The results show that :(1) From the static analysis of efficiency, the average comprehensive efficiency of the first stage of transformation of scientific and technological achievements in tourism universities is around 0.65, and the pure technical efficiency is slightly higher than the scale efficiency, which is particularly obvious in the 985 and 211 universities; In the second stage of the transformation of scientific and technological achievements in tourism universities, the comprehensive efficiency value is about 0.55, and its pure technical efficiency and scale efficiency are also between 0.6-0.7, relatively speaking, there is a large room for improvement. (2) From the dynamic analysis of efficiency, the mean value of total factor productivity index of scientific and technological achievements transformation in tourism universities is 0.975 in the stage of research creation, while 1.609 in the stage of achievement transformation. Further, from the efficiency decomposition index, all the efficiency indexes in the first stage except the scale efficiency index are less than 1, while all the efficiency indexes in the second stage are greater than 1. Therefore, in the future development process, tourism universities should strengthen the management and technical level in the first stage of transformation of scientific and technological achievements, in order to avoid excessive loss of technological progress and pure technical efficiency. The research results of this paper are helpful to find the problems existing in the transformation efficiency of scientific and technological achievements in tourism universities and guide tourism universities to pay attention to scientific and technological innovation, studies, this paper divides the transformation of scientific and technological achievements in tourism universities into two stages: research creation and achievement transformation. The results show that: (1) Urban infrastructure construction, tourism economic development and technological support capabilities play a key role in the competitiveness of urban smart tourism; (2) According to the competitiveness of urban smart tourism, the six cities can be divided into three levels: Wuhan, a highly competitive city, Zhengzhou, Hefei and Changsha, a medium-competitive city, and Taiyuan and Nanchang, a less competitive city. First, analyze the current tourist flow forecasting progress of the scenic spot, find out the various shortcomings of the tourist flow forecast of the scenic spot, and then collect the passenger flow data of the scenic spot for a period of time, and use the ARIMA model and the BP neural network to analyze the seasonality and randomness of the tourist flow of the scenic spot. The change characteristics are modeled, and their prediction results are weighted to obtain the tourist flow forecast results of the scenic spot. Finally, the comparison test is carried out with the current classic scenic spot passenger flow prediction model. In this context, this paper takes the impact of COVID-19 on urban tourism in Wuhan, China, as a case study to explore the impact of public emergencies on urban tourism development. Using the method of questionnaire survey, the national tourists as a sample of sampling survey, from the perspective of the city's tourism image, tourists and tourism enterprises, descriptive statistics of tourists' perception, the following conclusions are drawn: (1) after the epidemic, tourists have a positive impact on the city's tourism image; (2) After the epidemic, only 35% of tourists are willing to travel to Wuhan in the form of travel agency, and more tourists prefer independent travel, with 63% of tourists choosing independent travel.
