The goal of this article is to define and systematize the directions for implementing Industry 4.0 tools in the utility sector, as well as develop methodological and theoretical recommendations for assessing the effectiveness of energy-saving technologies. The research methodology consists of factors impacting the comprehensive assessment of the effective energy-saving technologies while applying multi-criteria optimization principles, particularly the Pareto-optimal (efficient) solution. The methods of dialectics, analysis and synthesis, generalization, comparison and systematization were used in the research process. Results: emphasized the need of handling energy saving matters in the Ukrainian utility sector in context of escalating aggression from russia; described the major Industry 4.0 technologies that the utility sector's most important economic players are already using or can use. The results of the implementation and operation the state target economic program of energy efficiency as well as development of the Ukrainian energy production sector in 2017-2020 were analyzed. A list of indicators that are markers of effective implementation of energy-saving technologies in the utility sector is provided. The scientific novelty and theoretical significance of the obtained results: the research was conducted using a complete approach to the assessment of innovative energy-saving technologies due to the use of Industry 4.0 tools. This comprehensive approach included consideration of efficiency (environmental, technological, economic, and social). The suggested approach entails evaluating the effects of various factors on the overall effectiveness of the innovative energy-saving program, including the review of potential project risks and the examination of internal connections between these factors. The article's practical value concentrates in the formulation and demonstration of scientific and practical provisions concerning the complete assessment of the efficacy a new technologies implementation. In their structure, a significant place is given to fodder corn, used for fattening livestock and poultry and therefore exerts a significant influence on the production of meat, milk and eggs. Ukraine occupies an essential position in the world production and export of corn along with the USA, Brazil and Argentina. Components of export potential are unique for each country. At the same time, the growing global demand for fodder corn poses a task for producers to increase productivity, and therefore the production volumes of this crop. Goal. The purpose of the article is to analyze and build predictive models of export volumes to determine the distribution of the world feed corn market of the leading countries, taking into account the current situation related to military aggression in Ukraine. Method. In the process of the research, regression analysis was used to identify the dependence between the level of export volume and indicators of productivity and production prices for the studied countries; the Holt method - was for building predictive models, the results of which are used to forecast the volume of exports based on the constructed multiple regression equation; statistical analysis. The results. In the process of achieving leadership positions in the world fodder corn market, the producers of the studied countries underwent significant quantitative and qualitative changes in the process of crop production. Ukraine has significant potential for increasing the production and export of fodder corn. Considering the military actions in Ukraine, which complicated logistics processes, the study considers three scenarios: ideal - Ukrainian corn producers have the proper conditions for the production and transportation of corn; negative - Ukraine cannot export goods due to a lack of proper conditions for its production; limited - the reduction of cultivated areas, improper observance of agricultural technologies and limitations of logistical capabilities limit the production and export potential of the country. Scientific novelty. The factors affecting the export potential of the leading countries in the production of fodder corn have been identified. A forecast of productivity and production volumes has been developed. A scenario analysis was carried out. Practical significance. In the new conditions of infrastructure operation, one more requirement has been added - the establishment of a non-discriminatory fee for access to infrastructure facilities, which supports the principle of ensuring the price competitiveness of railway transport. This means the need to develop methodological provisions for determining estimated prices for the use of transport infrastructure, which are based on a detailed study and analysis of the cost structure of railway infrastructure enterprises. The purpose of this article is to develop and substantiate a certain system of indicators that would objectively reflect the essence and effectiveness of managing the innovative and investment development of railway transport in modern conditions. Method. Research methodology involves the use of methods: empirical research (comparison, observation), theoretical research (ascending from the abstract to the concrete), general scientific methods (abstraction and concretization, analysis and synthesis, induction and deduction, analogy), etc. The results. The key elements of costs of railway transport enterprises have been determined. Only with the implementation of a joint mechanism for planning operational costs of railway transport enterprises and operator companies is it possible to solve the complex task of reducing costs, reducing cost, increasing the volume of transportation, effective management of innovation and investment development, and increasing the competitiveness of railway transport. Strategic management plays a vital role in achieving this differentiation. The purpose of this article is to research modern approaches and key aspects of strategic management in tourism. To achieve this goal, a research methodology was used, which included the analysis of relevant literature and data on the tourism market. Method. In this study, an analysis of scientific sources, studies and publications related to strategic management in tourism was carried out. Modern approaches to strategic management in tourism were analyzed, their features and methods of application were determined. To obtain practical examples, an analysis of the activities of leading companies in the field of tourism was carried out. Results. The main modern approaches to strategic management in tourism are defined, which include: competitive strategy, diversification, development of new markets and products, strategy of focusing on clients and development of technological innovations. It is noted that each of these approaches has its own characteristics and methods of application. Scientific novelty. Our study contributes to the existing body of knowledge on strategic management in