In order to improve the process model, requirements for the Housing Act are analyzed, the existing process model is developed based upon the requirements, uncertainty of the existing process is examined and a to be process model is proposed to eliminate the uncertainty. Many architects and engineers are consulted to discuss the uncertainty and process model.
