal":{"name":"Scientific Review. There is a direct link between climate change and changes in social dynamics, but social mobility is not direct and predictable, its causes depend on many factors, but it is already clear that climate change exacerbates the conflict situation in locations, this has led to the loss of livelihoods and other factors causing short- and long-term displacement both within and outside national borders. The article is aimed to consider the participation of international banks in financing projects and programs on climate migration. The research methodology is based on the analysis of domestic and foreign sources (reports, documents, programs and projects) on climate migration.The results confirm the experts' view that international banks are reluctant to invest in climate migration management, mainly by financing climate change mitigation. The main conclusions are that the intensification of climate disasters leads to an intensity of migratory movement, the global community should join forces not so much to deal with climate disasters as to help climate migrants by financing projects to improve their living conditions and adapt to host communities.","PeriodicalId":255412,"journal":{"name":"Scientific Review.
