This article adopts the collaborative viewpoint of the Quintuple Helix model, to discuss stakeholder interactions and highlight the level of success and identify several problems in the development of oxygen ecotourism on Gili Iyang Island, Sumenep Regency. This qualitative research uses a case study approach and visualizes collective interactions between stakeholders through the following five subsystems: 1) Education system, 2) Economic system, 3) Political system, 4) Media-based and culture-based society, 5) and Natural environment, Natural Environment Society based on the Quintuple Helix model from Carayannis and Campbell (2010). Data collection was carried out through observation, semi-structured interviews, and document review. The research results show that the Political System contributes to the initiation of ecotourism stakeholder collaboration, while an important role in the development of ecotourism has been played by the Higher Education System, as well as media-based and culture-based Societies. However, this collaboration is not yet optimal because it is still informal, and the lack of innovation from the Economic System, as well as the Natural Environment, and the Natural Environment of Society, is still limited. The findings of this research recommend that the role of local government (political system) needs to be increased by developing policies that ensure the maintenance of oxygen levels, increasing innovation in the use of local natural resources to support tourism, and institutionalizing stakeholder collaboration to ensure sustainable collaboration.Ekowisata Oksigen di Pulau Gili Iyang memiliki kadar oksigen tertinggi mencapai 21,5% di atas ambang batas normal, tertinggi dibandingkan wilayah lain di Indonesia. Artikel ini mengadopsi sudut pandang kolaborasi model Quintuple Helix, untuk membahas interaksi pemangku kepentingan dan menyoroti tingkat keberhasilan serta mengidentifikasi beberapa masalah dalam pengembangan ekowisata oksigen di Pulau Gili Iyang, Kabupaten Sumenep. Penelitian kualitatif ini menggunakan pendekatan studi kasus dan memvisualisasikan interaksi kolektif antara stakholder melalui lima subsistem berikut: 1) Sistem pendidikan, 2) Sistem ekonomi, 3) Sistem politik, 4) Masyarakat berbasis media dan berbasis budaya, 5) dan Lingkungan alam, Lingkungan Alam Masyarakat berdasarkan model Quintuple Helix dari Carayannis dan Campbell (2010). This study aims to analyze scientific literature in the Journal of Electoral Studies as one of the highly reputable international journals from 2016 to August 2021. The data was analyzed using a bibliometric approach and visualization using VOSViewer and R Studio. This study took 618 articles from various international authors which showed that the electoral studies journal was consistently published with the most authors coming from the United States even though the origin of the university came from the Universiteit van Amsterdam Netherlands. Voting behavior and elections are two important keywords that often appear, indicating that these two issues are most often discussed by authors because they are considered to contribute greatly to electoral studies. These two keywords will also continue to be relevant in future election studies both in electoral studies journals and in other reputable journals because the development of the issue is very dynamic.Pemilu merupakan salah satu topik penting dalam kajian demokrasi global. Penelitian ini bertujuan melakukan analisis literatur ilmiah di Jurnal electoral Studies sebagai salah satu jurnal internasional bereputasi tinggi dari terbitan 2016 sampai dengan Agustus 2021. Data dianalisa dengan menggunakan pendekatan bibliometrik dan visualisasi menggunakan VOSViewer dan R Studio. Studi ini mengambil 618 artikel dari berbagai penulis internasional yang menunjukan bahwa jurnal electoral studies konsisten terbit dengan penulis terbanyak berasal dari amerika serikat meskipun untuk asal universitas berasal dari Universiteit van Amsterdam Belanda. Voting behavior dan elections adalah 2 kata kunci penting yang sering muncul yang menandakan bahwa kedua isu tersebut paling sering dibahas oleh para penulis karena dianggap sangat memberikan kontribusi dalam kajian kepemiluan. {"title":"The Role of Police Administration in Infusing Collective Safe Disposal Behavior: An Empirical Study on The Djiboutian Citizens","authors":"Kadir Aden, Sadik Aden Dirir","doi":"10.31000/jgcs.v7i2.7794","DOIUrl":"https://doi.org/10.31000/jgcs.v7i2.7794","url":null,"abstract":"While Djibouti City's total solid waste production (without including other regions and rural municipalities) was only approximately 3 million tons in 2018, whereas, it is anticipated to increase to about 10.2 million tons by 2025. Despite the fact that landfilling is the only official treatment for the city of Djibouti's rising waste output, residents' management of general waste is nevertheless negatively impacted by the absence of waste segregation, owing to improper disposal methods and the lack of proper disposal sites which in retrospect led to illegal waste disposal. Therefore, the present study investigates the role of police administration in promoting collective safe waste disposal behavior among citizens. To do so, we conducted a comprehensive two-month open questionnaire on various Djiboutian social media platforms, ultimately garnering responses from 290 participants. Subsequently, we applied structural equation modeling. The findings indicate that police effectiveness and performance significantly and positively influence citizens' willingness to cooperate, subsequently fostering safe disposal behaviors. Conversely, police procedural justice