This article presents a state of the art of circular supply chain management (SCM) in the Industry 4.0 (I4.0) era, based on systematic literature review on recent relevant advancements in research. Then, an overview of the different frameworks and linkages between CE for supply chain in Industry 4.0 will be presented. Chafik, Youness Frichi","doi":"10.1109/LOGISTIQUA55056.2022.9938058","DOIUrl":"https://doi.org/10.1109/LOGISTIQUA55056.2022.9938058","url":null,"abstract":"Despite implementing the Hospital Emergency Plan (HEP) in Morocco that manages the massive influx of victims in disaster situations, it is still difficult for healthcare decision-makers to deal effectively with these situations, which has negative impacts on the performance of the emergency department. Thus, managers need decision systems that help save lives and reduce disabilities. This paper aims to improve the HEP by developing a model based on supervised machine learning as a support tool, to allocate the needed human and materials resources according to injuries number. We propose applying a feedforward neural network (FFNN) and backpropagation. We evaluate the proposed model performance indicators. Our framework was conducted on previous experiences between 2009 and 2019 of 4 public hospitals in Casablanca city. The application of the developed model on our data sample showed that the FFNN provided satisfactory precision for the direct implementation and gave feasible solutions according to the available resources. Allocating resources can be performed using FFNN and capitalizing from lessons learned through previous experiences. However, the logistics e-communication of Moroccan local authorities presents an antinomy since it is characterized by an illusion at the theoretical level, despite its quantitative outcome in the literature. Singularly addressed in research in France, Asia and America, it is almost absent as a research field in the great African space, where it becomes more illuminated as a field of social and professional practices. However, several acts show the still perplexing attribute of its status, as well as its doubts about the theoretical and practical answers to be given to the current divergences of territories (cities, municipalities, regions, etc.). Because of the incessant questions about the logistics communication dimensions (rank, obstacles, challenges, etc.), it seems necessary to us to question the bases of a possible crisis in the evolution of the field of Territorial Logistics Communication (TLC) in Morocco in order to better open up to the panoramas of the latter in the e-communication vision. Therefore, based on a theoretical study, we first offer a brief overview on the fragmented terminology of territorial logistics e-communication. This spending is aimed at developing infrastructure to ensure economic emergence, by strengthening the highway and expressway networks, developing and modernizing the railway network, and continuing to implement the national port strategy. Since the early 1990s, several studies have attempted to determine the relationship between infrastructure investment expenditure and economic growth, using econometric models. Despite its fundamental importance for creative thinking, scarce are the papers that focused exclusively on the comparison of these inter-allied fields. Our conducted comparison pivots around six key criteria, which have gained prominent attention from scholars as well as practitioners in both areas, namely: challenges, resilience, forecasting management, knowledge management, inventory management, and also procurement management. Risk cannot be managed if not well-identified; hence, a classification of supply chain risks in a Lean Green context was provided. Subsequently to risk identification an approach based on Weighted Product Method (WPM) was proposed; for risk assessment and prioritization, for its ease of use, flexibility and board adaptability. The output of this analysis provides visibility about organization's position toward desired performance and underlines crucial risks to be addressed which marks the starting point of the way to performance improvement.
