This study used a survey data collection method and a random sampling technique with 100 residents who visit the local government's public services website as respondents. A Likert scale was used to create the questionnaires. SEM-PLS looked at the data to see if it was valid and reliable, as well as test hypothesis and regression. This study found that perceived usefulness, information quality, and privacy and security had a positive and significant effect on trust in e-government with p-values of 0.000, 0.001 and 0.000, respectively. The influence of the three independent variables towards the dependent variable was moderate (R-square = 0.494). Finally, the limitations and implications of these findings are examined. Studi ini menguji manfaat yang dirasakan, kualitas informasi, dan privasi dan keamanan untuk memprediksi kepercayaan pada e-government. Penelitian ini menggunakan metode pengumpulan data survei dan teknik random sampling dengan 100 orang warga yang mengunjungi website layanan publik pemerintah daerah sebagai responden. In this contestation, there was a conflict between ethnic groups, namely the indigenous Papuans and migrants. This study aims to discuss the political struggle of the Merauke Regency to get political support through entities. This study uses an analytical approach to research from several emerging factors such as ethnicity. Data collection was obtained from online media reporting writers, interview websites, and research reports. This study found that identity cannot be separated in the Merauke district, where politics is considered to have its positives and negatives. The positive is to ensure that ethnic immigrants in the Merauke district respect indigenous peoples as owners of territory. The negative is that there is no right to become regent for the immigrant tribes in the Merauke district even though they have fulfilled the requirements as a leader. There are no rules regarding who has the right to lead in special autonomy in the Papua region. This case raises many things related to Papuans in Indonesia in particular.Pada Pemilihan Kepala daerah Kabupaten Merauke terjadi kontestasi antar suku untuk memenangkan kandidatnya. Pada kontestasi ini terjadi konflik antar suku yaitu suku asli papua dan suku pendatang Penelitian ini bertujuan membahas pertarungan politik kabupaten Merauke untuk mendapatkan dukungan politik melaui entnisitas. Penelitian ini menggunakan pendekatan kualitatif dengan penelitian analitis dari beberapa factor yang muncul seperti etnisitas. Pengumpulan data diperoleh penulis dari pemberitaan media online, website wawancara, dan laporan riset. Penelitian ini menemukan identitas tidak dapat terlepas di kabupaten Merauke dengan politik dianggap memiliki positif dan negatifnya. Positifnya adalah memastikan bahwa suku pendatang yang berada di kabupaten Merauke menghargai masyarakat adat sebagai pemilik atas wilayah. Negatifnya adalah tidak adanya hak untuk menjadi bupati bagi suku pendatang yang ada dikabupaten Merauke meskipun telah memenuhi syarat sebagai seorang pemimpin. Tidak adanya aturan terkait siapa yang berhak memimpin dalam otonomi khusus di wilayah papua. It posits that different policy networks would possibly produce or condition different policy outcomes in the project. The study uses a qualitative secondary data analysis. The study found: First, policy changes in the project, from initiation to implementation and finally termination, might be explained through the formation and transformation of different types of policy networks. Overall, the networks were characterized by fluctuating interactions among actors and the persistent power struggle between economic, environmental, and societal interests. Second, the networks’ type changes were possible due to two factors: (1) the political context of the 2017 gubernatorial election; and (2) the influences of environmental and societal ideas. Studi kasus ini berupaya untuk memahami pembuatan kebijakan proyek reklamasi teluk Jakarta melalui lensa analitik policy networks. Studiiniberasumsi bahwa jenis policy networksyang berbeda mungkin akan menghasilkan atau mengkondisikan hasil kebijakan yang berbeda dalam proyektersebut. Hasil studi ini menemukanbeberapatemuan. The Systematic Literature Review (SLR) method with a mixture of qualitative and quantitative approaches was used to conduct this research. Data were obtained from 289 articles sourced from the Scopus Database, with the VOSVIEWER and NVIVO 12 software used to determine the conceptual model. The analysis results showed that this study is associated with farmers’ issues, agricultural governance, agricultural systems, and the collaboration of stakeholders in managing agricultural