Family resilience refers to a condition where a family can survive and make adjustments to face problems and disturbances. Problems in family life as a result of the dynamics of social, political, economic, and cultural changes become a challenge for family resilience. This study aims to determine how the implementation of the family resilience policy in Kutawaringin District, Bandung Regency to encourage physical, social, and psychological family resilience. The research method used is qualitative. The data in this study came from primary data and secondary data. Data obtained through observation and interviews with informants. The results of the research show that there have been many policies to improve family resilience in Kutawaringin District, including the Family Planning Program, the Adolescent Reproductive Health Program, the Child Growth, and Care Program, the Gender and Child Mainstreaming Institutional Strengthening Program, and the Program for Improving the Quality of Life and Protection of Women. Also, there are still families who experience vulnerability. This is due to a large number of early marriages, high stunting rates, health conditions, and low levels of education. For this reason, continuous education and socialization are needed regarding how to increase family resilience, as well as exploring potential and expertise so that the community can be empowered. The government has taken mitigation and handling steps as optimally as possible so that the virus does not spread and brings more victims. This study aims to determine people's behaviour in the new normal after several mitigation steps are carried out in the new normal era. This research method used a descriptive qualitative approach with purposive sampling in the civil servants in Bandung Raya. The results showed that most people's behaviour still applies health protocols in the new normal era such as wearing masks, using disinfectants / hand sanitizers / soap to wash their hands, avoiding handshakes and crowds, and maintaining distance in the work environment. Based on these results, it can be concluded that the community, especially in civil servants in Bandung Raya, has adapted by implementing health protocols in the new normal era to prevent the spread of Covid19. The research questions posed are how the form of policies formulated and implemented by Military District Command 0609/Cimahi in dealing with the Covid-19 Pandemic in the Cimahi City and West Bandung Regency areas? To answer these research questions, a social control theory analysis framework was used. The research method used is a qualitative method with data collection techniques in the form of observation, interviews, and literature studies. The results showed that the policies formulated and implemented by Military District Command 0609/Cimahi in dealing with the Covid-19 Pandemic in the Cimahi City and West Bandung Regency areas were realized in the following stages: (1) preventive activities with socialization of a clean and healthy lifestyle, the 3M campaign, namely washing hands, wearing masks, maintaining distance, inviting people to maintain stamina by doing regular exercise, and distributing masks; (2) repressive activities by conducting patrols to control public discipline, giving warnings not to crowd, and giving sanctions / punishments to health protocol violators; (3) curative with activities to pick up positive Covid-19 patients, carry out the isolation process for Covid-19 patients at the hospital, and treat Covid-19 patients at the Dustira Hospital. This limitation of mobility has subsequently become a disruption in the social, economic, and political fields and tourism is the first and most impactful sector area. This research aims how the spread of COVID-19 affect businesses in the tourism industry in South Sulawesi. The research method uses descriptive qualitative approach by adapting and modifying Financial Impact dan Non-Financial Impact from Business Impact Analysis parameter. The research focused on 2 travel agency and 2 local governments. We grouped and compared each unit then looked at the impact of the spread of COVID-19 on these units. The travel agency units were selected by looking at scope and business model from and the 2 local governments were selected by looking at national and local ranking of destinations. The results of the study concluded that the COVID-19 pandemic had a bad impact on South Sulawesi’s businesses tourism both financially and non-financially. One intention to reform and equalize the quality of education is the implementation of the zoning system to the proceeding of accepting new students. Provisions are enclosed in Local regulation No. 33 of 2018 and the policy on Admission of New Students for the Junior High School Zoning System. This study intends to determine the implementation of the Admission of New Junior High School Students Zoning System Implementation Model in Bandung Regency, to know what the factors that not sufficient yet for the Admission of New Junior High School Students zoning system are, and to find the right model which can reform the Admission of New Junior High School zoning system. The research method that the author used in this study is a mixed method, which is a combination of qualitative methods with quantitative methods with a Concurrent Embedded Strategy Approach. The results showed that the Mentality Approach was quite optimal in the implementation of policies which are seen from the attitude of the government, the behavior of the government, and the responsibility of the government in implementing the Admission of New Junior High School Admission Policy with the Zoning System. Admission of New Students in Junior High School of the zoning system conducted by the Bandung District Education Office showed that the mentality of the bureaucracy and the community are not optimal. It means that the community always looks for rifts in carrying out the Admission of New Junior High School zoning system in disparate ways. The system built by the bureaucracy is good enough, but there are still shortcomings and not synergistic all parties yet in implementing the Admission of New Junior High School zoning system. Networking built by the bureaucracy still does not reverse the wishes of the community, because the interests of the bureaucracy and the interests of the community have not shown maximum results. In handling the spread of the virus, the ultimate goal of government is responsible to decrease the casualties and also the number of deaths. However, the government let alone in pact has been facing social, political and economic’ constraints. The question is how the governments involve the other stakeholders relevant to tackle the problems? One alternative solution is to enlarge, involve and collaborate the other actors who in charge in formulating public policy by utilising networks. By using the dialectical policy networks analysis, the study indicates the importance of networks in overcoming socio, economic and political barriers to formulation process. Lesson learned from West Java Provincial Government echoes that policy networks include multiple actors and utilise resources from a range of stakeholders involved in the policy making.
