The purpose of this study is to further explore on how is public officials’ innovation capacity in central and regional agencies and whether there are differences in the innovation capacity between them. This research uses a quantitative approach. The population in this study are all public officials from central and regional government agencies who completed the Leadership Training in Puslatbang PKASN LAN. The sample is public officials who completed that training in 2019. The data is secondary data processed by the SPSS program version 23. The analysis technique is the Mann Whitney test. The results showed that the innovation capacity of public officials in central and regional agencies are satisfying and did not differ significantly. Public officials in central agencies have the same innovation capacity as public officials in regional agencies. It means that innovations built by them will have the same quality. By continuing to implement transformative leadership supported by organizational structure and culture could preserve sustainability and increase the innovation capacity. This study uses indicators in accordance with Hardinoto. The purpose of this study was to determine the development of tourism objects in Situ Cisanti so that this tour could develop well and attract more and more people, both the people of West Java and outside West Java. An attraction that is still less influenced by factor of promotion and marketing of Tourism and Culture West Java, so that researchers can provide helpful suggestions for the continuation of the construction improvement Situ Cisanti on Culture and Tourism Department of West Java Province. The method used in this research is descriptive qualitative with field study data collection techniques by means of observation, interviews, and documentation studies. Based on the results of the study, it is shown that the Wana Situ Cisanti Tourism Object Development Strategy, Kertasari Regency at the Tourism and Culture Office of West Java Province needs to be further improved so that it can continue to develop properly in fulfilling the elements of the development strategy steps proposed by Hardinoto namely Attraction Tourism (Natural Resources, Human Resources and Cultural Heritage), Promotion and Marketing, Tourism Markets (Tourism sending community), Transportation, Society. The research method used is descriptive research through a qualitative approach. Collecting data obtained in this study through several field studies. In this study using Nonprobability sampling techniques, specifically using Purposive Sample. The data analysis technique used in this study is qualitative data analysis following the concept of Miles and Huberman. In this study, researchers used the theory of Ansell and Gash in the study of integrated waste management collaboration in the city of Bandung. Conclusions after reviewing descriptive qualitative exposures and carrying out direct observations in the field, it was found that collaboration and division of stakeholder roles were not yet running. In addition, the problems faced in the waste management process are still quite complex, so the researcher recommends an ideal Collaborative Governance Model of Integrated Waste Management that is applied in Bandung in accordance with available resources. Researchers recommend a Collaborative Governance Model of Integrated Waste Management in the city of Bandung into three stages of management: 1) Collaborative management from sources; 2) Regional Scale Collaborative waste management, and 3) City Scale waste management. The government is trying to focus on economic recovery efforts by encouraging development so that each village can cultivate the potential that exists in its area to create economic independence without expecting any more programs or assistance from the government. This type of research uses a descriptive qualitative approach by utilizing data from the results of field interviews, observations and coupled with literacy studies. Researchers try to cluster the potential of villages in Bandung district by processing data sourced from the national statistical agency to determine the potential in the village and the proposed development is based on a cluster approach and is based on the results of data processing, it is known that several phenomena as well as several issues arise and conduct field observations to compare data with phenomena that occur in the field to try to formulate solutions for village development in order to create an independent village, from the research results it is known that there are several proposals, namely through distribution through village potential clusters which are to make programs that are more focused and directed in increasing economic growth, then there is a need for information in management existing human resources in the village to create competencies which in turn can help the village, especially in an effort to get out of the current economic pressure. The study used a qualitative method with online interviews because the area of the research object was one of the black zones of the Covid-19 pandemic in Indonesia. In order to achieve accountability, the Village government avoids abuse of authority by the village head as the highest authority in the management of the Village Fund, community participation and transparency to the community in the process of managing the Village Fund and implements programs in accordance with the village typology as an independent village. Finally, the village implemented reporting procedures in accordance with applicable policies and has used SISKEUDES properly as the implementation of policy accountability. The research shows that village funds are a reliable source of funds to support the Village SDGs policy.
