It‟s noted that at the sharp increase in the number of property owners, the awareness of their rights and responsibilities for the maintenance of their principal residence in proper condition is lingering. The methods of consumers‟ participation in property administration adopted from the advanced foreign experience have not got widespread use. Along with that, while applying these practices, property owners willing to realize their leadership potential should pay attention to the skills-on-demand. Practical experience in property management participation in the sphere of housing and utilities sector could facilitate further success of the leaders realizing their potential in business administration that usually takes form of a condominium association. Family for the child is the immediate social environment and the basic link in the system of education, socialization, training, vocational guidance. However, not all children have the right to live and be raised in a family, and the topic of social orphan hood continues to be an acute one. Therefore, in modern society there are various forms of organization of orphans and children left without parental care guardianship, guardianship, adoption, foster family. In addition, foster care is a relatively new type of practice that is governed by regional law. Today, considerable experience has been gained in improving the system of work in the field of guardianship and guardianship of minors. Youth initiatives in the field of science and innovation and their desire for independent participation in the life of society and the state allow them to implement leadership needs and interests. Although youth work has been recognized greatly in comparison to the past, there is still a need to contribute a lot to work practices. Many organizations expect their young employees’ outcomes, but not all types of activities result in many proliferating outcomes. The youth sector is gaining a growing emphasis on professionalism and collaboration. And it is becoming possible only meeting the priorities set by young employees, responding to the individual needs and wants of young people. The disconnection between the purpose and the expectations is serious. However, it may indicate that in the near future the contribution of young employees will be a trend. We argue that in today’s complex world, intellectual security is becoming the leading factor of economic development. The paper discusses such issues as human capital, innovations, as well as intellectual potential. Moreover, we focus on the issue of intellectual security as a type of state security and contemplate on the problems of cyber security and cyber threats as those targeted against the individuals and often resulting in personal data breaches of the personnel. Our paper also mentiones the trends in intellectual security in the Russian Federation. Specifically, we look into the problem of brain drain from Russia, specifically the migration of leading highly qualiied researchers and scientists abroad. We discuss the impact of migration in general and intellectual migration in particular on the regional economic growth and development. Today’ students will become the future leaders who would foster the development of the world economies and bring innovation and prosperity. Thence, it is our task to prepare them well for the new challenges that might await in the globalised and digitalised world of tomorrow. Nowadays, when many young people experience discrimination on the labour markets and are facing with such issues as unemployment and social exclusion, helping them to develop their inner potential becomes an important endeavour that governments and public sector should undertake. Our results show that the efforts aimed at developing leadership skills in students would bring fruits and results in preparing qualified and well-trained labour force. This sector constitutes the driver of the entire system of the national economy and directly directs transformational processes. The rise of ICTs caused significant changes in all sectors of the national economy. It is apparent that the implementation of “electronic government” not only increases the efficiency of the public administration system, but also contributes to an improvement of quality of public services provided to entrepreneurs and regular citizens. We argue that public sector reforms can foster the development of the national economy as well as to promote sustainable economic growth. Today, the ongoing transformational processes include not only the introduction of digital technologies in all sectors of the national economy, but also positive changes in the leadership styles of government structures and methods of government. However, in the process of digitalisation of the national economy, there are still many issues related to the use and implementation of ICTs. Leadership is the inner state of a person determining the strategy of her life. Thus, leadership qualities are related to its reflection, which gives the opportunity to carry out introspection and to analyze other people, that is meta quality. This circumstance makes it possible to consider the phenomenon of leadership qualities of students in the reflexive dimension. Leadership qualities of a modern University student have a complex structure, contains motivational-value, cognitive, operational-activity components. These components are associated with different types of reflection, namely, personal, intellectual, communicative, cooperative; retrospective, situational, perspective. The diagnostic tools presented in the article allowed to determine the level of formation of students' leadership qualities and their reflexivity and to statistically prove the relationship and interrelation of these phenomena. At the initial stage of education at the University dominated by leadership qualities of the individual, focused “on themselves” and, accordingly, personal, intellectual and retrospective types of reflection. At the stage of completion of the second (bachelor) level of higher education the priority is given to leadership qualities of the student, aimed “at others”, which are determined by communicative, cooperative, perspective reflection. The existence and functioning of the modern international legal order are based on the fundamental and universally recognized principles of international public law enshrined in the following documents: the Charter of the United Nations of 1945 (7 principles); the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations, adopted by Resolution 26/25 (XXV) of the United Nations General Assembly on 24 October 1970 (7 principles); the Declaration of Principles of the Final Act of the Conference on Security and Co-operation in Europe (Helsinki 1975) (10 principles). The quantitative formation of the modern system of principles of international public law contains only 10 principles that are recognized by the member states of the international community of states and legalized in more than ten thousand international treaties of different levels by means of their consolidation in the preambles of such treaties. Furthermore, in the age of legal globalization, which is new and the most integrated form of globalization, the rule of law becomes of increasing importance and development. Firstly, this principle is directed at the synergistic interaction of the legal systems of the member states of the United Nations with the purpose of the same approach to regulation of a wide range of issues, which, on the one hand, are the subject of regulation of national law, and on the other hand, they have already become the subject of international legal regulation (human rights, democratization of public administration, electoral law, local self-government, etc.).