had no significant impact on cooperation however, a direct positive effect from police procedural justice to safe disposal behavior had been detected. These insights aim to aid Djiboutian authorities in steering citizens toward more sustainable waste management practices. Meskipun produksi total limbah padat kota Djibouti (tanpa termasuk wilayah lain dan desa-desa) hanya sekitar 3 juta ton pada tahun 2018, namun diperkirakan akan meningkat menjadi sekitar 10,2 juta ton pada tahun 2025. These two groups received less treatment from the government during the Covid-19 pandemic due to limited government resources. This research uses qualitative methods with data collection techniques using interviews and documentation. The research results found that these two NGOs carried out an empowerment and advocacy role. Empowerment is carried out by SIGAB by collecting data to channel the aspirations of people with disabilities and providing policy input to the government, educating the public and people with disabilities about Covid-19 through media that can be accessed by people with disabilities. Meanwhile, Rifka Annisa protects and advocates for groups of women affected by COVID-19, especially those experiencing violence, while providing education. The pandemic conditions which were feared to paralyze civil society during the Covid-19 pandemic, on the contrary were able to strengthen it in a spirit of solidarity. The advantages these two NGOs have are the wide network they have built and the strong group solidarity.Tujuan penelitian ini untuk menganalisa peran LSM SIGAB dan LSM Rifka Annisa dalam pemberdayaan penyandang disabilitas, perempuan dan anak terdampak pandemi Covid-19. Kedua kelompok tersebut kurang mendapatkan penanganan dari pemerintah di masa pandemic Covid-19 karena keterbatasan sumberdaya pemerintah. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data menggunakan wawancara dan dokumentasi. Hasil penelitian menemukan bahwa kedua NGO ini menjalankan peran pemberdayan dan peran advokasi. Pemberdayaan dilakukan oleh SIGAB dengan mengumpulkan data untuk menyalurkan aspirasi penyandang disabilitas serta memberikan masukan kebijakan kepada pemerintah, mengedukasi masyarakat dan penyandang disabilitas tentang Covid-19 melalui media yang dapat diakses oleh penyandang disabilitas. Sedangkan Rifka Annisa melindungi dan mengadvokasi kelompok perempuan terdampak COVID-19, khususnya yang mengalami kekerasan, sekaligus memberikan pendidikan. Kondisi pandemi yang dikhawatirkan melumpuhkan civil society pada masa pandemic Covid-19, justru sebaliknya mampu menguatkannya dalam semangat solidaritas. The narrative can be seen through the opinions of policy actors, government, political parties, Non-Governmental Organizations (NGOs), and the community. This study uses a method with a Q-DAS (Qualitative Data Analysis Software) approach. The data in the study were taken through four national online news media with a high level of credibility. This research will conduct a study using the Narrative Policy Framework (NPF) which can explain the structure of the political narrative in the policy-making process of changing the President's term of office. This study aims to examine the role of the media in shaping public narratives in formulating policies for the Presidential General Election in Indonesia. The results of this study indicate that the votes in the group that is against the narrative of the presidential term policy are more dominant for three periods. President Joko Widodo's firm refusal was able to influence the intensity of the discussion on the policy to increase the President's term of office.Wacana kebijakan masa jabatan presiden tiga periode menimbulkan pro dan kontra di kalangan politik pemerintah dan masyarakat Indonesia. Narasi tersebut dapat dilihat melalui pendapat dari aktor-aktor kebijakan, pemerintah, partai politik, Lembaga Swadaya Masyarakat (LSM), dan masyarakat. Penelitian ini menggunakan metode dengan pendekatan Q-DAS (Qualitative Data Analysis Software). Data pada penelitian diambil melalui empat media berita online nasional dengan tingkat kredibilitas yang tinggi. Penelitian ini akan melakukan studi menggunakan Narrative Policy Framework (NPF) yang dapat menjelaskan bagaimana struktur narasi politik pada proses pembuatan kebijakan perubahan masa jabatan Presiden. For this paper, we employed the highlighted WAVE and AChecker tools. Significantly, findings indicate that the most of 17 OGD portals have failed accessibility assessments with striking viewpoints obtained in the “ARIA” tool and followed by the “Structural Elements” sections analyzed using the WAVE tool, wherein only OP11 has a range of passed website accessibility tests. It is also consistent with the findings by the AChecker tool in the “Known Problem” and also “Likely Problem” sections pointed out that passed the test. However, it should be noted that the only three OGD websites that passed the test by AChecker were OP3, OP9, and OP16. As a result, there is a constant high frequency of “potential problems” discovered by AChecker than by the WAVE tool on the OGD websites. The utilization of information technology to bridge the gap that exists between administrative entities and establish a virtual government is at the heart of the concept of mobile government (m-government). Yet, governments are being forced to prepare for the transition from e-government to m-government due to the increasing mobility of citizens in industrial economies and the widespread adoption of internet-enabled mobile phones and personal digital assistants (PDAs) are examples of gadgets that can access the internet wirelessly. As a developing country, Egypt started