Metode yang digunakan antara lain penelusuran dengan menggunakan Google Trends, Harzing’s Publish or Perish, dan pemetaan bibliometrik menggunakan VOSviewer. Hasil menunjukkan bahwa pencarian dengan menggunakan kata kunci environmental economics pergerakannya cenderung konstan dan sumber pencarinya didominasi oleh negara-negara Afrika dan Pasifik serta sebagian kecil negara Amerika Latin dan Skandinavia berdasarkan Google Trends. Umumnya karakter negara yang mencari topik ini adalah negara kecil dan miskin. Berdasarkan informasi dengan menggunakan Harzing’s Publish or Perish, terdapat 991 artikel yang diterbitkan dengan kata kunci tersebut. Selanjutnya pemetaan bibliometrik menunjukkan bahwa terdapat enam klaster topik penelitian mengenai environmental economics dan topik penelitian yang banyak diangkat mengenai emisi dan energi. Topik-topik yang belum banyak diangkat antara lain studi kasus pada negara tertentu, climate policy, water, renewable energy, dan environmental management. The Blue Economy is expected to be able to answer the dependence between the economy and the ecosystem as well as the negative impacts of economic activities including climate change and global warming. The principles contained in the blue economy can be a golden key in national development planning. The purpose of this study is to find out how important strategic leadership is in Indonesia's commitment to building a blue economy-based marine economy. The approach used in this research is qualitative - descriptive with the researcher as the main research instrument and the design approach used is descriptive-explanative. the findings in this study found that the role of leadership is very crucial in realizing the success of development with a blue economy approach, Indonesia's abundant natural resources will be meaningless if there is no role of leaders who are able to manage and mobilize all their potential. It is important that all parties involved are involved in helping to create a prosperous marine economy based on a blue economy. This research is a development of previous research on employees in one of the local government agencies. The contribution of this research is expected to be able to provide new information at the theoretical/scientific level of human resource management and add new references and managerial implications that can be positively applied to non-profit organizations. Referring to the results of previous research and empirical theory related to the learning process of human resource management, this research was conducted using a survey data collection method by distributing questionnaires online, respondents were selected based on a purposive method sampling of ministry employees in charge of coordination in the fields of politics, law, and security. The analysis in this study uses factor analysis and Lisrel structural equation modeling (SEM). The findings from this study are that leadership and organizational culture are not directly related to employee performance, but the role of leadership and organizational culture can be related to employee performance through the mediation of work motivation. The managerial implication of this research for the organization is being able to encourage the role of a leader to be able to improve the performance of its employees in the organization and the various cultures within the organization can be uniformed following the culture which can provide positive changes to the work motivation of employees to achieve organizational goals. As described above, the supervision of the pretrial system is implicitly still weak because it is based on the suspect's initiative in submitting a pretrial, meaning that the judicial process can be identified as problematic not because of the supervision of state organs but the suspect's initiative in submitting a pretrial. Based on this, the writer examines 1) how is the development of the position and function of commissioner judges in Indonesia? and 2) how is the construction of commissioner judges in the Draft Criminal Procedure Code in the Indonesian criminal justice system? This study uses a normative juridical research method with a statute approach and a conceptual approach.
