Conduct a comparative analysis of construction companies and on the basis of selected criteria to assess the level of their competitiveness. Method. To achieve this goal, a wide range of general and special methods of analysis and synthesis, economic and logical methods of comparison, grouping, graphical method, method of scoring and comprehensive assessment and others. The Results. The article substantiates the need to increase the competitiveness of the construction industry in the context of economic globalization. Factors influencing the level of competitiveness of the enterprise in the construction market are considered, among which: production and technical, scientific and technical, financial and economic and human resources; level of material and technical support; effectiveness of advertising and marketing campaigns; sales promotion effectiveness. The difficulties inherent in the construction industry during the economic crisis and related problems of assessing the competitiveness of construction companies, as well as the features of the assessment of enterprises taking into account the specifics of the construction industry. A comparative analysis of construction in Ukraine in recent years, which showed that assessing the dynamics of the number of enterprises in Ukraine and in the construction of residential and non-residential buildings, identified certain trends - both positive and negative, but they all have certain time frames. The choice of criteria for the competitiveness of a construction company is substantiated and the method of their calculation is presented. Selected criteria for assessing competitiveness include company reliability, compliance with contractual obligations, market experience, quality of construction services, staff skills, range of services, timeliness of delivery, readiness to negotiate, market popularity and cooperation with large companies. companies. Each of the presented construction companies is considered and analyzed from the standpoint of the proposed criteria of competitiveness. Based on the analysis, the main advantages of each company and its weaknesses were identified. The company with the strongest competitive position among the analyzed construction companies of Ivano-Frankivsk region was singled out. Scientific novelty. A scientific and methodological approach to assessing the level of competitiveness of a construction company based on criteria is proposed, which allowed to highlight the strengths of each company and its weaknesses. The practical significance. The article is devoted to the application of financial-managerial tools of green budgeting in public policy implementation to stimulate such climate oriented business activity as green logistics at the example of need to enlarge electric vans exploiting in Ukraine. The aim of this article is to propose the financial and managerial tool of green budgeting organization to stimulate startups of electric vehicles producing for the more environment friendly exploitation of the transport within green logistics implementation. Equations for the financial calculations of future compensation within green budgeting and motivating interest rate of the loans for the e-vans buyers with the dwindling resources of the budgets is developed. The methodology is based on the application of financial calculations for the modelling the equations of the loans interest paying by case method. The results of the article show the application of financial technology, by developing and proposing the stimulation tool within green budgeting, which could be used for incentivisation green logistic by start-up's client to obtain more environment friendly transportation in linkage to sustainable public policy. Results of the case modelling prove the economy for the electric van buyer when it exchange on the van with internal combustion engine, which could be the reason to buy the e-vehicle from start-ups. Sturt-ups are interested to improve the e-vans configuration. The scientific novelty refers to the conception of the green budgeting and green logistics linkage in their synergy for the implementation such green logistic base as environment friendly transport. Incentive Coefficient of budget compensation described and applying on the example of vehicles renewal in the green logistics. The practical value of the paper includes the algorithm of regulation in green public policy and propose the tools of benefit interests for target budget loans. Further research may be necessary to develop recommendations for the use of particular indicators of calculations in dynamics of the green logistics components development. Existing transport connections have been disrupted due to destroyed infrastructure, and changes in their logistics processes due to damage or destruction. There are problems with the supply of basic necessities, the movement of people and volunteer goods, and weapons. Such transformations lead to a rethinking of the priorities of transport enterprises and multilevel policies. This article aims to substantiate the peculiarities of the implementation of freight transport in terms of regions and modes of transport to ensure the development of transport enterprises. The research methodology is based on a statistical analysis of the dynamics of key indicators in the field of transport, their structural analysis, analysis of the infrastructure index, and grouping based on the Stegers methodology. The main results of the study include identifying he priority place in the transportation of goods in road transport, the share of which is of high importance throughout the study period, ranging from 58.83% in 2003. up to 75.10% in 2020 and tends to grow; there was an increase in traffic by 16.2% in 2021 compared to 2020. And the structural analysis shows the predominance of road transport in such regions as Dnipropetrovsk (15.31%), Kyiv (12.7%), Donetsk (8, 44%), Lviv (5.69%), Odesa (5.34%), Kharkiv (5.22%). Other regions in the general structure of freight transportation by road occupy a share of less than 5%. The grouping of regions by the share of road freight transport on the basis of the Stegers method allowed us to identify 6 groups and determine the boundaries, which allowed us to establish that the dependence on road freight