Based on these provisions, the state through the Regional Government sector has made a lot of efforts in carrying out all development actions through the Regional Revenue and Expenditure Budget that has been provided. However, in practice the government as a Budget User still often encounters several obstacles, especially in terms of project funding to be carried out. As we know, the source of funding that should come from the Regional Revenue and Expenditure Budget often cannot cover the entire financing of existing infrastructure projects. As is the case with regional developments which continue to require large amounts of infrastructure investment, the limitations of the Regional Revenue and Expenditure Budget in financing infrastructure development are often the cause of an inadequate funding gap. Abstract
