Constraints on law enforcement factors occur because of the synchronization of the coordination carried out. Especially when the BPOM PPNS handles cases which are delegated to the Public Prosecutor and when conducting case titles, sometimes they do not notify the police. So that education about procedural procedures at PPNS is absolutely necessary. On the community factor, the constraints are more on the lack of education of traders, buyers and traditional market managers. This is due to the low average level of their formal education. The re-conceptualization of the “Safe Market from Hazardous Materials” program is needed to maximize education on all elements related to traditional markets. Based on these provisions, the state through the Regional Government sector has made a lot of efforts in carrying out all development actions through the Regional Revenue and Expenditure Budget that has been provided. However, in practice the government as a Budget User still often encounters several obstacles, especially in terms of project funding to be carried out. As we know, the source of funding that should come from the Regional Revenue and Expenditure Budget often cannot cover the entire financing of existing infrastructure projects. As is the case with regional developments which continue to require large amounts of infrastructure investment, the limitations of the Regional Revenue and Expenditure Budget in financing infrastructure development are often the cause of an inadequate funding gap. By carrying out these reciprocal activities, the parties have unknowingly entered into an agreement (legal act) that gives rise to an engagement (legal relationship in the field of property between 2 (two) or more people in which one party is entitled to something and the other party is obliged to do so. over something). The obligations agreed upon by the parties are often called 'achievements'. According to Article 1234 of the Civil Code (KUHPer), achievements born from an engagement can be in the form of: (1) giving something; (2) do something; (3) do nothing. In order for both parties to get what they want, the achievements in each engagement must be carried out by each party. Academically, defaults often intersect with 'acts against the law' (PMH) because both of them are related to acts of 'harming others' and the legal consequences of 'compensation'. In practice, there is often confusion where a default is said to be PMH, or vice versa. Whereas default and PMH are 2 (two) different legal acts. However, it turns out that there are still many problems that arise in arbitration, both in terms of legal certainty. Legal certainty here includes legal certainty in terms of legal remedies that can be taken by the parties against existing arbitral awards as well as legal certainty regarding the implementation of foreign arbitral council decisions in Indonesia. Therefore, the purpose of this study is to find out how the implementation of arbitral awards in Indonesia, both national and foreign arbitral council decisions in Indonesia. The research method that the author uses is library research and legal research. Then the research approach used is the Statute Approach and the conceptual approach. From the discussion, it can be concluded that the Government of Indonesia actually already has a legal framework, namely Law Number 30 of 1999 concerning Arbitration and Alternative Dispute Resolution.