production. These perspectives are used to explain the concepts, topics, and issues of the farmer's social movement, including the role of actors, dynamics of conflict, challenges, and struggles of the movement, processes, conservation, sustainable environment, cooperation, the collaboration of stakeholders, as well as production and marketing of agricultural products. This conceptual model contributes to the development of farmers' social movement studies oriented towards concept development and disclosing issues in the field. Paper ini bertujuan untuk memformulasikan konseptual model studi gerakan sosial petani berdasarkan pada penelitian terdahulu. Metode yang digunakan pada penelitian ini adalah metode Systematic Literature Review (SLR) dengan pendekatan campuran kualitatif dan kuantitatif. Pendekatan SLR digunakan untuk mereview 289 artikel yang bersumber dari Scopus Database.Review paper menggunakan software VOSVIEWER dan NVIVO 12 yang menghasilkan data untuk menjawab pertanyaan penelitian, yaitu bagaimana model konseptual studi gerakan sosial petani.Hasil analisis dengan SLR mengungkapkan bahwa studi gerakan sosial petani berkaitan dengan isu-isu gerakan petani, tata kelola pertanian, sistem pertanian, dan kolaborasi stakeholders dalam mengelola produksi pertanian, yang dijelaskan melalui perspektif sosiologi, ilmu lingkungan, dan manajemen pertanian. Perspektif tersebut digunakan untuk menjelaskan konsep, topik, dan isu-isu gerakan sosial petani, meliputi peran aktor, dinamika konflik, tantangan dan perjuangan gerakan, proses gerakan, konservasi, lingkungan berkelanjutan, kerjasama, kolaborasi stakeholders, dan produksi serta pemasaran hasil pertanian. Therefore, this article aims to look at the actualization conditions of urban policies in climate change governance in Makassar City, Indonesia. strategy is an effort to find and build a model for implementing strategies for developing urban resilience in climate change governance in Makassar City. The research method used is an explorative-qualitative method with a narrative-phenomenological approach where the data sources are primary and secondary data. Data collection through field studies and document studies. The data analysis used is an interactive model. City strategy resilience development model in climate change governance in Makassar City. The results showed that for the first time, the actual condition of Makassar City was under threat of climate change, both biophysically and socio-economically. Second, multilevel governance (MLG) as an ideal model in developing urban resilience, where the principle used is collaborative impact governance, namely building collaboration in policy making to tackle climate change. Third, decentralization as a strategy for implementing resilience, such as national conservation, which begins with the reservation of parks and protected areas. The dominant natural character is controlled under the control of the local government. The number and extent of protected areas are indicators of conservation-based programs implemented by the Makassar City Government.Strategi ketahanan perkotaan perlu di dorong untuk mendukung proses pembangunan yang lebih luas, terencana dan terintegrasi. Oleh karena itu, artikel ini bertujuan untuk mengetahui kondisi aktual strategi ketahanan perkotaan dalam tata kelola perubahan iklim di kota Makassar, Indonesia. strategi adalah upaya untuk menemukan dan membangun model strategi implementasi pengembangan kapasitas ketahanan kota dalam tata kelola perubahan iklim di Kota Makassar. There has little evidence in the previous study about the integration of border agencies in Indonesia and perspectives on the establishment of immigration and customs agencies. The questions may arise how important is the integrated border agencies is in the reform agenda in public sectors and bureaucracy from the perspectives of border officers. This study is to figure out the perspectives of border officers on the integration of two border authorities in Indonesia and what the ideal integration should be. This paper provides solutions for some issues of border protection in Indonesia with survey research and a step-by-step process of integration. This paper finds most immigration and customs officers at border controls exposed the importance of an integration initiative between the Directorate General of Immigration (DGI) and Directorate General of Customs and Excise (DGCE) in Indonesia through the Integrated Border Management (IBM) strategy. Therefore, initiating the integration of institutions between the Directorate General of Immigration and Directorate General of Customs and Excise, such as ICA Singapore or ABF Australia is more