The solution of this problem by the methods of machine learning and evolutionary optimization algorithms is proposed. The information economy and digital information space built on distributed and accessible information resources represent the necessary knowledge. This knowledge is extracted from large data sets using machine learning methods. Accordingly, to solve the problem, it is necessary to determine what knowledge (properties, patterns) are needed and how to use it. In the generally accepted guidelines for ensuring economic security, this problem is solved in two stages. {"title":"THE RESULTS OF THE INTERREGIONAL POPULATION EXCHANGE IN RUSSIA FOR 1993-2019","authors":"O. The main macro-regions of Russia and the results of their interregional migration development for the period are being investigated. Trends and patterns are revealed. The first of them is a continuation of the super-concentration of the population in the first five regions — interregional migration recipients of the country (Moscow, Moscow region, St. Petersburg, Leningrad region and Krasnodar region) due, first of all, interregional migration. The latter as a whole for the period ranged from 3/4 to 4/5 of their migration growth. The balance of population placement in Russia continues to break down. All this is happening under the influence of market mechanisms and does not stop, but, on the contrary, is amplified in the 21st century. The steps of the authorities in this area remain not effective enough. The first five regions are fueled by migration through the country's most important territories, such as Siberia, the Far East and the European North, as well as at the expense of most other territories. Perhaps the only positive development in inter-regional migration in recent years is the increase in the outflow of predominantly rural populations from the overpopulated republics of the North Caucasus.","PeriodicalId":255412,"journal":{"name":"Scientific Review. Given the provisions of legal acts in which there is disagreement on the issue of state regulation of the processes of adaptation and integration. Taking into account the activities of the state on the introduction of digital technologies in various fields of activity, it is recommended to develop a mobile application containing relevant information on Russian legislation in different languages. It should also provide the foreigner with information about his further actions for staying (residing) in Russia, including the information contained in the state information system. It is noted that in connection with the threat of the spread of coronavirus infection (despite the temporary measures established by the Decree of the President of Russia to regulate the legal status of foreign citizens and stateless persons) for issuing permits, these persons are not exempt from the obligation to pass a comprehensive exam in Russian as a foreign language, history and fundamentals of Russian legislation. Given the established uniform requirements for foreigners to pass such a test. It is proposed to establish three different levels of knowledge requirements for foreign citizens and stateless persons, depending on the requested legal status. In the context of the COVID-19 pandemic, in order to minimize human contacts, measures have been proposed to digitize the procedure for conducting a comprehensive exam. It is proposed to automate the of tests with the subsequent introduction of artificial intelligence methods to fully automate the process of conducting a comprehensive exam. The author gives a brief description of the sanctions imposed since February 2022 against individuals and legal entities of Russia. Further, the author highlights the main problematic consequences of restrictive measures negatively affecting the economy of the EU member states. Information is provided on measures taken by national governments to counter inflationary pressure. Then the author considers the proposals put forward by the European Commission aimed at overcoming the energy crisis. The growth of the scale of international technology giant companies, due to their high competitiveness and liquidity, is changing the entire system of the international division of labor. Digitalization of global value chains (GCSS) will have a significant impact on the foreign divisions of TNCs and the economies of host countries. The high level of technological requirements within the framework of the GCSS may make it difficult for companies from host countries to enter them, but this may allow them to develop new forms of non-operational relations with TNCs. In the knowledge-intensive industries of developing countries, TNCs tend to introduce new technologies to establish relationships with suppliers and customers. We have outlined the main approaches to the differentiation of the mechanisms of the international presence of traditional and digital TNCs (in terms of their foreign assets and foreign income), as well as to the classification of digital TNCs. It is emphasized that, despite the annual persistence of the budget imbalance and the ever-growing public debt, the US economy is gradually emerging from the crisis caused by COVID19. The impossibility of a default in the United States with a very significant public debt can be explained by the peculiarity of the effective mechanism of the US Federal Reserve for the implementation of monetary policy. The financial regulator can issue dollars at any time by buying government bonds. In other words, the United States has the ability to borrow money and repay it in the national currency. The US economic policy is increasingly influenced by the Fed by changing the volume of the money supply through transactions with Treasury bonds. In recent years, there has been a weakening of interest on the part of foreign investors in the acquisition of US debt securities. The presence on the US debt market of such leading financial players as China, OPEC countries, Russia has decreased. This is largely due to geopolitical factors, the situation on the world oil market, and fluctuations in national exchange rates. The Soviet people \"paid\" a high price for the liberation of their territories and the territories of the countries of Europe and Asia from the fascist regime. The war claimed the lives of 11444,1 thousand Soviet servicemen and 13684,7 thousand civilians of the Soviet Union, leaving eternal memory and glory to the heroism, feats and perseverance of Soviet citizens. Statistics cannot convey the full depth of the tragedy for our people, but they can objectively assess the scale of human, economic, material, socio-cultural problems. The article is devoted to the topic of assessing the human losses of the RSFSR during the Great Patriotic War and the contribution of the Soviet people to the establishment of inter-country peace. To achieve this goal, an analysis of the losses of the civilian and military population of the RSFSR in wartime was performed, in particular, the dynamics of the population by gender and age was analyzed, a comparative assessment of the actual population with the hypothetical one was given, the irretrievable losses of Soviet servicemen and civilians, including children, were analyzed, the infant mortality of the population was studied, and the ratio of the number of men and women at the beginning and end of the war was considered. The Great Patriotic War \"threw\" the country back decades in terms of demography, social and economic development. For example, with regard to human losses, it took 10 years for the population to reach the pre-war level again. In the scientific article, the official data of the Federal State Statistics Service were used, for data analysis, the methods of constructing generalizing indicators, dynamics series, comparative analysis, as well as tabular and graphical representation of the results obtained were used.","PeriodicalId":255412,"journal":{"name":"Scientific Review. The hypothesis of the study is as follows: the high dynamics of the penetration of information and communication technologies in social and economic processes, the lack of the need to modernize certain systems and the availability of the ability to build them anew in combination with the assignment of digitalization as a priority of state policy have allowed to make significant progress in improving the efficiency of fiscal policy. At the same time, the peculiarities of the state of the public administration system determine the digitalization emphasis on the fiscal component of fiscal policy and do not fully realize the potential of the controlling component in relation to public spending. The methodology of the study is based on general scientific methods of theoretical and methodological analysis of sources, abstract-logical approach, analysis and synthesis, formal-legal and method of content analysis. As a result of the study, the proposed hypothesis is proved and it is shown that the digitalization of taxes has great potential in the sphere of digital taxation of the tax system in modern Russia, allowing to comprehensively solve the problems of functioning and development of this system and overcoming its current crisis. It is shown that the digitalization of taxes is a priority area of digital taxation of the tax system in modern Russia. The author assesses the most significant problems facing the further digitalization of the country's tax and fiscal policy. In the course of their employment, employees, particularly those in managerial positions, acquire detailed information about the employer's business. Such information can then be used for the benefit of the new employer or the employee themselves in their own business activities. In order to manage this risk at the level of the employment contract, the foreign law has developed the concept of restrictive covenants. This article discusses the pre-conditions of the negative approach which has been developed in the Russian law to the inclusion of such provisions in the employment contract and the effectiveness of instruments used instead of them in practice, in particular trade secret and unfair competition, as well as Article 276 of the Russian Labour Code.
