However, progress of the projects is not advanced due to uncertainty of the process. Therefore, the purpose of this study is to improve a business process model for the aged apartment remodeling in case of the number of units are increased for the remodeling union to pursue the remodeling project easily. In order to improve the process model, requirements for the Housing Act are analyzed, the existing process model is developed based upon the requirements, uncertainty of the existing process is examined and a to be process model is proposed to eliminate the uncertainty. Many architects and engineers are consulted to discuss the uncertainty and process model. If the annual cost is reduced than the initial planned cost, the number of possible activities is also reduced from initial planned progress schedule. In such cases, project manager need to replan the progress schedule with possible activities within changed annual cost. However, most project manager will proceed as planned schedule without any change. After the project cost has been exhausted, there are many cases to stop the operation of the construction site. This study developed active 5D CAD system that can replan the progress schedule within changed annual cost and simulate the cost status according to the changed schedule for cost visualization. However, there are a few studies on influence of accidental explosion on underground structures. In this study, the process of assessing the stability of underground structures is suggested and its applicability is verified through the case study. AUTODYN and SPACECLAIM are used to execute the structure and geotechnical modelling, and explosion effect is simulated and vibration velocities are calculated. According to the result of this case study, it is concluded that underground structure constructed 70m below ground might be rarely influenced by the simulated explosion. In the case of Domestic Public Construction Works, State Contract Act is applied when the client is government whereas Local Government Contract Act is done when the client is local government, but more meticulous study is required because improvement plan is not proposed even there is a clear demand for improvement of these problems on calculation standard. Thus this study suggested appropriate standard by comparing each the calculation standards followed by ‘State Contract Act’ and ‘Local Government Contract Act’, considering the problems accorded, and analyzing field cases. Calculation method of other expenses was differently regulated as the revision of each regulation, and this demonstrates that there is a difference of actual cost from 12.37% to 24.95%. It is shown that less cost of construction time were calculated than actual cost according to a problem of calculation method by State Contract Act as the rate at the time of contract to be applied in other expense rate. But this approach has lead to problems such as falling of building values due to lack of awareness of defects caused by long term utilization. So, the relationship on the characteristics of buildings and defects should be clearly analyzed to prevent falling of building values. This study, therefore, proposed a technique to quantify the relationship between building fa ç ade elements and defects. The technique was developed by applying pixel concept to the outside of the buildings. It has a feature to determine the clear relationship by presenting quantitative data that have been recognized qualitatively. The proposed technique is referred to “Pixelization Method”. It separates building fa ç ade into unit compartment and makes database by assigning a code depending on the characteristics. However, the activation of modular building projects is obstructed in the construction industry. There are many reasons to identity for this obstruction but one issue should be focussed. Modular buildings require to change the existing construction production system to a new construction production system, which is factory production – transportation – erection. However, the existing project delivery system in the public sector could not be adapted for this new construction production system due to the obligation of multi prime contract use, such as electrical, communication, fire fighting contracts by Law. Therefore, modular buildings in the existing project delivery system are separately contracted by multi prime contracts and modular units composed of the buildings are contracted by an architectural prime contractor as a commodity. As results, construction costs are increased, potential quality problems are raised and the existing project delivery system is finally an obstacle not to maximize benefits of the modular buildings. They beat every previous year on record, including the previous record high of 99 completions in 2014. This brings the total number of 200-meter-plus buildings in the world to 1,040, exceeding 1,000 for the first time in history and marking a 392% increase from the year 2000, when only 265 existed. South Korea recorded three completions during 2015 - improving slightly over 2014, in which it had one. This study focused on the fact that high-rise building development project risks have not reduced in Korea in spite of numerous studies and measures. And it attempted to examine whether existing studies and measures have been presented on the basis of the accurate analysis of existing studies and measures and classify and analyze the characteristics of each phase’ s risk factors in the hope that its results would be one reference point as to the measure to prevent high-rise building development project risks in the future. A high-rise building development project is the high risk project as compared with the low-rise project. Because a high-rise development project takes long and is very sensitive to the changing environment. Therefore, in order to succeed the project it becomes necessary to effectively manage the risk involved in the process of the high-rise building development project. This trend could be caused by Low-Price Contracts, the lack of Know-how and experience in operating, the poor management of Claims and Low-Profitability in Business. It has been recognized that the qualitative improvement of Business Contacts are necessary for successful Projects. In the Bidding Process, therefore, Experience data as In-House Data and Lessons Learned for projects should be strategically involved to assure riskless offers. Accordingly the Proposal Process are needed to be organized and enhanced by including processes for risks review about technical, marketing and commercial part during the bidding. This paper proposes a Risk Management Process model during Bidding Phase, using Risk Evaluation Method through the project life-cycle. However, the current regulations and systems do not clearly define the scopes and contents of the green remodeling. Also, the lack of the inducement measure is another reason of the low engagement of the private enterprises to the green remodeling business. Therefore, this study proposes a tax exemption plan to promote green remodeling business implementation, with the consideration on practical applicability. And the proposed plan was applied to the green remodeling pilot project case in2 014 and the effect was quantitatively analyzed.
