Namun, banyak orang melihatnya dari sudut pandang yang sangat negatif. Pandangan bahwa otonomi daerah telah membawa lahir raja-raja kecil yang cenderung menyalahgunakan kekuasaan yang diserahkan oleh pemerintah pusat. Otonomi daerah juga telah disalahgunakan untuk menciptakan kebijakan diskriminatif yang menyebarkan primordialisme. Sangat sedikit orang yang melihat kebijakan otonomi daerah dari sisi positif. Makalah ini membahas inovasi yang diciptakan oleh pemerintah daerah dalam merespons kewenangan yang diterima dari pemerintah pusat. Beberapa pemerintah daerah telah menggunakan peluang ini untuk mengembangkan kebijakan yang meningkatkan layanan publik untuk menarik investor. Beberapa kasus dibahas untuk menunjukkan bahwa beberapa pemerintah daerah sangat serius dalam reformasi kebijakan mereka. Namun, studi perbandingan kasus dari distrik lokal akan disajikan untuk memahami implementasinya secara lebih mendalam. It specifically focuses on the availability and accessibility of procurement data on the official public procurement website of the Bima City Government, which can be found at https://lpse.bimakota.go.id/eproc4. The transparency indicator used by researchers to explore this issue is the Municipal Transparency Index (MTI) from Portugal's Transparência e Integridade Associação Cívica (TIAC). The unit of analysis boils down to website-based transparency of public procurement documents and the activities inherent in its management. The researchers used two types of data, namely (i) primary data, obtained directly through in-depth interviews with several informants determined by purposive sampling technique, from the management of the government's electronic procurement system; and (ii) secondary data, obtained through a literature study of official documents, mass media articles, internet news sites, and others. This research is intended to add to the empirical case study on the level of website-based transparency managed by local governments in Indonesia, where this aspect is reflected by data openness in its provision and accessibility, which is an important prerequisite for building transparency and a core part of the Open Government initiative. The official website of the Bima City Government's EPP currently does not show an indication of ideal openness in terms of data availability and accessibility, due to specific constraints in the form of budget limitations, staff competence, and the commitment of political leaders. In this ever-evolving information age, libraries are places to read books and knowledge centers that support digital literacy and intellectual growth. Data was collected through interviews, observation, and documentation. The analytical tool that is maximized is Nvivo 12 Plus. The research results show that constructing a new library infrastructure has increased people's access to digital knowledge and literacy. Inclusive design has enabled the participation of all walks of life, while digital library services have expanded the range of educational resources. Government coordination has also supported efficiency in project implementation. However, low digital literacy and data privacy protection require further attention. The tourism industry is information-intensive and heavily dependent on effective communication. This study analyzes social media's effect on increasing interest in visiting Loang Baloq tourism in Mataram city. The research method used in this study is a quantitative method using the smartPLS 3 tool to test the reliability of regression and hypothesis testing. Furthermore, the results of this study show that the theoretical contribution of this research can be briefly summarized as follows: social media tourist attraction significantly influences visiting intentions positively and significantly towards visiting purposes with p values of 0.000 and 0.041, respectively. Tujuan penelitian ini untuk menganalisis efektivitas Bawaslu dalam pelaksanaan Pilkada tahun 2020 di Kabupaten Sidoarjo. Metode penelitian yang digunakan deskriptif kualitatif dengan teknik penentuan informan menggunakan purposive sampling. Informan dalam penelitian ini adalah Ketua Bawaslu Kabupaten Sidoarjo, staff divisi PPHM, staff divisi SDM. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif dari Miles & Hubermn, yang meliputi; pengumpulan data, reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwaantitas kerja Bawaslu mengalami peningkatan beban kerja karena adanya pandemi dan peningkatan produktivitas kerja dengan memanfaatkan teknologi sehingga sudah dapat dikatakan efektif. Kualitas kerja Bawaslu berhasil meraih penghargaan Model Inovasi Pengawasan, tetapi belum menerapkan survei kepuasan masyarakat untuk menilai kinerja Bawaslu Kabupaten Sidoarjo. Dalam pemanfaatan waktu, Bawaslu telah menyelesaikan pekerjaan dengan penuh tanggung jawab dan telah menentukan skala prioritas. Kemampuan karyawan serta attitude kerja dalam jajaran tim pengawas juga melibatkan masyarakat untuk mengawasi jalannya Pemilu. Penelitian ini menggunakan pendekatan kualitatif dan melakukan penelitian literatur. Hasil penelitian menunjukkan bahwa berdasarkan pendekatan teori George Edward III, penerapan penyetaraan jabatan masih belum optimal. Regulasi yang mengatur penyetaraan tidak konsisten, sehingga simplifikasi kompetensi dan batasan usia pejabat hasil penyetaraan dapat menghambat pola karier mereka. Hasil penyetaraan menunjukkan bahwa jabatan fungsional tidak sesuai dengan pendidikan dan kemampuan mereka. Kinerja pejabat fungsional hasil penyetaraan dapat dipengaruhi oleh fakta bahwa 30% dari mereka berusia di atas 53 tahun, dan tercatat sekitar 5% pejabat fungsional hasil penyetaraan pada tahun 2021 telah berusia 57 tahun. Aspek manajemen kepegawaian yang masih dianggap lemah dan perlu mendapat perhatian serius, yaitu penyelenggaraan pendidikan dan pelatihan yang belum berbasis sistem merit. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis penelitian deskriptif. Metode pengumpulan data dilakukan dengan wawancara dan dokumentasi. Data yang didapatkan dikompilasi dan dipetakan sehingga bisa diketahui bagaimana penghambat pelaksanaan pendidikan dan pelatihan berbasis sistem merit di BKPSDM Kabupaten Takalar. Berdasarkan hasil penelitian ditemukan bahwa penghambat pelaksanaan pelatihan berbasis sistem merit adalah adanya resistensi terhadap perubahan dan kurangnya komitmen pimpinan BKPSDM Kabupaten Takalar. Dengan permasalahan tersebut peneliti memberikan saran perlu adanya komunikasi terbuka terhadap seluruh anggota organisasi. Komunikasi dapat dilakukan secara lisan, dan atau tulisan sehingga seluruh anggota organisasi akan menerima informasi dari satu sumber. Kajian ini menggunakan penelitian kualitatif dengan pendekatan teori soliditas. Untuk memperoleh data, penulis melakukan wawancara mendalam kepada sejumlah pengurus DPP Partai Gerindra, serta mengumpulkan dokumen dari media, penelitian sebelumnya, dan dokumen internal partai. Temuan kajian ini menunjukkan bahwa soliditas Partai Gerindra sejak 2014-2023 merupakan elaborasi tiga faktor yakni faktor ideologi, peran kepemimpinan serta peran kaderisasi dan rekrutmen yang berlaku. Meski dapat mendorong soliditas, namun peran kepemimpinan dapat bersifat kontradiktif. Di satu sisi dapat membahayakan soliditas karena kaitannya dengan ambisi pribadi atau konflik kepentingan antar elit. This study uses a qualitative descriptive approach to use primary and secondary data. The analysis tool used is Nvivo 12 Plus. These findings successfully analyze the challenges faced in integrating digital literacy in smart city development, including digital literacy gaps, privacy concerns, lack of awareness of benefits, technical challenges, and cultural changes. In addition, the role of government and regulation and cross-sector collaboration are also explained as important factors in creating an environment that supports holistic digital literacy. The results of this study provide a comprehensive view of how digital literacy can play a key role in facing challenges and optimizing the benefits of smart technology in the development of inclusive and sustainable smart cities. Faktor apa saja yang memuluskan proses tersebut. Penelitian ini menggunakan metode kualitatif dengan studi kasus. Tujuannya untuk mencari gambaran secara makro dari kasus yang sedang ditelaah bagi diskusi politik seputar efektivitas kebijakan secara lebih luas. Temuan dalam penelitian ini menunjukkan ada beragam faktor institusionalisme yang memitigasi ketidakstabilan politik dan menghindari kebijakan menjadi tidak efektif. Faktor institusionalisme ini terbagi dalam topik kaitan hubungan presiden dengan partai politik serta dengan parlemen, yang di mana keduanya saling berkaitan. Faktor-faktor institusionalisme yang terkait dengan partai politik secara garis besar ada tiga hal. Pertama, realitas fraksionalisasi partai di dalam parlemen. Kedua, personalisasi politik yang begitu kuat untuk menempatkan para ketua umum atau pimpinan partai mengambil kebijakan. Ketiga, presiden memiliki hak prerogratif untuk menyusun kabinet. Hal ini diperkuat dengan realitas lemahnya faktor institusionalisasi partai politik dalam mengambil sebuah kebijakan dan sikap pragmatism politik. Keterkaitan faktor tersebut yang menjelaskan mengapa Presiden Jokowi mengubah halauan pembagian kekuasaanya dari “victory game” (hanya berbagi pada partai pengusung) menjadi “reciprocity game” (melibatkan unsur partai oposan ke dalam kekuasaan). Penerapan konfigurasi kekuasaan yang bersifat koalisional mengakibatkan adanya sumber daya politik yang memadahi bagi Presiden Jokowi merealisasikan beragam kebijakan.