ideal border agencies rather than a joint-task force.Permasalahan di instansi pemerintah yang menangani perbatasan di Indonesia masih terjadi seperti adanya kelemahan dalam koordinasi, terdapat instrumen kebijakan yang terpisah-pisah, dan terjadinya tumpang tindih dalam penegakan hukum. Penelitian sebelumnya tentang inisiasi integrasi instansi di perbatasan Indonesia masih sangat minim terutama penggabungan dua otoritas perbatasan seperti imigrasi dan bea cukai. Penelitian ini menganalisis dari tiga perspektif, yaitu: strategi pemerataan, efektivitas, dan responsivitas dalam evaluasi kebijakan. Metode penelitian ini menggunakan deskriftif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini menjelaskan bahwa kebijakan tata ruang dan bangunan reklamasi Pantai Metro Tanjung Bunga Kota Makassar dari pendekatan strategi pemerataan yaitu Pemerintah Kota Makassar lebih mengutamakan kepentingan pihak swasta dalam bentuk privatisasi dibandingkan dengan kesejahteraan dan kemajuan masyarakat, sehingga yang terjadi adalah penggusuran dan kerusakan ekosistem lingkungan. Dari aspek efektivitas dalam evaluasi kebijakan, Pemerintah Kota Makassar dalam mengimplementasikan kebijakan tidak melibatkan masyarakat atau kebijakan tersebut tidak didasari sosialisasi ke seluruh lapisan masyarakat. Dari aspek responsivitas dalam evaluasi kebijakan dianggap belum tepat karena hanya melahirkan penggusuran, penghilangan lahan kelola masyarakat, pengalihan profesi, serta pemerintah kurang memiliki kepekaan dalam menyelesaikan berbagai permasalahan kebijakan reklamasi pantai.This study aims to understand and analyze the evaluation of spatial planning policies and reclamation buildings at Metro Tanjung Bunga Beach in Makassar. This study analyzes from three perspectives, namely: equity strategy, effectiveness, and responsiveness in policy evaluation. This research method uses qualitative descriptive with data collection techniques through interviews, observation, and documentation. The results of this study explain that the spatial and building reclamation policy of Metro Tanjung Bunga Beach in Makassar from the approach of equalization strategy namely the Makassar Government prioritizes the interests of the private sector in the form of privatization compared to the welfare and progress of the community, so that what happens is eviction and damage to the environmental ecosystem. From the aspect of effectiveness in policy evaluation, the Makassar Government in implementing policies does not involve the community or the policy is not based on socialization to all levels of society. Pasal 18 huruf m terkait syarat yang harus dipenuhi oleh Calon Gubernur dan Wakil Gubernur adalah harus menyerahkan salah satunya Daftar Riwayat Hidup Istri. Dengan ini berarti, secara tersirat calon Gubernur DIY adalah harus seorang laki-laki. Keraton Yogyakarta langsung merespon dengan mengeluarkan Dhawuh Raja serta mengangkat Puteri pertama Sultan Hamengku Buwono X sebagai Puteri Mahkota Kasultanan Ngayogyakarta Hadiningrat. Pengangkatan tersebut dianggap bertentangan dengan paugeran Kraton dan Perdais No. 2 Tahun 2015 terkait Tatacara Pemilihan Gubernur dan Wakil Gubernur. Tujuan penelitian adalah untuk mengetahui pandangan politik Anggota DPRD DIY terhadap wacana suksesi di Kraton Yogyakarta. Metode Penelitian yang digunakan  adalah   metode  penelitian  deskriptif kualitatif, dengan melakukan wawancara pada pimpinan fraksi di DPRD DIY. Hasil penelitian menunjukkan bahwa  padangan  politik  fraksi  di  DPRD Daerah Istimewa Yogyakarta terbagi menjadi tiga dalam memandang regulasi tersebut, menyetujui suksesi, menolak suksesi, dan Perdais, dan pandangan abstain  terhadap wacana suksesi. Kesimpulannya adalah, tujuh fraksi  yang ada di DPRD Daerah Istimewa Yogyakarta, mempunyai penafsiran  masing–masing terhadap UUK dan Perdais,  hal ini  akan menilbulkan persoalan,  ketika  melakukan  pengisian  jabatan gubernur dan wakil gubernur dalam mekanisme politik yang ada di DPRD Daerah Istimewa Yogyakarta. After the ratification of the Special Region Regulation No. 2 of 2015 concerning Procedures for Filling in the Position of the Governor and Deputy Governor of the Special Region of Yogyakarta by the DPRD triggered a problem. Article 18 letter m related to the conditions that must be fulfilled by the candidates for Governor and Deputy Governor are that they must submit the curriculum vitae of their wife. By this, it is implied that the candidate for Governor of DIY must be a man. The Yogyakarta Palace responded immediately by issuing Dhawuh Raja and appointed Sultan Hamengku Buwono X's first Princess as the Crown Princess of the Ngayogyakarta Hadiningrat Sultanate. The appointment was considered