Distance education is desirable for those who are unable to attend the traditional class, because of their work requirements. A distant education system can be very effective and useful to provide a learning environment in which teacher and students located remotely can participate in the same lecture and exchange their ideas and opinions. Also it can overcome the other deficiencies of the educational system which does not provide an environment to make up for missed lectures. The goal of this project is to develop an integrated environment for the delivery of course material, independent of time and geography. The paper covers the motivation for virtual classrooms, the selection and the use of delivery technologies, strategies and issues, and participant feedback. The components of this Web based classroom environment are Active Server Pages (ASP), the Server database, Java and VB scripts, and an Internet Information Server (IIS) application. ASP provides a means for Web developers to activate their Web sites with dynamic live database-driven content. The code that produces this rich content runs on the server. The comparison is based on the author's experience as well as others. This method is based on preprocessing the speech signals produced under stressful talking conditions when the optimum value of number of poles of the vocal tract transfer function has been determined. Our results show that the optimum value of number of poles under stressful talking conditions is equal to 14. The report describes the project carried out by a group of students in the area of motor driving systems. A mini mobile robot named \"AGGIE ROVER\" was constructed and tested. This system consists of three parts: base, arm and head, which can be remotely controlled separately and simultaneously. Verified IP blocks can also serve as examples, which speed up the learning curve for a beginning engineer because a learn-by-example format is generally easier to comprehend. This work proposes a unified model based on the four virtual circuit (VC) management models proposed by the Internet Engineering Task Force (IETF); the aggregate, homogeneous, full and limited heterogeneity models.