tourism by providing a comprehensive overview of contemporary approaches and key aspects. In addition, our study highlights the importance of technology, sustainability and innovation in strategic management in tourism, which has not been covered in detail in previous studies. These processes observed in institutes and institutions, their interaction, in the institutional environment, society require systematic streamlining, continuous improvement of theoretical principles, their implementation in practice, clarifying the results of the recommendations. Goal. The aim of the article was to study theories of institutional system development and their evolution in the historical period, to identify current problems and trends in the functioning of the institutional system. Method. General scientific and special methods of scientific cognition are used for the purpose. During the work, logical, system-structural methods, the method of generalization was used for comprehensive consideration of the object of research and the completeness of the results. The methodological basis for study of genesis of theories of development of the institutional system are systems analysis, synergetics. Results. The study of the genesis of theories of institutional system development considers their evolution in the historical aspect, identifies current problems of institutional system development and analyzes trends in the functioning of the institutional system. We consider clarifying the conditions for the emergence of the system to be a modern problem in the development of the institutional system; definition of basic institutes and institutions; study of the influence of institutions and institutions on the behavior of economic agents; determination of the necessary list and number of institutions, which are empowered to control the implementation of the existing system of rules, forms and norms of the existing institutional system in society; creating an institutional environment appropriate to the existing institutional system. It was determined which companies are the leaders in the IT market, the dynamics of changes in submitted vacancies and responses to them in Ukraine as a whole, by city and region, as well as in the context of professions represented in the IT sphere. The main factors affecting the labor market in general and in today's situation in particular have been formed. The article discusses the main features of behavioral economics as a new section of economic theory. The new direction in theory is a reflection of the actual change in the model of human behavior, the impact of the digital economy on the individual and the transformation of property relations under the influence of the market environment, which brings to the fore the issues of recognition of rules, the definition of reputation as a level of trust and economic ethics. It is shown that serious shifts in property relations in the behavioral economy act as evidence of the profound nature of the changes in the institution of property rights under the influence of ethical, social, psychological and other behavioral assumptions in economic behavior. Methodology. The study is based on dialectics as a scientific and philosophical method of knowledge, a systematic approach, analytical and expert economic method. First of all, behavioral economics relies on observation and experimentation. A distinctive feature of modern research methods has been the development of an economic model of human behavior based on and influenced by empirical facts collected in the field of behavioral and experimental economics. In essence, the paper uses an interdisciplinary methodology, formed by the efforts of both economists and psychologists, is an example of productive interaction between theoretical and experimental sciences. Results. The article systematically and comprehensively analyzes the specificity of behavioral institutions inherent in the digital economy. It has been revealed that academic economists have come to the realization that not only economic, but also all social institutions, the system of norms and rules, moral values are not only important, but vital for the transformation of all types of property, at the same time the role of the institute of property rights is increasing. It is proved that moral norms are not enough to ensure a climate of trust in the economy. It has been argued that it is especially important to minimize transactional losses by achieving a high level of trust of all agents in the leading economic institutions in conditions of decline in economic and business activity. Scientific novelty. Theoretically proved that behavioral economics is formed as a new intellectual platform of scientific community, a new type of scientific thinking, explicitly taking into account psychological, moral and other behavioral assumptions in economic behavior. It is proved that today the digital economy fundamentally changes the model of the institution of property rights, forms innovative business models, which become an important core of behavioral economics. It is indicated that trust forms the reputation of the subjects and institutions of the behavioral economy. Practical Significance. The article is devoted to the generalization of the peculiarities of the functioning of public-private partnership in Ukraine and some foreign countries and the development of the financial mechanism of public-private partnership in the postwar reconstruction of Ukraine. Method. Taking into account the specifics of the study, a systematic approach and a method of comparative analysis were used, an assessment of the losses of Ukraine's economy caused by Russian military aggression was presented, and the structure of this mechanism was formed. Results. The pragmatics of the functioning of this financial mechanism in Ukraine and in some foreign countries is analyzed by comparing features and differences. The significant amounts of funding for public-private partnership projects in foreign countries and in Ukraine were emphasized and it was determined that structural grants and grants of the Cohesion Fund were the main source of funding for projects in EU countries. It is also a well-established practice in foreign countries to finance long-term large-scale projects. The importance of coordinators of public-private partnership processes in Ukraine, in particular, line ministries, analytical agencies and public organizations that promote the implementation of quality projects in Ukraine in various fields. Scientific novelty. Using a systematic approach, based on the work of domestic scientists and taking into account the specifics of Ukraine's economy in martial law, a diagram of the structure of the financial mechanism of PPP in the postwar reconstruction of Ukraine. Practical significance. The proposed structure of this financial mechanism should be used in the formation of national, regional and local, in particular at the level of the territorial community economic recovery programs.