to be in contradiction with the court palace and Special Region Regulation No. 2 of 2015 concerning Procedures for the Election of Governors and Deputy Governors. The purpose of this study was to determine the political views of the members of the Yogyakarta Special Region Parliament on the succession discourse in the Sultan's Palace. The research method used was a descriptive qualitative research method, by conducting interviews with the leaders of the factions in the Yogyakarta Special Region Parliament. Peraturan Pemerintah No. 53 Tahun 2010 tentang Kedisiplinan Pegawai Negeri Sipil adalah suatu landasan hukum untuk menjamin pegawai negeri dan dapat dijadikan dasar untuk mengatur penyusunan aparatur negara yang baik dan benar. Pendekatan yang digunakan dalam penulisan ini, menggunakan metode deskriptif dengan memusatkan perhatiannya terhadap masalah – masalah yang aktual melalui proses pengumpulan, penyusunan atau pengklasifikasian, pengolahan, dan penafsiran data. Guna menjabarkan masalah bagaimana Pelaksanaan disiplin pegawai dan upaya-upaya apa saja yang diterapkan untuk meningkatkan disiplin pegawai, serta kendala apa saja yang timbul dalam pelaksanaan peraturan disiplin pegawai berdasarkan Peraturan Pemerintah di atas. Hasil penelitian menunjukkan bahwa pelaksanaan disiplin pegawai negeri sipil dan pegawai tidak tetap masih belum optimal. Pemberian sanksi berdasarkan Peraturan PemerintahNomor 53 Tahun 2010 telah diterapkan oleh Kasubag Kepegawaian dan Umum, akan tetapi tidak berjalan sebagaimana mestinya. Hal ini dikarenakan perlu didengar alasan-alasan dari pegawai bersangkutan sebelum dijatuhkan sanksi. Rendahnya pengawasan dan kurangnya pembinaan sehingga perlu diadakannya Pembinaan serta motivasi pegawai dalam mengoptimalkan peningkatan kinerja Pegawai dan juga harus diimbangi dalam hal kesejahteraan pegawai baik sarana dan prasarana sehingga tujuan yang tercantum dalam Peraturan pemerintah No 53 tahun 2010 dapat tercapai. Government Regulation No. 53 of 2010 concerning Discipline of Civil Servants is a legal basis to guarantee civil servants and can be used as a basis for regulating the preparation of a good and correct state apparatus. The approach used in this paper uses a descriptive method by focusing its attention on the actual problems through the process of collecting, compiling or classifying, processing, and interpreting data. In order to describe the problem of how the implementation of employee discipline and what efforts are implemented to improve employee discipline, as well as what obstacles arise in the implementation of employee discipline rules based on the Government Regulation above. The results showed that the implementation of the discipline of civil servants and non-permanent employees was still not optimal. Sanctions based on Government Regulation Number 53 Year 2010 have been implemented by the Head of Personnel and General Affairs, but it did not work as it should. Jenis penelitian yang digunakan adalah kualitatif dan tipe penelitian yang digunakan adalah tipe studi kasus dengan jumlah informan sebanyak 6 orang. Teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Analisis hasil mengunakan analisis dari indikator yang diambil dari Kementerian Pemberdayaan dan Perlindungan Anak berdasarkan klaster 5 tentang perlindungan khusus yaitu: Korban Kekerasan & Eksploitasi, Korban Pornografi & Situasi Darurat, Penyandang Disabilitasi dan ABH (Anak Berhadapan dengan Hukum), Terorisme, Stigma. Analisis tersebut menunjukkan bahwa implementasi kebijakan kota layak anak di kota Makassar (studi Kasus perlindungan khusus) sudah terlaksana dengan merata walaupun masih ada hambatan atau kendala yang dihadapi oleh Badan Pemberdayaan Perempuan dan Perlindungan Anak. Hal tersebut terjadi karena aparat hukum yang memiliki persepsi yang berbeda, serta kurangnya pemahaman masyarakat This article discusses the implementation of special protection policies in child-friendly city programs in Makassar.  This study is a qualitative research which used 6 people as the informants. Data collection for this article included three steps: observation, interview and documentation. To analyze the data, the researcher used some indicators taken from the Ministry of Empowerment and Child Frotection based on cluster 5 on special protection, namely: victims of violence & exploitation, victims of pornography & emergency situations, disabled’ people & ABH (children facing with law), terrorism and stigma. The result showed that the implementation of child worthy city policies in Makassar (a case study of special protection) has been carried out although there are still many obstacles faced by the Women's Empowerment and Child Frotection Agency.