investing in communication and IT infrastructure in 1985, while it was still in economic transition and development. Egypt is currently struggling to overcome a variety of challenges that have prevented it from fully implementing m-government applications. This is mostly attributable to the typical challenges or obstacles that might restrict the development of any government. In contrast to other nations across the world, Egypt is still in the early stages of m-government development, which is reviewed in this paper. Challenges of the m-government in Egypt include a discussion of the services for mobile applications provided by the government that are already being utilized. This study uses the Qualitative Data Analysis Software (QDAS) method with the help of Nvivo12 Plus tools. The data source for this research comes from primary data and secondary data taken through interviews, observation, and documentation techniques. This research data processing uses a Crosstab Query to help visualize data and analyze Twitter data. Data analysis in this study uses the interactive model technique which begins with data coding as the reduction stage, data visualization, and drawing conclusions as the final findings. The results of the study can be concluded that the Pacitan Regency Government provides assistance to MSMEs through collaboration with various stakeholders. Where this collaboration begins with the identification of problems that hinder the development of MSMEs in Pacitan Regency. Where the collaboration that exists with the private sector, BUMN and other stakeholders is still focused on marketing issues, but for other problems, it has not been widely collaborated and managed between partners and the Pacitan Regency Government. Tujuan penelitian ini adalah untuk mengetahui seberapa besar peran pemerintah dan respon pemerintah dalam mewujudkan kebijakan yang berpihak pada pelaku UMKM. Penelitian ini menggunakan metode Qualitative Data Analysis Software (QDAS) dengan bantuan alat Nvivo12 Plus. Sumber data penelitian ini berasal dari data primer dan data sekunder yang diambil melalui teknik wawancara, observasi, dan dokumentasi. Pemrosesan data penelitian ini menggunakan Crosstab Query untuk membantu memvisualisasikan data dan menganalisis data Twitter. Analisis data dalam penelitian ini menggunakan teknik model interaktif yang diawali dengan pengkodean data sebagai tahap reduksi, visualisasi data, dan penarikan kesimpulan sebagai temuan akhir. Hasil penelitian dapat disimpulkan bahwa Pemerintah Kabupaten Pacitan memberikan pendampingan kepada UMKM melalui kolaborasi dengan berbagai pemangku kepentingan. Dimana kerjasama ini diawali dengan identifikasi permasalahan yang menghambat perkembangan UMKM di Kabupaten Pacitan. {"title":"To What Extent Political Education Can Influences Young Voters’ Perceptions?","authors":"Ridho Al-Hamdi, Nur Sofyan","doi":"10.31000/jgcs.v7i1.7259","DOIUrl":"https://doi.org/10.31000/jgcs.v7i1.7259","url":null,"abstract":"This paper sought to examine the influence of the political education program on young voters’ perceptions in responding to a threefold issue: democracy, election, and political parties. By applying a quantitative method, this research employs a regional survey to gather data through a series of intensive training for university students with 17 to 24 in age. There are 37 questions, of which 68 valid respondents shall answer before the training (pre-test) and after the training (post-test). The finding reveals that intensive political education has an authoritative influence in transforming young voters’ perceptions of those issues. It can be proven that most young voters’ perceptions increased from pre-test to post-test. When positive perceptions reached 56.76% in the pre-test, they changed dramatically to 94.59% in the post-test. Conversely, negative perceptions declined from 43.24% in the pre-test to 5.41% in the post-test. This indicates that young voters believe in the fruitfulness and effectiveness of the political education program in constructing the way of thinking and behaving comprehensively toward those three issues. Therefore, this paper not only recommends but also strongly demands that all stakeholders organize such a political education earnestly for young voters to generate future generations who participate in consolidating the democratic fate.Artikel ini merupakan sebuah usaha mengkaji pengaruh program pendidikan politik terhadap persepsi pemilih pemula dalam merespon tiga isu, yaitu demokrasi, pemilu, dan partai politik. Dengan menggunakan metode penelitian kuantitatif, studi ini menggunakan teknik survei yang dilakukan secara regional untuk mengumpulkan data melalui serangkaian pelatihan yang intensif terhadap mahasiswa dengan usia antara 17 dan 24 tahun. Ada 37 pertanyaan di mana 68 responden yang valid harus menjawab sebelum pelatihan (pre-test) dan setelah pelatihan (post-test). Temuan studi ini menunjukkan, bahwa program pendidikan politik yang dilakukan secara intensif memiliki pengaruh yang luar biasa dalam merubah persepsi pemilih pemula terhadap tiga isu tersebut. Ini dibuktikan dengan hasil survei, bahwa mayoritas persepsi responden mengalami peningkatan dari saat pre-test ke post-test. Ketika persepsi positif hanya di prosentase 56,76% saat pre-test, persepsi tersebut meningkat tajam ke prosentase 94,59% saat post-test. Sebaliknya, persepsi negatif turun dari prosentase 43,24% saat pre-test ke prosentase 5,41% saat post-test. Hal ini menunjukkan kenyataan, bahwa pemilih pemula yakin terhadap keberhasilan dan efektivitas program pendidikan politik dalam membentuk cara berfikir dan bertindak yang komprehensif terhadap tiga isu tersebut.