transport in the Dnipropetrovsk region, Kyiv has a high level; average and below average - in Donetsk and Lviv regions. Other regions have a lower share of traffic, which leads to lower dependence. Assessment of the current state of transport infrastructure of Ukraine allows us to state that the priority mode of transport used in Ukraine is a road. In the context of global challenges, the issue of forming scenarios of socio-economic interaction of business entities, research on changes in these scenarios due to the acceleration of digitalization and robotization of business and the transition to a remote format of work is especially relevant. The aim of the article is formation scenarios of business entities socio-economic interaction in the context of global challenges. The following methods were used to achieve the goal: abstract and logical, synergetic, statistical, comparative, horizontal, vertical, tabular, graphic, scenario methods. Results. The article defines the concept of scenario and scenario approach. It is noted that the scenarios for the development of the pandemic itself as a biological global challenge should be distinguished; scenarios of the impact of the COVID-19 pandemic on various spheres of social development; scenarios of doing business in a pandemic. Characteristics that can determine pandemic scenarios are considered. The pandemic impact scenarios provided by various international and national organizations and bodies and the change of these scenarios over time are analyzed. The forecast of GDP provided by different organizations is presented and in order to analyze the actual implementation of the forecast, a comparison of forecast values and real values of GDP, which was in 2020 and 2021 in fact. Macro indicators of economic and social development of Ukraine according to the main and alternative scenarios are analyzed. In developing scenarios of socio-economic cooperation in order to increase their effectiveness, it is proposed to take into account environmental factors (ecosystems), external and internal environments of the enterprise, in particular, take into account the scope of activities, size of the enterprise, regional location and regional differences, financial condition of entities during global challenges, flexibility of management, its ability to adapt and dynamism in response to challenges, the level of interaction of the business entity with public authorities and local governments (public-partnership relations), the level of corporate social responsibility, the desire to cooperate with employees, the public, to preserve the ecosystem, maintain employee health, charity, employee loyalty, etc. The practical significance of the research lies in the possibility of establishing effective interaction between business entities in the implementation of different scenarios in the context of global challenges. The analysis of the existing management accounting system of JSC «Ukrzaliznytsia» is carried out. The general problems of management accounting of the railway industry and ways of their decision are defined. The essence of strategic management accounting and its role in strategic management are determined. Based on the analysis of international and domestic experience in the development of strategic accounting, recommendations are proposed for building a system of strategic management accounting in railway transport enterprises using its most effective tools. The aim of the article is to study the similarities and differences between behavioral finance and the psychology of finance and to determine whether the two sciences are identical or whether their functioning is distinguished by certain contradictions. Method. The following methods were used during the research: dialectical - to clarify the relevance of the research issue in the modern financial environment; modeling - to illustrate the sphere of interaction of behavioral finance and psychology of finance with other sciences; analytical - when comparing the elements of interaction and the target direction of the studied objects; induction - to formulate conclusions. Results. The article analyzes the features of theoretical approaches to understanding the essence of behavioral finance and psychology of finance. The range of their interaction with other sciences has been determined and it has been found that the studied sciences closely intersect in the plane of psychological determinants and tangentially in the sociological spectrum. The basic aspects of realization of both behavioral finances and psychology of finances are determined. It is also noted that they differ in the perception of the individual as a participant in financial processes. Scientific novelty. As a result of the study, it was noted that the psychology of finance is not identical to behavioral finance, as it focuses on studying the psychological characteristics of the individual in order to shape it as a driver of sociological change, and behavioral finance means it as part of established social phenomena. Practical significance. The psychology of finance can be considered the initial link of behavioral finance, which is due to its in-depth study of the psychological characteristics of the individual, aimed at himself. Based on the assessment of the experience of implementing the regulatory impact analysis of individual post-Soviet countries, the peculiarities of the process of their implementation in Armenia and Uzbekistan are revealed. The structural elements of regulatory impact analysis are singled out: the purpose of regulatory impact analysis; characteristics of the formation of regulatory impact analysis; determination of the subject or area of the regulatory legal act; identification of institutions dealing with regulatory impact analysis; review of regulatory impact analysis tools; disclosure of methodological features and sources of information. Applicability. The assessment of the experience of implementing the regulatory impact analysis of individual post-Soviet countries was carried out on the basis of selected structural elements of the regulatory impact analysis, which allowed to compare the experience of Armenia and Uzbekistan. Effective tools and positive regulatory legal norms that can be applied in Ukraine are selected.
